Rehabilitation Works Of Water Supply System In Ruhango District (Lot 8)
Water For People has received funds from USAID to implement the Isoko y’ Ubuzima Project. The Isoko y’ Ubuzima Project is to be implemented from July 2021 to July 2026 by a consortium led by Water For People to improve WASH service delivery. Other members of the consortium are IRC, Vitens Evides International (VEI), CARE International, and African Evangelistic Enterprise (AEE).
The overall goal of Isoko y’ Ubuzima is to improve the access to sustainable water and sanitation services which is critical to improved health outcomes, improving the living standards of Rwandan citizens, and achieving Rwanda’s development goals.
Water for People intends to apply part of the funds from the Isoko y’ Ubuzima project as defined in the Bid Data Sheet, towards the cost of the Project, to cover eligible payments under the contract for the Works.
Therefore, Water For People invites specialized firms to submit proposals (technical and financial) for the rehabilitation of Water Supply systems in the 9 districts of the Isoko y’ Ubuzima Project intervention.

The expression of interest must be delivered in written form addressed to the Chief Executive Officer of Development Bank of Rwanda on the following address:
- Administrative requirements:
- Cover Letter addressed to the Chief Executive Officer of BRD clearly indicating the Lot that the bidder expressing the interest for
- Certificate of domestic company registration from RDB.
- Online copy of Valid Clearance certificate issued by Rwanda Revenue Authority (RRA) where applicable.
- Original or notified copy of Valid Clearance certificate issued by Rwanda Social Security Board (RSSB) where applicable.
- Fill, sign and Provide application form for establishing business relationship with political exposed person (PEP form with all information requested)
- The Expression of Interest should include the administrative document, technical tools to be used in case given the assignment, well detailed CVs of key staff responding to the key staff qualification and experience requirement as well as financial rate per day for each key staff proposed
- Shortlisting criteria:
The shortlisted firm shall comply with the following minimum criteria:
- Administrative requirement
- Technical tools requirement
- Key staff experience in relation to the technical tools and similar project done
- Financial rate proposed to be used in case awarded any specific assignment to perform. However, the technical evaluation shall prevail the financial evaluation.
- Framework Contract duration:
The shortlisted bidders shall sign a framework agreement for three years renewable.
