Role Purpose:
Bboxx is currently in 11 countries, this role will take on centrally the responsibility to create new business lines. You will be responsible for identifying new products and services (some of these include financial services, e-mobility,…) to add on the platform to get to a large platform business within 1-2 years! This is a really exciting role as Bboxx is expanding into urban segments with new products and services. You will have to work closely with innovation leads in each countries but also with the product teams to make this a reality.
About the role:
• Defining the overall vision, strategy, and roadmap to be able to scale the new products
• Help formulate the vision for new ventures and create buy-in at the Executive Committee and in the Country of Operations
• Propose commercial objectives and strategic direction for new product lines
• Manage the consolidate P&L and budget for the new products
• Determining customer demand and market potential
• Understand and represent user needs throughout the product lifecycle
• Monitor the market and analyze competition, acting on product gaps
• Create high-level business cases for new value-added services
• Prioritize product and payment integrations
• Assess potential providers of third-party HW and SW
• Build technology partner and supplier relationships
• Perform user tests and run prototypes (proof of concept)
• Coordinate pilots and support the rollout in Countries of Operations
• Measure impact and evaluate adoption About you:
• 4-8 years work experience in top companies, e.g. top 3 consulting firm (MBB), startups such as Rocket Internet or Jumia, larger blue chips such as Amazon, Google, or TelCos
• Some experience in financial technology, insurance technology, or eMobility is a plus
• Team player expert communicating with a large variety of stakeholders (ops teams, sales teams, product teams,…)
• Very strong analytical skills and prove track record of solve complex problems and creating audacious solutions
Fluency in English, Fluency in French is a plus

1. Background
The Nile Basin Initiative (NBI)/ Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) has received a grant from the World Bank through the Cooperation in International Waters in Africa (CIWA) Trust Fund to finance the Nile Cooperation for Climate Resilience (NCCR) Project.
NELSAP is in the process of the implementation of International Public Sector Accounting Standards (IPSAS) General Purpose Financial Statements reporting, as well as an Integrated Financial Management Information System (IFMIS) that will support the financial reporting under IPSAS.
NELSAP therefore wishes to engage the services of an individual consultant to verify and carry out valuation of NELSAP fixed assets so as to comply with the requirements of IPSAS 16 (Property, Plant and Equipment), and IPSAS 31 (Intangible Assets). The assets valuation report will form the basis of opening balances as of 1st July 2022 for Property, Plant and Equipment and Intangible Assets that will be reported in the NELSAP-CU IPSAS General Purpose Financial Statements for the period 2022/2023.
2. The Scope of Services,
The assignment involves verification and valuation of the following NELSAP-CU Fixed Assets.
Vehicles, Communication and IT Equipment, Furniture and Fittings, Office Equipment and Intangible Assets
The tasks include but not limited to the following:
(i) Analysis of Property Plant and Equipment (PPE) and Intangible Assets under IPSAS 16 and 31 respectively and other related referral documentation.
(ii) Review and carryout assessment and verification of Fixed Assets existence at NELSAP-CU.
(iii) Analyze the asset inventory to:
• Establish accurate records and class of Fixed Assets
• Determine the useful life of the Assets
• Create deprecation schedule for the Assets
• Establish and confirm legal documentation
(iv) Carry out Valuation exercise of NELSAP-CU Fixed Assets and provide a monetary value for each asset.

3. Expected Deliverables and Timelines:
The assignment will take 20 working days.
The expected deliverables are:
a) Inception Report. To be concluded in 5 working days after signing of the contract and will be executed as follows:
(i) Reconnaissance, Preliminary Inspection/Site Visit. This will involve:
• Verification of all the assets under section 4 and legality of their documentation.
• Getting details of the logbooks for the vehicles and dates when they were donated or purchased.
• Getting specifications and dates of the purchase or donation of the Communication and IT Equipment.
• Obtaining dates when Furniture & Fittings were bought or donated, invoices and receipts if any.
• Obtaining dates when the office equipment were bought or donated, invoices and receipts if any.
• Specifying which intangible assets to value.
(ii) Draft Inception Report.
This will include details of the field findings from the site visit, purpose of valuation, basis of value, methodology and detailed work plan for the assignment.
b) Valuation Report. To be concluded within (15) days after delivery and acceptance of Inception Report and detailed as follows.
(i) Physical Site Visit and Full Inspection. This will involve:
• Inspection of all the assets and taking photos.
• Assessing and recording the working conditions of all assets.
• Assessing the physical obsolescence of all assets.
(ii) Draft Report. –Assess and Verify NELSAP Assets and Draft Fixed Assets Inventory & Schedules having:
• Listings of the Assets
• Categorization and class of assets following the PPE principle.
• Propose appropriate recommendation to the managements for future economic benefits and doing asset listings.
• Table indicating useful life of the assets
• Depreciation schedule
(iii) Valuation Report prepared according to the International Valuation Standards. The report will include the following:
• Purpose of valuation
• Basis of valuation
• Methodology used in valuation
• Identity of the valuer
• Identity of the client
• Assets being valued (detailed list and class)
• The valuation currency
• Valuation date
• The nature and source of information upon which the valuer relied
• Significant assumptions and/or special assumptions
• Restrictions on use, distribution, and publication of the report.
5. Qualification of the Consultant:
• Should have a Bachelor’s degree in Surveying, Economics, or related field from a recognized University.
• Should be a registered member of the Institute of Chartered Surveyors and Valuers to the Institute of Real Property Valuers (IRPV) of Rwanda.
• Should have at least five years’ experience as a practicing Valuer.
• Should have previous proven experience in valuation of movable and intangible assets.
• Experience working for Inter-governmental organizations similar to NELSAP-CU will be an added advantage.

Learning from this assessment is also expected to be applicable to other contexts. In undertaking this assessment, the D4I assessment team (DAT) will engage in a series of activities, including the review of global and country-specific documentation, convening global and national-level advisory groups, analysis of secondary data, and primary qualitative data collection and analysis.
Palladium is seeking qualified qualitative data collection specialists to undertake research in Rwanda as part of this assessment.

This consultancy will be a deliverable-based contract. Two consultants will be responsible for producing the deliverables jointly.
Required Qualifications:
Essential skills and qualification
• Qualitative research expertise with demonstrated success in Rwanda implementing all phases of qualitative research, including: research design, participant identification, scheduling of interviews and focus-group discussions, in-depth interviewing, focus-group facilitation, note-taking, transcription of recordings and translation to English, coding, qualitative data analysis and data cleaning, and report writing. The successful candidates will be able to ensure the collection of high-quality qualitative data, using rigorous methods and upholding standards of ethical research.
• Experience conducting research in Rwanda with service providers and with community members. Experience conducting research with adolescents preferred.
• Ability to work in a multicultural, dynamic and agile environment with changing requirements and priorities.
• Strong time management and attention to detail.
• Ability to work independently and solve day-to-day problems.
• Strong interpersonal, writing, and oral presentation skills.
• Intuitive ability to relate and connect with people from different cultures, orientations, and operating lens (political, technical, funder, business partner, etc.).
• Fluency in English and Kinyarwanda.
• The successful candidates must be able to accept international bank wire payments.

• Qualitative research expertise with demonstrated success in Rwanda implementing all phases of qualitative research, including: research design, participant identification, scheduling of interviews and focus-group discussions, in-depth interviewing, focus-group facilitation, note-taking, transcription of recordings and translation to English, coding, qualitative data analysis and data cleaning, and report writing. The successful candidates will be able to ensure the collection of high-quality qualitative data, using rigorous methods and upholding standards of ethical research.

Project Background
The Skills Development and Employment Promotion among Youth in Rwanda “SDEPAY” project are financed by the German government (BMZ) for 3 years from December 2020 to November 2023. The purpose of the assignment is to produce a short documentary film (5 to 7 minutes). This documentary will show the project’s impacts, and how the youth transited into employment. From the in-room soft skills provision, on-job training while coached by the trainers, development of Personal Development Plan (or PDP), graduation of the soft skills, youths accessing funds from the government guarantee funds or RIM, youths starting businesses, exhibition shows, youths winning awards, youths at work, youths at the market, and youths’ livelihood, to change at the household level, etc. This video will consider gender and social inclusiveness showing the trajectories of young single mothers and youths with different types of disabilities transitioning into successful employment.
After gathering all available videos and pictures of different phases of the project and shooting other videos for remaining specific events, the videographer will develop a film/ a short documentary film for 5-7 minutes. The video will be shared during the project closure workshop with all the stakeholders involved, including financial institutions, and displayed on the website of AKA, PIR, and on other websites of the stakeholders that will get interested in displaying it. These are anticipated to be Rwanda Polytechnique (or RP), MYCULTURE, RIM, BDF, RCA, and RYAF[EH1]. Copyright will be guaranteed to all stakeholders interested in using the video. The video is expected to have a wider outreach than just project reports.

Bidders are requested to submit a well- printed, properly bound and sealed proposals in two copies “Original and Copy”, one of which should be marked in upper left-hand corner “Consultant To Conduct A Baseline Survey Evaluate The Impacts Of Covid-19 On Social-Economic Status Of Cooperatives And Household’s Businesses In Karongi And Rutsiro DistricTS”. Qualified and interested individuals/companies should prepare the appropriate technical proposal (accompanied by the company’s profile, RDB certificate of domestic company registration, and at least four good completion certificate of similar work) and financial proposal. The financial proposal should be inclusive of all due taxes and in quoted in Rwandan Francs (RWF). Demonstrable experience and Value for Money (VFM) will be key considerations in evaluating proposals submitted.
