Job Purpose of the Job:
To provide Strategic leadership in coordination, development and implementation of projects and programmes for Roads, Railways, Civil Aviation, Maritime, Communication, Information, Telecommunication Infrastructure and Meteorology.
Duties and Responsibilities:
• Initiate, coordinate and harmonise the development and implementation of strategies, policies and programs for Roads, Railways, Civil Aviation, Maritime, Information, Telecommunication Infrastructure and Meteorology.
• Coordinate the development and implementation of consolidated annual work/operations plans and ensure complementarity of synergies and cooperation within the sectors under the Directorate of Infrastructure;
• Promote and coordinate implementation of strategies and programs under his/her supervision to promote teamwork, enhance optimal utilization of resources, efficiency; build synergies, internal learning and cooperation; and minimize duplication of efforts between related sectors within and outside the Infrastructure Directorate;
• Provide managerial support and technical advice related to the sectors to staff under the Directorate of Infrastructure;
• Liaise with Directorate Staff to develop specific, measureable, accurate, realistic and time bound (SMART) performance indicators, monitor and evaluate individual Staff performance by ensuring that the EAC performance evaluation/appraisal and feedback process is applied to all staff in the Directorate;
• Identify policy gaps, initiate and facilitate research and studies in priority programme areas for the sectors under the Directorate of Infrastructure;
• Coordinate Implementation of Council decisions and consolidate progress and annual reports on status of implementation of the Council decisions/directives related to the Directorate of Infrastructure;
• Assist the East African Legislative Assembly in its oversight activities for projects and programmes under Infrastructure Qualifications and Experience:
• Masters Degree in Transport Economics, Civil Aviation, Maritime, Telecommunication, Electronic Engineering or equivalent degree from a recognized University/Institution.
• A Post Graduate Qualification in Management will be an added advantage.
• Minimum 15 years in relevant field, 8 of which should be at Senior Management level.

The Senior Data Engineer will work in the data engineering team. They will be the key implementer of data-warehouse and data framework, supplying experience and guidance on best development practices to the team.
What you can expect to be doing:
• Implementation of data structures in data-warehouse following business requirements.
• Support for BI developers, analysts and business users when using data-warehouse.
• Maintenance and monitoring of production data pipelines.
• Ensuring data quality and consistency in dashboards and backing data-warehouse structures.

• Work experience with Redshift, Postgres SQL, Airflow and AWS

• -To oversee the maintenance of all plant and silos equipment in accordance with the agreed upon standards and procedures,
• -To plan, coordinate and supervise all works to all National strategic Grain Reserve silos and plants, Mechanical, Electrical, Metallic construction, Carpentry, and Building Construction;
• -To make sure that the general maintenance schedule for each area of the silos plants is followed on a continuous basis and possible future problems are forecasted and prevented.
• -To make sure those sensitive areas such as the generator room, water tanks and general inspection areas are well secured with controlled access.
• -To make sure that all ordered materials, tools, and spare parts from store used during the maintenance works are properly utilized and reported so that the work is correctly and efficiently completed.
• -To make sure that all maintenance requests are acted upon promptly and efficiently.
• -To prepare list of tools and materials needed in maintenance of Silo plants and budgeting for the next year budget;
• -To make sure that all manuals and list of spare parts for operating equipment are properly stored in the maintenance office.

Job description
• Implement the City of Kigali habitat and community settlement plan at sector level in conformity with existing rules and regulations;
• Ensure compliance of the elaboration and implementation of all physical and spatial plans in the sector with the City Master Plan;
• Advise on settlement programmes, development and implementation in the Sector in conformity with the City’s strategy and national policies;

JOB DETAILS:Senior Civil Engineer
MASS is seeking a full-time Senior Civil Engineer to join our team in Kigali, Rwanda. We are a mission-driven design collective that approaches architecture and engineering with an interdisciplinary focus on improving people’s lives in measurable ways. We create environments that promote health and human dignity, and design towards a regenerative building culture that advances economic, social, and environmental justice from the scale of a building to the scale of a system. The Position
The MASS Engineering team has grown significantly over recent years, and now employs 24 staff across Structural, Civil and MEP disciplines. We are looking to hire an additional Senior Civil Engineer to strengthen the team’s capacity as well as providing design leadership to the more junior members of the team.
You will lead the civil design of medium to large projects, and will be responsible for guiding and leading the junior engineers working for you. A key aspect of the MASS approach to civil engineering is a desire to integrate innovative sustainable and low-energy solutions wherever possible. You will be responsible for researching and implementing appropriate technologies on our projects. Once projects reach site you will work alongside the site team to monitor the contractor’s work, ensuring that it is aligned with the design, and leading the response to contractor queries and requests.
Required Skills and Experience
• A bachelor’s degree in Civil Engineering.
• Chartered or near-Chartered Engineer with recognised engineering institution.
• Demonstrated capability to lead and manage all phases of design including scheme design, development of design documents, construction detailing, coordination, management of construction documents, specifications and design reports.
• Excellent general civils design expertise, including access, grading, retaining, site utilities networks, stormwater management and wastewater treatment:
○ Able to produce designs for civil infrastructure systems including wastewater management, water supply, stormwater management, vehicle access.
Understands when to use hand calculations and when to use analysis models, and is proficient in both;
○ Familiar with relevant national and international standards, codes, guidelines and design data, and able to work in accordance with the relevant documents;
○ Ability to produce high quality design documentation for all project stages, including drawings, specifications and design reports.
○ Experience in site assessments for early design stages;
• Ability to manage and deliver a medium project effectively in a fast-paced environment;
○ Ability to manage others to produce high quality design work:
○ A track record of managing project schedules and budgets;
○ Skill in developing clear work plans, establishing clear project roles, developing quality standards and protocols, and training and mentoring junior team members.
○ Able to manage quality assurance on a project, particularly checking calculations and drawings produced by others.
Skills in relevant civil engineering design software:
○ Expertise in AutoCAD and Civil 3D;
○ Proficiency in relevant analysis packages e.g. SSA, HydroCAD, EPANET;
○ Knowledge of GIS applications.
• Ability to interrogate Bills of Quantities, and review and adjust designs based on project costing advantages.
• Strong interdisciplinary coordination and collaboration skills, particularly with Landscape Architecture and MEP;
• Experience overseeing civil works through construction, ideally in East Africa. Understanding of typical construction practice and the capacity to develop standards and protocols to improve quality.
• Positive and proactive attitude with a commitment to setting a culture of excellence and an emphasis on design quality and attention to detail;
• Strong verbal and written communication skills, and the ability to communicate effectively with various audiences including senior leadership, constructors, partners/clients and the communities they serve. Proficiency in spoken and written English is essential. Desired Skills and Experience
