Hiring of National Individual Consultant for Conducting a Study on the Status and Challenges Faced by Existing Cross Border Traders’ Cooperatives Across Rwanda Bordering Districts
Rwanda is among eight pilot countries selected in January 2007 to implement the One UN Reform , which enables the UN System to provide a more effective and coherent response to the needs of the Government of Rwanda and its Development Partners. As part of the UN Country Team, UNDP works with other sister agencies to implement the “One UN – Delivering as One” process. UNDP-Rwanda’s programmes and activities respond to the challenges facing the country to achieve the Millennium Development Goals (MDGs).

Period of assignment: 30 working days
UNDP Rwanda is looking to recruit National Individual Consultant for Conducting a Study on the status and challenges faced by existing cross border traders’ cooperatives across Rwanda bordering districts. The government of Rwanda, through MINICOM and with the support of Development Partners (DPs) and other key stakeholders, has identified cooperatives as one of the key vehicles for the mobilization and involvement of a big cross section of border communities in the drive to enhance their livelihoods and social economic status. World Vision is a Christian relief, development and advocacy organization whose purpose is to create lasting change in the lives of children, families, and communities living in poverty. World Vision is dedicated to working with the world’s most vulnerable children. In Rwanda, World Vision has been part of the country’s experience and journey since 1994 working through relief, rehabilitation, and development programs.
World Vision Rwanda/ PAC Project is operating in five camps namely Kigeme (in Nyamagabe District), Mugombwa (in Gisagara District), Mahama (in Kirehe District), Nyabiheke (in Gatsibo District) and Kiziba (in Karongi District) and their host communities. The project is funded by US Government aiming at ensuring that 2,100 Refugee HHs (Mugombwa, Kigeme, Kiziba, Nyabiheke and Mahama) and 900 HHs from their host communities are self-reliant and graduated from extreme poverty to contribute to the social and economic landscape of Rwanda by 2024.To attain the intended results, World Vision/PAC Project approaches requires establishing local partnerships, which helps to bring long-term sustainable change for the wellbeing of children and their families in both refugee camps and their host communities. It has been appraised that building on the roles and abilities of local partners can multiply the efforts and help to achieve project strategic objectives in sustainable way.

The project seeks to hire the right micro-finance institution to facilitate project participants in saving groups having access to financial services through revolving fund that will be transferred by World Vision /PAC Project to the selected service provider. The 129 saving groups are composed of 2,836 members (1,875 are females and 961 are males) and are making transactions such as saving and borrowing to address their basic needs and finance their micro- businesses. The participants have been trained in saving for transformation to access informal loans. The financial literacy continues to be one of the successes of changing their mind-set and improving their knowledge, behavior, attitudes towards working with local micro-finance institutions (MFIs) to financing their diversified micro and small businesses leading to job creation and income generating activities. The formed and functional saving groups have demonstrated their willingness and commitment to increase their shares and strengthen the model.

Interested partners who have at least 5 years of implementing livelihood related activities, are requested to submit their expression of interest basing on the following instructions:
1. Interested Local Implementing Partners as Micro-finance institution (MFI) shall express their interest on this Expression of Interest not later than 9th November 2022 at 12:00 PM
2. An e-mail will be sent to all Local Implementing Partners who expressed their interest to access the Terms of References on 10th November 2022 at 12:15 PM
