Expression of Interest (EOI) Office Partitioning Works at Golden Plaza Building - 2nd Floor
Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology), Natural Resources, Peace and Security and Sexual and gender-based violence (SGBV).

context:

The GIZ in Rwanda is creating a new Cluster “Climate, Energy and Urban Development” and the projects which are part of the Cluster are settling into a new office building to accommodate the growing number of staff and to provide them with a modern workspace in a conducive environment. The overall office space consists of roughly 460 sqm. So far, the floor is an open space and not partitioned. The floor has to be converted into separate offices, meeting rooms, and common area spaces and has to be adapted to the needs of the GIZ programmes, their management, and staff.
The new office space has to create and provide a conducive environment for teamwork, while including sufficient individual space for specific tasks, space for fostering easy exchange between staff, an inviting atmosphere for meetings with partners and visitors, a layout that guarantees daylight in all offices, meeting rooms and common areas, despite all partitions.

Description of assignment:
As mentioned above, the space rented in Golden Plaza Building consists of roughly 460 sqm. Currently, the office space is an open space with separate toilets. Architectural plans on how to refurbish the open space have been drawn up. The open space shall be separated by partitions into various smaller spaces/offices. There will be separated offices for the Cluster manager, the executive assistant and cluster portfolio management, an open-floor administrative & finance pool, and four main project offices for the management and technical staff of each project of the cluster. There will be also a reception and waiting area, a large meeting room, three small meeting rooms, a kitchenette including dining space. The materials to be used for those partitions vary from gypsum partitions to glazed partitions and some baked brick exposed masonry.
Tasks to be performed by the contractor
Under the supervision of the architect Jean Marc Rossignol and the project director of the projects cluster, the contractor will be expected to undertake the partitioning of the following space (details of the works are provided in the drawings layouts and bill of quantities of the project):

Reception and waiting area:

The reception and waiting area of the project cluster office will be accessible for different people visiting the office. This area will have small lobby area including one sofa for people to sit.
• A 3.40 m high soundproof gypsum partition and baked brick wall shall separate the reception and waiting area from the admin staff space
• The reception and waiting area shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ

Project offices space:
• This includes four separate office spaces. Each offices space will include a space for the staff and an office for the director of each project. Project offices will be separate from each other by soundproof gypsum partition up to the ceiling. The offices will be served by a corridor; the corridor and the offices are separated by laminated glazed aluminium frame partition including gypsum board at the top, up to the ceiling.
• In the glazed partition glass doors shall be installed.
• The new gypsum partition shall be painted and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ

Offices for Cluster manager, the executive assistant and cluster portfolio management, and administration:
• The office space for Cluster manager, the executive assistant and cluster portfolio management, and administration for administration shall be separated by soundproof gypsum partition up to the ceiling
• They shall be separated from the corridor by laminated glazed aluminium frame partition including gypsum board at the top up to the ceiling.
• In the glazed partition glass doors shall be installed.
• The new gypsum partition shall be painted and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ

Rooms for small projects and visiting/temporary staff:
• Two rooms for small projects and visiting/temporary staff shall be separated from administrative and finance pool office by soundproof gypsum partition up to the ceiling
• They shall be separated from the corridor and from each other, by laminated glazed aluminium frame partition including gypsum board at the top, up to the ceiling.
• In the glazed partition glass doors shall be installed.
• The new gypsum partition shall be painted and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ

Large Meeting room:

• The meeting room shall be separated from the corridor by laminated glazed aluminium frame partition including gypsum board at the top, up to the ceiling.
• In the glazed partition glass doors shall be installed.
• The new gypsum partition shall be painted, and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ

Small Meeting rooms:
• The project includes three small meeting rooms. Each small meeting room shall be separated from the corridor by laminated glazed aluminium frame partition including gypsum board at the top, up to the ceiling.
• In the glazed partition glass doors shall be installed.
• The new gypsum partition shall be painted, and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ.

Kitchen space:

• The kitchen space shall be separated from the from administrative and finance pool office by soundproof gypsum partition up to the ceiling
• A sink shall be installed in the kitchen space.
• Water supply as well as wastewater drainage from the sink shall be installed.
• The kitchen space shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ.
• A wooden false ceiling made with wood rafters will be placed in the dining space.
Room for drivers:
• The room for drivers will be separated from reception area by a gypsum partition up to the ceiling.
• The new gypsum partition shall be painted and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ.
Server Room:
• The server room will be separated from the large meeting room by a gypsum partition up to the ceiling.
• The new gypsum partition shall be painted, and existing wall shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ.

Other tasks:

Electrical installation
• After an assessment of the existing installation, the contractor shall provide and install additional plugs connected to existing plugs or the electrical board.
• Part of the existing ceiling lights shall be moved so that they fit to the office layout.
• Additional smoke detector shall be installed.

Data network
• After an assessment of the existing installation, the contractor shall provide and install additional data plugs connected to the server room.
Air conditioning
• The large meeting room and the server room shall be equipped with a split air conditioning system.
Note:
• The floor tiles of the various spaces will have to be protected during the entire duration of the works. In case of any damage, the contractor will have to replace the floor tiles.
• The contractor is required to check the Bill of Quantities (BoQ) before bidding. If he/she notices any discrepancies with the works to be implemented and/or with the quantities reported in the BoQ, he must indicate this in his offer. Once the bid is submitted, the scope of work and the quantities are considered accepted by the contractor, who cannot contest them or ask for any revision of the quantities during the implementation of the works.
• The contractor will be expected to fill in the costs of each of the items listed in the excel sheet (Bill of Quantities) with clear specifications for each product provided by GIZ upon request and submit it alongside his/her offer.

Process description
The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided.
In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors.
The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment.

C. Contractor qualifications and requested information
The contractor is required to provide at least five (5) references of similar works showing its capacities to complete the planned project with the required finishing quality.

The specified qualification and information below represent the requirements to reach the maximum number of points.
Qualifications:
• Only contractors company is allowed to apply no individual application accepted
• Good business language skills in English, French and Kinyarwanda.
• 5 years of technical experience in a similar area of work in Rwanda with proof
• At least 5 references with proof of similar works
• Provide an RDB Certificate as proof that the company is registered in Rwanda
• Evidence that the company is VAT registered with RRA. (Attach the company’s VAT certificate)
• The contractor shall also be expected to present evidence of tax clearance for the last three months
• The contractor should be willing to allocate at least 5 staff/ from his/her company to fully work on this project. C.Vs of these 5 staff/ should also be attached to the technical offer that will be submitted to GIZ

The existing floor consists in 60x60 cm floor tiles. The floor of all the offices including meeting rooms, reception area, corridors, and store shall be covered by carpet tiles, and the floor of the dining corner with wooden laminated floor.

Tasks to be performed by the contractor

• The Client or his representative may authorize the use of products similar to those prescribed, if he considers these products of qualitative performance at least equal and similar appearance.

Terms of Reference (ToR) for the Recruitment of Subject Matter expert on Dairy Production

Project Background
The Embedding Integrated Water Resources Management (EWMR) Project in Rwanda is a 3-year project funded by the Royal Embassy of the Kingdom of the Netherlands (EKN) in Kigali. The overall project is led by International Union for Conservation of Nature (IUCN) and SNV is leading the component on Innovative Financing Mechanisms and Value Chains for enhanced livelihoods in Sebeya and other catchments of Western Rwanda.
The project implements activities to restore the Sebeya catchment using landscape approach through institutional capacity strengthening; village-based land use planning and action implementation; engaging with the private sector for market access; developing livelihood alternatives; and scaling up community-based approaches for restoration. The government of Rwanda is a major player in this project as they facilitate investment fund to enable action on the ground while the technical assistance will be provided by IUCN and SNV subsequently.

Community-based approaches
The EWMR project is anchored on a community-based approach and in recognition of diverse community needs and priorities, it is crucial to incorporate various types of livestock including cows, sheep, goats, pigs, rabbits, and chickens
Rwanda’s livestock masterplan recognizes the potential of livestock to accelerate growth in the agricultural sector, contributing to nutritional gaps as well as improving household incomes. In addition, the need for fodder for livestock can act as an incentive for farmers to grow fodder crops on their farms that are good for feeding livestock as well as providing fuel. The manure from livestock is crucial for improving soil fertility and consequently farm productivity. Livestock integration presents an opportunity for multiple benefits in terms of income generation from the sale of livestock while contributing to EWRMR Project’s environmental objectives.

The rationale for the assignment
Following recommendations based on community-led Village Land Use Actions Plans (VLUAPs), EWMR disbursed dairy cows to households to improve their livelihoods. However, the households lack knowledge and skills that are crucial for the application of good practices in animal husbandry such as housing, health, reproduction, milk handling, and hygiene. This knowledge gap can easily result in low productivity in both body mass, reproduction, and post-harvest losses in products such as milk due to poor handling and hygiene thus becoming an impediment to optimizing the economic benefits of livestock keeping. Therefore, the support to farmers through training and linkage to both MCCs, inputs, and service providers is necessary to bridge the knowledge gap and equip the dairy farmers with relevant skills that will help them to maximize the benefits of sustainable livestock rearing (within the provisions of their environment) and improve their food security and incomes.
SNV is seeking the services of a technical expert in livestock management, who will work with the EWMR project team to deliver training to farmers in Nyabihu and Rubavu.

Overall objectives of the consultancy
The aim of this assignment is to impart basic knowledge and skills on good animal husbandry practices targeting dairy farmers and integrate them into the dairy value chain to ensure that benefitting households are maximizing benefits from their dairy cows.

Scope of the assignment
This assignment will target dairy farmers, MCCs, and dairy cooperatives in Rubavu and Nyabihu districts. The key activities under the assignment include:
1. Marketing of livestock and livestock products
2. Value addition of milk
3. Milk handling and hygiene
4. Reproduction and breeding including breed types and calf management
5. Health including pest and disease control,
6. Feeding including feed and fodder management,
7. Proper livestock housing and hygiene including waste management,
8. Develop/adapt training modules and deliver training on:
9. Support the establishment of fodder production and conservation demos.
10. Link dairy farmers and MCCs with input and service providers.
11. Develop training reports including before and after evaluations.
12. Monitor uptake of good animal husbandry practices and their effect on dairy cow productivity and household food security

Main deliverables
The main deliverables of the assignment are as follows:

i) Detailed Modules covering at least the key training aspects as shown in the scope of the assignment.

Deliver training
ii) Present the methodology to use for delivering training
iii) Deliver training of trainers and carry out related technical backstopping in an appropriate manner.
Establish demos of fodder management
iv) Demo plot sites for fodder production and conservation for at least 2 MCCs
Produce training reports
v) Training reports including before and after training evaluation
Submit all related materials and data on trainees to the project team
vi) All training modules will be submitted before the training for review and approval by relevant SNV EWMR staff.
vii) Plans on technical backstopping of training will be submitted after the TOTs
viii) Data on training participants disaggregated by gender will be submitted after the delivery of training.
Duration of the assignment
The assignment will be conducted for a period of 6 months starting from November 2022-April 2023. The Expert will spend most part of the duration of the assignment in the districts of Rubavu, and Nyabihu delivering the training. The expected start date is 1st November 2022.
