Access to Finance Rwanda (AFR) is a Rwandan not for Profit organization, established in March 2010 by the governments of the United Kingdom (UK) and Rwanda and with support from the UK Foreign, Commonwealth and Development Office (FCDO). Existing funders of AFR include FCDO, the MasterCard Foundation, Sweden and Jersey Overseas Aid (JoA).
AFR’s strategic focus is stimulating the financial sector development by partnering with financial institutions and other stakeholders to increase access to and use of quality financial services. We identify and address constraints that prevent the financial market from reaching Rwanda’s low-income population and support Rwanda’s economic growth and promote innovations and learning that result in sustainable change in the financial sector. Improving access to financial services for the rural poor, women, youth and SMEs is a particular focus.
AFR is guided by the Market System’s Development (MSD) approach recognising that efforts to increase financial inclusion and financial sector development have to be market led and profitable for sustainability. AFR supports the Government of Rwanda’s development objectives by aligning all its interventions to the national policy frameworks including the Financial Sector Development Strategic Plan 2018-2024, and the National Strategy for Transformation (NST) 2017-2024.
Proposals should be directly responsive to all items, terms, conditions, specifications, and other documents referred to in this RFP.
- Requests for clarifications to the contract may be submitted until Friday 2nd December 2022 .Interested parties should submit their proposals no later than Wednesday, 4th January 2023 .
- Responding bidders are advised that this solicitation does not in any way obligate AFR to make a contract award or compensate the responding firms for any costs associated with the preparation and submission of their proposals. Additionally, AFR may award a contract without conducting negotiations; all proposals should be submitted initially using your most favourable terms. AFR reserves the right to award any resultant contract to other than the offeror submitting the lowest price proposal based on technical excellence, schedule superiority or client request.

Preparation of Proposals: You are requested to submit separate technical and financial proposal, as detailed below. The standard forms in this Request for Proposal may be retyped for completion but the Consultant is responsible for their accurate reproduction
You are advised to carefully read the complete Request for Proposals. An electronic copy (in PDF) of the Request for Proposals shall be considered as the original version.
Technical Proposals: Technical proposals should contain the following documents and information:
- The Technical Proposal Submission Sheet in this Part;
- Technical Proposal not exceeding 15 pages without annexes
- An approach and methodology for performing the services;
- A detailed work plan, showing the inputs of all key staff and achievement of deliverables;
- CV’s of key staff members;
- A summary of your experience in similar assignments;
- The documents evidencing your eligibility, as listed below.
- The consultant’s comments or suggestions on the TORs and appreciation of the assignment the objectives, tasks and deliverables
Financial Proposals: Financial proposals should contain the following documents and information:
- The Financial Proposal Submission Sheet in this Part;
- A copy of the breakdown of Lump Sum Price form in this Part for each currency of your proposal, showing all costs for the assignment, broken down into professional fees, and reimbursable costs. The costs associated with the assignment shall be in US Dollars for foreign firms and Rwandan Francs for local firms.
Validity of Proposals: Proposals must remain valid for 90 calendar days from proposal submission date.
Submission of Proposals: The technical and financial proposals should be submitted seperately, both clearly marked with the Procurement Reference Number above, the Consultant’s name, AFR and either “Technical Proposal” or “Financial Proposal” as appropriate.

Purpose
The purpose of this consultancy is to support the Ministry of Health (MoH) and Rwanda Biomedical Center (RBC) to develop gender-based violence (GBV) case management training manuals to be used in training care providers to improve capacity to deliver quality services to GBV victims.
Scope of Work
The Ministry of Health through Rwanda Biomedical Center, in collaboration with partners working in GBV case management including, IntraHealth/Ingobyi Activity, recently revised the gender-based violence (GBV) case management protocol. The aim is to improve standardization and quality of services provided to the victims of GBV. The revised protocol provides guidance to care providers on recommended strategies for handling GBV victims, including subsequent follow up at community. It is expected to enable providers to follow the recommended procedures when handling GBV cases, and to adopt positive attitudes and practices towards GBV victims.
To equip care providers with the knowledge, skills and practices required in delivery of quality case management services to GBV victims, training is required. However, currently training manuals do not exist. The MoH and RBC intends to work with USAID Ingobyi Activity and other partners to develop training materials to be used in training care providers in GBV case management. It is against this background that USAID Ingobyi Activity, implemented by IntraHealth International, wishes to recruit a competent and experienced senior consultant to support MoH/RBC to develop the training manuals (guide for trainers and manual for participants).
Under the supervision of the RBC’s Maternal, Child and Community Health (MCCH) Division and USAID Ingobyi Activity’s Gender Integration team, the consultant will use the revised GBV case management protocol to design a trainer’s guide and participants manual to be used in training of care providers across the country.
Specific tasks to be completed by the consultant
The consultant will undertake the following tasks:
- Participate in an introductory meeting with RBC, Ingobyi Activity GBV team and other partners and stakeholders in GBV management to review the revised GBV management protocol and discuss key expectations for the assignment.
- Prepare and submit an inception report to RBC/MCCH Division and USAID Ingobyi Activity’s Gender Integration team. The inception report should demonstrate a clear understanding of the purpose of the consultancy, overall approach, and outline the steps to be considered or taken and the timeline for completing the assignment.
- Using the revised GBV case management protocol, develop an outline of the trainer’s guide and participant manual showing the key topics to be covered.
- Based on the revised GBV case management protocol, develop a guide for trainers with clear methodology to be used by trainers in conducting training to GBV care providers.
- Based on the trainer’s guide, develop training slides to be used in training GBV care providers.
- Develop a participant manual that reflects the content of the GBV management protocol and the trainer’s guide, and communicates comprehensive information and equips learners with the requisite skills.
- Submit the training materials, including PowerPoint slides to USAID Ingobyi Activity’s Gender Integration team for review.
- Incorporate feedback from USAID Ingobyi Activity team and produce revised versions of the above training materials.
- Present revised drafts of the training materials (trainer’s guide, participant manual, and PowerPoint slides) to RBC, USAID Ingobyi Activity and other stakeholders and partners for feedback and/or validation during a technical working group (TWG) meeting or other similar sessions.
- Incorporate the feedback from the TWG meeting and submit final versions of the training materials ( trainer’s guide, participant manual, and PowerPoint slides).

Requirements
The ideal candidate is expected to meet and/or possess the following qualifications and requirements.
Education
Advanced degree in public health, medicine, social sciences, communication or related field. A master’s degree in gender studies would be an added advantage.
Experience and skills
- Minimum experience of at least 8 years working in the field/s of gender integration and/or GBV management in the Rwandan or similar contexts Good understanding of gender and GBV case management policy and guidelines.
- Proven experience in related assignments or development of training materials.
- Experience as trainer with a strong track record in implementing training of trainers, training on the gender and GBV management.
- Experience in graphic design or layout of health-related documents.
- Excellent interpersonal skills, strong organizational skills, and an ability to work effectively in multicultural environments.
- Excellent writing and communication skills in English.
- Strong skills in teamwork and networking.
- Solid skills in documentation and report writing.
