JOB CONTEXT:
HI has recently set up a regional structure encompassing the countries of Kenya, Rwanda and Uganda with Uganda as the regional hub. The region is known as the East African Region (EAR). The program has currently 7 different projects, operating in the 30 districts in Rwanda with more than 120 national staff financed by USAID, UNICEF, UNHCR, Belgium, Norwegian, German and the Swiss cooperation. The position is based in Kigali, Rwanda with travel to specific project area in the country.
Our interventions are mainly focused on enhancing protection, inclusion and response to the specific needs of persons with disabilities, older persons and persons with mental health and psychosocial issues in two urban areas, refugee camps and Gashora camp under the Emergency transit mechanism. The main key activities include but not limited to: integrated rehabilitation and MHPSS services, capacity building of humanitarian agencies and other relevant service providers on how to deliver inclusive services as well as empowering the beneficiaries and their respective community members with skills on how eliminate the barriers that hinder equal access to services and full participation of persons with specific needs.
To carry out of this project, HI RWANDA is looking for Protection Safeguarding Specialist for 2 months.

YOUR MISSION:
In line with the principles of Protection Mainstreaming and Safe Programming, as specialist you will have in charge to review and/or roll out safeguarding procedures/minimum standards adapted to the related project, including risk assessment review with field observation, staff capacity strengthening activities, review and enhancement of project reporting mechanisms and if relevant recruitment/induction of national positions (officer)

In this framework, your main duties are :
• Responsibility 1: Review the risks and analyses the Safeguarding measures in place in the project to identify the gaps and enhance the safe activities ‘planning*. (Estimated time: 2 weeks)*
• Responsibility 2: Refresh or enhance the project’s staff skills & practices on PSEAH, CPP and intersectional-based violence (disability, gender, age). (Estimated time: 2 weeks + period for coaching)
• Responsibility 3: Review and adjust the Complaint & feedback mechanism in place to insure proper ownership and use by the staff & beneficiaries (Estimated time: 4 weeks)
• Responsibility 4: Recruit Protection - Safeguarding officer and ensure his/her induction and deployment (to be confirmed)

YOUR PROFILE:

• You have a bachelor’s degree in Social Work, Development, Project Management, Organizational Development, Psychology or Public Administration;
• You have master’s degree in a relevant field preferred,
• You mastering of technical principles and concepts in safeguarding or protection. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
• You have 4 years relevant work experience with an international NGO, with minimum of 3 years relevant experience in safeguarding or protection
• You’re speaking/ writing French or English.

Your skills :
• You have strong ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
• You are proactive, resourceful and results-oriented

CHARACTERISTICS OF THE POSITION:
The position is based in Kigali, Rwanda. HI has its office located in Kigali - Kicukiru.

Rwanda is a safe country and has low levels of crime and violence. Kigali is considered a safe and secure capital city, with access to many entertainment (restaurants, bars, cinema), education (school, nurseries) and health facilities (specialised clinics, hospitals, paediatric and obstetric care are available - in case of emergency the King Faisal Hospital in Kigali is our reference point). Kigali is Level 1 security and the city is safe, as long as basic safety precautions are taken.
HI has only one main office located in Kigali- Kicukiru. Accommodation for all different preferences is available. Mobility around the city is easy, vehicle taxis are available for movement around the city, although the use of moto taxis is not allowed. An expat can drive an HI vehicle provided if they have valid driving license and passed the HI driving test.

Salary from 2 760 € gross/month upon experience
Perdiem: 446 € net/month - paid in the field
Paid leaves: 25 days per year;

Duties: The Non-Expendable Property (NXP) Crew Leader is responsible for leading and guiding a team of four Warehouse Workers in performing a variety of manual labor tasks. These tasks include supply delivery; appropriate storage; packing and unpacking; and movement of United States Government (USG) property, within the main embassy building and the warehouse, to leased USG residences, and at representational residences, using appropriate tools and equipment. The Non-Expendable Crew Leader serves as one of two vehicle operators for the U.S. Embassy's warehouse.

The Role
Based in Kigali, Rwanda, you will take a high-touch approach in providing comprehensive and executive office and projects’ administrative and support services. The work involves planning, organizing and coordinating the activities of the CPO as well as ensuring work planning and progress tracking and reporting for special projects and Initiatives of the Office of People. Your tasks will include reporting, planning, scheduling, budgeting and tracking, security incidents handling/coordination, and organizing tasks to keep time and attention focused on OOP goals, special projects, and priorities. The position requires a high level of professionalism, confidentiality and service management.

CPO Support – 50%
• Organizing and maintaining schedules and setting up appointments
• Making and screening phone calls and retrieving voice mail, maintaining phone contact information
• Making travel arrangements, preparing travel documents on a timely basis, completing expense reports, including Visa processing support, renewals and follow up.
• Effectively and creatively problem solve issues related to schedules, travel, office needs, and other issues/items as assigned; ensuring needs of the organization and staff are met.
• Compile and organize expense reports, credit card reconciliation and handle procurement items for CPO.
• Ensure, on a daily basis, that meeting information, agendas, and supporting materials (comfort with high quality presentations, decks, financial, People/HR, trends and similar analytics) are available for various CPO engagements, calls and meetings.


• Scheduling, reminders and set up for calls, meetings and engagements of the OOP team.
• Taking, distributing and presenting (verbal and written) minutes, records and materials related to OOP engagements, gatherings, meetings.
• Liaison with other departments for cross cutting requests, tasks and information needs.
• Support the OOP in readying and ensuring required engagement and meeting agendas, handouts, invitations and materials are always in place, in time.
• Ensure OOP team members are informed of scheduled activities and special tasks well in advance and have received well-organized info packs on a timely basis.

Project & Initiatives of OOP (25%)

• Follow up with project leads, consultants and vendors on contracting, invoicing, payments and projects delivery.
• Provide information for project progress reports and records through research, data retrieval, compiling and/or tabulating statistics, and organizing and presenting the information in useable and understandable formats such as Excel and PowerPoint.
• Coordinate logistical and meeting needs for CPO and specific project related meetings, dinners and other events as requested; source meeting and dinner venue; work with venue representatives or other professionals to coordinate all meeting needs.

Global travel required as needed.

The skills and experience we’re seeking
• Prefer at least four years of relevant experience at executive level project and administrative support
• Previous experience in Human Resources, Administration or Project support tasks required.
• Relevant Bachelor’s degree or higher academic qualification preferred
• Demonstrated experience and comfort using technology, including online content and project management systems
• Strong interpersonal skills and highly collaborative. Comfort with making public and team presentations required.
• Excellent listener; able to ask right questions allowing planning, execution, scheduling and progress management
• Excellent organizational skills: ability to prioritize multiple tasks, meet deadlines, and be flexible.
• Proven experience working within diverse and multicultural groups and communities
• Experience and comfort with budget development, reviews and tracking.
