Plan International has been operating in Rwanda since 2007. In the past ten years, Plan International Rwanda has an extensive portfolio that covers a variety of areas in both development and emergency contexts that is Operating in 3 Districts and in six refugee camps.
There is a growing diversity of partnerships and grants as well as projects funded by the sponsorship programme.

Human Resources Coordinator

Purpose:
This job is needed in order to provide support from the Human Resources (HR) function to all departments of the organization within the country according to Plan’s HR principles, policies and fitting practices.
Location: Country Office, Kigali
Reporting: This position will report directly to The Country Human Resources & Organizational Development Manager.
Dimensions of the Role: This post has no direct reports.


Typical Responsibilities - Key End Results of Position:

  • Contribute to the recruitment processes to ensure that Plan Rwanda has a functional workforce.
  • Facilitate the standard orientations for new staff within 2 weeks of engagement ensuring that respective HR policies have been read and duly signed for HR records
  • Provide efficient logistical arrangements for HR meetings, workshops, interviews, staff orientations and generate relevant paperwork including making follow-ups of the same
  • Follow up on compliance submissions such as signed policy documents, contract renewals, probationary assessments, police clearances, submission of certified qualification copies etc. to ensure personnel records completeness at all times.
  • Administrate the HR functions on SAP to ensure that HR PO is operational and well controlled.
  • Administrate the HR information systems (HRIS) to ensure that it is maintained updated and functional
  • Provides support in developing and implementing country HR policies. Clarify HR policies and related queries to staff.
  • Contribute to the annual budget preparations in line with Plan guidelines and standard processes.Facilitate the process of annual appraisals including training staff, following up on the process and conducting performance review sessions when appropriate.
  • Collate annual leave plans from all staff for effective leave planning, monitoring, and management in line with HR Policy Manual provisions.
  • Prepare quality HR quarterly and year-end reports within stipulated timeframes for review by the Country HR Manager.
  • Promotes and abides by Plan policies and procedures including but not limited to child protection, code of conduct and mandatory reporting responsibilities.
  • Perform any other tasks that may be required by the line manager.
    Dealing with Problems:
  • Post holder is required to demonstrate the ability to solve problems objectively and equitably, think strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable internal and external employment environment.
  • He/she is also expected to ensure that Plan policies and local labor laws are adhered to
  • Harmonizing multiple demands from client groups.

  • All departments of Plan Rwanda.
    External:
  • Active participant local NGO HR forum and other human resources forums (medium).
  • Insurance service provider.
    Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
    Knowledge
  • A Degree in Human Resources Management, Business Management or Social Sciences.
  • A minimum of 3-4 years of experience in Human Resources Management.
  • Previous experience in INGO field.
