Job Description & Key Responsibilities
As a Research Associate, based in our Kigali office, you will:
• Manage one or two research projects in Rwanda: coordinating the project team; ensuring implementation according to protocols; managing to the budget and timeline; and communicating with clients.
• Play a hands-on role in all steps of the research process: designing the technical approach; developing protocols, research instruments, and sampling strategies; monitoring data quality; conducting quantitative and qualitative analysis; writing reports; and presenting to clients.
• Contribute to the development of new business: proposing research ideas; writing technical proposals; and pricing.
• Improve the way we work: researching and piloting new methodologies and technologies; standardizing and automating processes for data collection and analysis; and supporting internal operations like recruitment and IT.
You will develop skills and experience in:
• Technical design of research projects

Profile

Requirements:
• A master’s degree in Economics, Statistics, Public Health, Public Policy or a related field.
• At least three years of professional experience in research (whether in a project/program or academic setting).
• Strong analytical skills, experience working with quantitative data, and proficiency in Stata.
• Experience communicating with external stakeholders or in a client-facing role.
• Solid project management skills and experience coordinating projects with multiple components or teams.
• Excellent written and oral communication skills in English.
In addition, we value:
• Experience working with primary data (data collection or cleaning and analysis).
• Experience with Open Data Kit (ODK) or an ODK-based platform such as SurveyCTO or CommCare.
• Previous work experience in East Africa.
• Research experience in one of Laterite’s core sectors - education, youth and labor, public health, agriculture or urbanization.
• Knowledge of Python and/or R

JOB DETAILS: Planning, M&E Specialist
Level:3.II
Job description
• Advise the DG on all matters related to planning, monitoring and evaluation of HEC activities;
• Prepare, organize, consolidate and harmonize action plan in collaboration with relevant units and other stakeholders;
• Ensure the HEC Action plan is in line with National priorities and Institutional mandate;
• Represent HEC in MINEDUC budget preparation and produce the required the annexes;
• Ensure that institutional action plan is uploaded in SMART IFMS and IPPIS on time;
• Develop the terms of reference (ToR) for the review/development of HEC strategic plan in due time and ensure the timely approval by HEC Management;
• Represent HEC in different meetings related to Planning;
• Advise on the development and elaboration of institutional policies and guidelines that are aligned with the government policies and strategies;
• Organize the development and consolidation of key priorities in action Plan in line with national strategic plans and vision;
• Organize planning meetings to collect inputs for the harmonization of institutional action plan and contribute in the development of MTEF;
• Ensure that the key priorities are submitted to MINECOFIN and feedback obtained on time;
• Revise the Action Plan in collaboration with of all units according to the provided budget ceiling;
• Develop monitoring and evaluation tools, plans and establish M&E frameworks;
• Ensure timely the M&E of implementation of action plan, policies, programs, project, strategies and produce all required reports;
• Timely prepare weekly, monthly, quarterly and annual activity plans & consolidate related reports from all the respective units;
• Provide guidance and technical support during planning, monitoring and evaluation of performance contracts in the RBM system;
• Carry out periodic monitoring of RBM performance contracts;
• Contribute to capacity building of staff and partners in planning;
• Contribute to the elaboration of institutional capacity building plan;
• Collect all Higher Education Statistical data and manage Higher Education database;
• Produce Higher Education Statistical data for the Year Book Report;
• Perform any other duties assigned by his/her supervisor.
