Senior Enabling Environment Advisor

Project Description
The overall USAID Rwanda Modernizing Agriculture Activity Objective is to increase incomes and improve nutritional outcomes, by sustainably increasing agricultural productivity, and strengthening domestic consumption and markets for high-value and nutritious agricultural products.

Overall Responsibilities
Senior Enabling Environment Advisor is responsible for guiding and implementing Objective 4 (Strengthen the enabling environment to foster market driven agriculture) for the Rwanda Modernizing Agriculture Activity. In addition to specific project responsibilities, s/he will provide technical assistance and strategic advice for business enabling environment and policy issues for the duration of the project. S/he will also manage the project’s enabling environment and policy STTA staff and consultants.

Specific Duties And Tasks

Supervisory and Project Support
• Supervise and coordinate program activities and ensure their effective implementation and monitoring
• Work with and support Rwanda Modernizing Agriculture team on business enabling environment and policy matters
• Supervise enabling environment and policy STTA personnel and project subcontractors who are working on matters related to business enabling environment and policy
• Develop draft reports, contribute to annual work planning, and support other USAID monitoring and reporting requirements
• Facilitate inclusive and resilience-focused policy reforms that promote agricultural export growth, using evidence-based analysis and strengthened advocacy capacity of the private sector organizations
• Improve the capacity of agricultural export value chain actors to effectively engage in advocacy for reforms that promote export growth
• Identify and help the project to address policy constraints to increased trade with international markets
• Develop and maintain working relationships with local and national policy makers to improve government services, regulation, and taxation
• Facilitate dialogue between the GOR and the private sector
• Lead development of policies and regulations conducive to increased private-sector agricultural engagement and investment

Minimum Required Education And Experience
• Master’s degree and at least 10 years of experience in agricultural sector development, business, or a related field; or, Bachelor’s degree in a relevant field and 8 years of experience
• Demonstrated experience in governance, policy development and reform process with preference for work on USG-funded activities
• Demonstrated ability to assess policy environment and identify gaps in laws, regulations, and their implementation
• Demonstrated ability to provide policy advisory services to government agencies especially local authorities seeking to reform, refine and/or develop a more clearly defined policy direction
• Familiarity with, and ability to apply and adapt methods to engage the government, private sector and civil society in policy reforms, advocacy, public-private dialogue, and monitoring implementation of reforms
• Experience in facilitating improvements in management and other aspects of capacity development in public and/or private sector organizations
• Demonstrated ability to work effectively with diverse stakeholders
• Experience organizing and facilitating dialogue on policy reform and other issues
• Ability to work well in a team and with minimum supervision
• Excellent interpersonal, verbal, and written communications skills with fluency in English required

Environmental Officer

Job description
• Elaborate the District’s strategy on environment management and monitor its implementation across Sectors and produce consolidated reports thereof;
• Organise, in close collaboration with relevant stakeholders, training sessions and public awareness campaigns meant to disseminate environment protection technologies and measures and promote the use of alternative energy sources;
• Supervise the identification and mapping of both protected and unprotected zones and advise on the preventive and reactive measures across the District;
• Inspect whether practices of individual and non-individual actors comply with the applicable regulations and standards in the area of environment protection and management;
• Maintain, in close collaboration with any other relevant stakeholder, an updated database of ecosystem of the District, analyse the impact of mining operator’s practices on sustainable local development and advise accordingly.
