Director of Business Development and Grants Management
General Function
Under the direct supervision of the Country Director, the Director of Business Development and Grants Management will have the responsibility to grow World Relief Rwanda's income and partnerships at the country level in order to resource our country program strategy and ensure all projects are well resourced and successfully delivering the expected results within the context of project constraints. He/She will be responsible for the coaching and developing capacity of our project leaders on project/grant management, providing a contextualized, balanced, comprehensive, and adaptable body of knowledge and toolkit to help increase the efficiency and effectiveness of World Relief Rwanda projects. The Director of Business and Grant Management, will improve the way we execute our mission through our projects, drive the integration of our projects in the Church Empowerment Zones where applicable and bring more standardization to our project design, protocols and implementation.

Business Development

Duties And Responsibilities:
• Lead the development of all new and amended public funding proposals originating from the Rwanda country-office including narratives, budgets, and relevant attachments.
• Identify potential funding opportunities and lead development, monitoring and mitigation of key risks in project and program development and quality
• Lead grant design and start-up workshops and ensure the quality of handover to operations for project start-up and implementation
• Ensure high quality systems and processes for grant acquisition are maintained, as well as systems for Knowledge Management to meet organizational needs and standards.
• Advise the Country Director and other senior management on strategy for program development and Go/No-Go decisions for specific funding opportunities.
• Collaborate with the Program Officer and other support staff at the Home Office in proposal development.
• Serve as the point person for WR Rwanda in any consortium development proposals in which WR Rwanda is a sub-recipient.
• Build the capacity of other staff in key competency areas related to business development

Project Leadership
• Actively participate and contribute to the fulfillment of the WR Rwanda Country Office strategy.
• Oversee the development, implementation, monitoring and evaluation of country office projects, and ensure that they are in line with the Country Office program strategy and donor requirements.
• In collaboration with the Director of Programs Impact and Quality ensure that proper monitoring and evaluation systems are in place to demonstrate impact and that Monitoring, Evaluation, Accountability and Learning (MEAL) techniques are used to promote improved programming and learning.
• Support Project Managers in all aspects of finance, administrative, human resource and logistics management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country program strategy
• Supervise and encourage Project Managers, and MEAL Coordinators in their leadership and management of project staff reporting to them.
• Ensure Project Managers in monitoring program activities against project budgets, and act as a liaison between Project Managers and the other Departments.
• Travel to the field as needed to supervise and review project/program progress and/or results, as well as risks or security issues affecting programmatic implementation and staff safety.

Staff Management
• Provide proper supervision and management for all your direct reports and lead the establishment and functioning of a strong, effective and coordinated Project team.
• Ensure the proper implementation of performance development and management system for direct reports, including job description and performance development, regular feedback, mid-term reviews and annual performance appraisals.
• Proactively address performance issues through regular, constructive and honest feedback and coaching.
• Travel to the field as needed for the purpose of staff management

Project and Operations Management
• Liaise with local and international donors and actively represent WR Rwanda at relevant national and local meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to the Country Director and all concerned staff.
• Manage a comprehensive activity plan for the program, including resource needs analyses, following work plans and log frames outlined in the project proposals.
• Work with World Relief's Home Office and/or regional technical support to ensure that planned projects/programs are implemented in an efficient and timely manner according to the project/program proposal and the donors' policies/agreements
• Work closely with units in Program Support (finance, procurement, HR, etc.) to ensure proper coordination exists for efficient program implementation.
• Ensure that qualified staff and appropriate policies, procedures and systems are in place to properly manage WR Rwanda programs/projects.
• Regularly review and ensure that the most efficient Country Office project management structure is established and functional in order to ensure program quality and the cost-efficient achievement of project objectives.
• Actively participate and oversee the recruitment and orientation of project staff
Reporting
• Edit and ensure all outgoing written documents and project reports and materials originating from your department are of quality and free of errors.
• Prepare and submit required quarterly and annual reports for internal and external stakeholders ensuring consistency in the objectives, outputs, outcomes and data.
• Support the project staff to meet all reporting requirements through the use of operational reporting formats/tools that feed into our internal and donor reporting portals.
• Provide feedback to program staff on reporting and recommend to Country Director corrective actions steps.

Knowledge, Skills & Abilities
• Strong knowledge of Health, Social Protection and Economic Development program areas and ability to communicate practices to various constituencies in Rwanda mostly development partners, local government officials and other stakeholders in the country and out of the country.
• Excellent Kinyarwanda and English communication skills
• Ability to work independently and to deal with problems and issues both promptly and efficiently.
• Ability to diplomatically liaise in a team setting, to listen and consider team suggestions, and to create a sense of team connectivity
• Experience in training and mentoring staff, especially in program management and knowledge management areas.
• Capacity to work under pressure and tight deadlines
• Good negotiation skills, especially in the context of Rwanda and experienced with cross-cultural communication and work.
• Ability to manage budgets, understand financial accountability procedures, logistics, and commodity tracking.
• Strong time management, prioritization, and multi-tasking skills

Requirements
• Bachelor's Degree in Business Administration, Development Studies, Social Sciences, or related subjects, Master's Degree preferred.
• At least 7 years of demonstrated experience in Relief and Development work in the developing world, preferably in Rwanda.
• At least 4 years of experience in Senior Management and Leadership positions in development and humanitarian programs
• Experience working with donors such as USAID, EU, UN Agencies, Foundations, etc.
• Personal Christian Faith and a heart for serving vulnerable people -Committed to Mission, Vision, and Values of World Relief, and ability to provide Christian leadership.

Director of Program Impact and Quality
STATUS: Permanent Full Time

General Function

Under the direct supervision of the Country Director, the Director of Program Impact and Quality will have the overall responsibility for the program's quality and impact assessment functions of World Relief Rwanda. He/She will be responsible for the coaching and developing capacity of our program leaders on project management, providing a contextualized, balanced, comprehensive, and adaptable body of knowledge and toolkit to help increase the efficiency and effectiveness of World Relief Rwanda programs. The Director of PIQ, will improve the way we execute our mission through our programs, drive the integration of our programs in the Church Empowerment Zones and bring more standardization to our project design, protocols and implementation.


Duties And Responsibilities
Program Quality and Impact adherence.
• Design and implement a full program quality and impact strategy.
• Constantly seek to make WR's Mission, Vision and Values central to our program design.
• Improve the integration of the standard of all program metrics framework and system to track input, output, and outcome indicators.
• Work with the Program Managers and Home Office program resource team to review the program toolkits, protocols and design so they comply with the expected project or programs objectives/goals in accordance to our integral mission definition.
• Manage a comprehensive activity plan for the program, including resource needs analyses, following work plans and log frames outlined in the project proposal.
• Solicit review and participation from the CEZ Managers and Program Managers to ensure the practicality and usefulness of the impact and metrics system at the field level.
• Train our program and field staff on quality and impact tracking and measurement tools, processes, guidelines and checklists.
• Assist in development and implementation of baseline, mid-term, end-lines and periodic survey instruments to measure the impact (outcomes) of our program work.
• Review and approve scope of work for internal project or program evaluations - Help design (scope of work) and/or participate as a part of the evaluation team specific project or program evaluations.
• Collaboratively work with our business development team on proposal development efforts for our country office.
• Work as a team member to undertake whatever is necessary to complete a high-quality monitoring, evaluation and learning framework, system, and processes.
• Update, design, test, disseminate and translate quality and impact measurement and validation tools as needed to validate data collection processes.
• Work with the Impact Systems Manager to ensure accuracy and consistency of data filled on reporting tools.
• In collaboration with the Director of Church Empowerment and entire Leadership Team review data on a quarterly basis coming from the field offices to assess data quality and indication of progress towards program goals.

Operations Management and Program Strategy

• Liaise with international donors and actively represent WR Rwanda at relevant national and local meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to the country director and concerned staff.
• Work closely with departments and units in program Support (finance, logistics, procurement, HR, etc.) to ensure proper coordination exists for efficient program implementation.
• Ensure that qualified staff and appropriate policies, procedures and systems are in place to properly manage WR Rwanda programs/projects.
• Coordinate and assist in preparing and distributing all requisite reports for all programs. Ensure timely reporting of program activities to donors and Home Office staff.
• Regularly review and ensure that the most efficient Country Office program management structure is established and functional in order to ensure program quality and the cost-efficient achievement of project objectives.
• Assist and participate in the recruitment and orientation of new senior program staff.
• Seek strategic partnerships necessary to promote WR Rwanda country strategy and Integral Mission programming principles.

Staff Management
• Manage reports; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
• Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
• Manage the performance of all reports through:
o Effective use of the performance management system including establishment of measureable objectives, periodic reviews and fair and unbiased evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and Documentation of performance, with appropriate performance improvements plans
Reporting
• Prepare and submit required quarterly and annual reports for internal and external stakeholders.
• Assist the program staff to meet all reporting requirements with operational reporting formats/tools that feed into our systems.
• Review and edit reports received from the field to ensure conformity with operations formats and all required data are available and consistent.
• Provide feedback to program staff on reporting and recommend to Country Director corrective actions steps.
• Aggregate all program metrics to provide summary quarterly reports to the Country Director.
Risk Management
• Assist the Executive Leadership Team in the review and identification of internal program control gaps.
• Provide recommendation to Country Director in the mitigation of key program quality risks.

Other Duties.

• Will perform other duties as requested by the Country Director
Required Minimum Qualifications
• University Education in relevant field is required (Social Sciences, Statistics, Applied Sciences, or similar), Master's Degree preferred.
• Five years of experience in the Program Management and Impact or Information Systems area within a relief and development field.
• Demonstrable knowledge and experience in MEAL related technologies: ODK, ONA, Power BI, data analysis in R, Spreadsheets and willingness to learn new ones.
• Outstanding English writing skills and strong analytical, capacity assessment, and planning skills.
• Competency in survey and statistical analysis.
• Strong proficiency in use of Microsoft Office products including Microsoft Word, Access and Excel.
• Understanding/Experience with using MEAL tools and methodologies such as the logical framework, definition/measurement of outcomes, rapid assessment techniques, etc.
• Experience, managing or coordination of evaluation teams and exercises.
• Experience working and communicating in cross-cultural contexts
