Mission and objectives
Within the framework of Delivering as One UN in Rwanda, UNDP works closely with the Government, as well as with development partners and civil society, and all other UN agencies operating in the country to build institutional capacity and effect sustainable development. UNDP Rwanda support the Government of Rwanda effort to achieve the agenda 2030 for Sustainable Development (SDGs) through technical support that includes developing human and institutional capacities, demonstrating solutions, building partnerships, and raising funds for development. UNDP programme and activities respond to challenges facing the country achieve its short- and long-term development goals. Much of Rwanda’s impressive growth over the past two decades was a result of governance reforms to consolidate peace, build strong and accountable public institutions and create a safe, stable environment conducive to investment and growth. Areas of the justice system also require attention. While a legal aid policy was adopted in 2014 to increase access to justice, citizen satisfaction with access to legal aid remains low. Special focus is needed on female victims of gender-based violence

Context
The UNDP Country Programme 2018-2024 is aligned with the Sustainable Development Goals (SDGs) and the National Strategy for Transformation1 (NST1) and has Inclusive and sustainable growth and Transformational Governance for Development as priority areas. Promoting Gender equality, women’s empowerment, social inclusion, and environment sustainability are intrinsic to UNDP development approach. The UNV will support in delivery of UNDP mandate of promoting inclusive and democratic governance, and in its current work that spans from support to rule of law and human rights. Moreover, she/he will promote innovation in the rule of law projects, leveraging the use of new technologies.

Task description
Under the overall supervision of the Head of Transformational Governance Unit and direct supervision of the Permanent Secretary in the Ministry of Justice where he/she will be assigned, the UN Volunteer will undertake the following tasks:
• Assist with implementation of rule of law project related activities;
• Coordinate partnership and collaboration with implementing partners;
• Coordinate meetings and dialogues with stakeholders for the access to justice project;
• Support implementation of current projects especially on access to justice, gender and human rights.
• Monitor and report on activities on ongoing projects;
• Prepare and submit financial and progress reports to UNDP;
• Create overviews, update data monitor the progress of governance projects;
• Organize monitoring field visits and prepare reports;
• Participate in project related meetings, workshops, and other discussions to build understanding of ongoing issues and interests of stakeholders;
• Provide research and analysis of rule of law issues related to ongoing and future projects;
• Review summarize and edit documents in governance and rule of law portfolio;
• Draft documents such as Annual Progress Report;
• Support the audit exercise and conduct spot-checks for the rule of law project. Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Context of the position.
SOS Children’s Villages Rwanda is an independent member association affiliated to the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of care tailored to orphans, vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operate in four locations based in Gasabo, Gicumbi, Kayonza and Nyamagabe Districts. In order to further fulfil the above-mentioned responsibilities, SOS Children’s Villages Rwanda is seeking to recruit a Competent Project Coordinator.

Positions Purpose:
The purpose of this position is to participate in the development of a national system for school based toothbrushing and handwashing programs as well as oral health promotion in the general population in close collaboration with civil society organizations, national health and education authorities, academia and other relevant stakeholders – with the following tasks:
• To carry out the implementation of project activities according to the objectives, actions and periods outlined in the project document.
• To ensure that the project operates as planned with the organization’s policies and procedures as well as project design.
• To participate and support capacity-building of project implementation beneficiaries and partners
• To build strong relationships with national, regional, and local authorities, and a strong network of associated organizations/stakeholders.
• To participate in community forums dealing with issues affecting oral and general healthTo use the project to showcase good dental health practices and strengthen the link with communities and key national stakeholders.
• To participate in the development of campaigns and public events on oral health and the development of educational material.

Key performance areas and main responsibilities:
• To assist in organizing and conducting workshops and training within oral health promotion and school based oral health care for a wide range of different health professional and volunteer groups.
• To assist in organizing and conducting training for SOS Children’s Villages Rwanda and strategic partner organization’s staff and volunteers.
• To advocate for cooperation with SOS Children’s Villages Rwanda, to create locations awareness on oral health.
• To empower, motivate and support project target groups and beneficiaries at the locational level.
• To support in documentation of the Success stories on a quarterly basis
• To implement activities at the location level and share the documents for Payments’ justification
• To support in recording the beneficiaries in the SOS Project Data Base (PDB)

Required qualifications, experience &Skills
• Being of Rwandan Nationality
• Registered A0 dental therapist with a minimum of two years experience in community health interventions and outreach, especially with children.
• Documented experience in working with health promotion and prevention.
• Excellent communication skills. Proficiency in English, Kinyarwanda both writting and speaking skills, French will be an added value.
• Team work skills with a sense of humor and direction as well as being able to work independently.
• Excellent organizational and time management skills – actual experience with project managent is considered an advantage .
• Knowledge and experience in staff management.
• Computer literacy (Ms Word, Excel, Powerpoint)
