Title: Motor Pool and Logistics Coordinator

Project: Rwanda Soma Umenye

Project Summary

USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.

Principal Duties and Responsibilities

The Motor Pool and Logistics Coordinator will be responsible for planning, directing, and coordinating the use of motor vehicles and drivers in providing efficient transportation services to the Soma Umenye Project. The Motor Pool and Logistics Coordinator is principally responsible for the fleet management and maintenance of the project’s vehicles, to include monitoring of fuel consumption and mileage. The Motor Pool and Logistics Coordinator will also be responsible for coordinating transportation services agreements and vehicle rental, as necessary, and will be responsible for tracking staff locations for off-site travel. The Motor Pool and Logistics Coordinator will directly supervise approximately 7 drivers and will provide fleet management support to a staff of approximately 90 individuals.

Additionally, under the direction of the Procurement and Logistics Specialist, the Motor Pool and Logistics Coordinator is responsible for the day-to-day functioning of the project’s warehouse operations including receiving, storing, and dispatching project items. The Motor Pool and Logistics

Coordinator will be responsible for managing warehouse inventory and ensuring that all related records for inventory control are kept updated.

Specific responsibilities include:

  • Coordinates the dispatch of vehicles as per approved staff requests and monitors the vehicle request process.
  • Monitors staff whereabouts in relation to project vehicle use.
  • Directly supervises drivers and ensures that drivers are familiar with safety procedures and well-trained.
  • Ensures that vehicle mileage per trip is recorded and maintained and maintains fuel tracking records and ensures appropriate consumption by project vehicles.
  • Ensures that fuel for project vehicles is supplied on time and is adequately monitored, and that project vehicles are clean and in good operational condition.
  • Ensures vehicle log books are completed accurately by drivers and conducts periodical checks of vehicle log books.
  • Manages project vehicles, schedules drivers according to established guidance.
  • Manages vehicle maintenance schedule, prepares vehicle maintenance purchase requests, and plans proactively for preventative maintenance.
  • Manages hired taxis and rental vehicles, as needed.
  • Reports vehicle accidents/incidents and participates in accident/incident investigations.
  • Receives and releases warehouse items after conducting quality checks.
  • Manages warehouse inventory and maintains all related records for inventory control, including bin cards, warehouse requisitions, and warehouse inventory tracker.
  • Conducts regular site visits to the warehouse and ensures that appropriate security and maintenance measures and arrangements are in place.
  • Ensure that only authorized project personnel shall have access to the warehouse.
  • As time permits, supports project administration, procurement and finance teams with routine tasks such as filing, answering phones, soliciting quotations and participating in evaluation committees for project procurements.
  • Comply with all USAID, Chemonics, and Soma Umenye project policies and procedures.
  • Performs other duties and responsibilities as required.

Job Qualifications

  • Bachelor’s degree in a related field or relevant training and equivalent combination of education and work experience.
  • Three years of administrative/logistics experience. Two years of experience in travel logistics and vehicle coordination preferred.
  • At least three years of experience in records, accounts, and inventory procedures.
  • Sound working knowledge of warehouse standard operating procedures especially receiving, storing, and distributing items.
  • Proficiency in computers and Microsoft Excel.
  • Thorough knowledge of USAID and its contractual and reporting requirements preferred.
  • Proficiency in written and spoken English and Kinyarwanda required.
  • Strong organizational and time management skills, and the ability to multitask and prioritize.
  • Ability to work independently and collaboratively on a team, and good interpersonal skills.

Level of Effort and Location of Assignment

This is a long-term position and the location of assignment is Kigali, Rwanda with intermittent travel throughout the country.
Supervision

The Motor Pool and Logistics Coordinator will report directly to the Procurement and Logistics Director, or his/her designee.
