ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
ICAP at Columbia University has received PEPFAR funding from the U.S. Government/CDC to provide technical assistance (TA) to Ministries of Health (MOH) and in-country implementing partners in seven sub-Saharan African countries to establish a Tracking with Recency Assays to Control the Epidemic (TRACE) program. Each TRACE program will monitor epidemic trends, inform rapid programmatic responses at national, local and individual levels and accelerate progress towards epidemic control.
In view of the above, ICAP is tasked to provide TA to RBC in scaling up the use of rapid recency assays at HIV testing sites and build data systems to capture recency data to characterize emerging hotspots and help target HIV prevention interventions.

JOB DESCRIPTION
POSITION: The HIV Case-Based Surveillance Project Manager (PM)
REPORTS TO: The Prevention Services Unit Director at Rwanda Biomedical Center (RBC)
LOCATION: Kigali, Rwanda
POSITION SUMMARY
The HIV Case-Based Surveillance Project Manager (PM) is a senior position supporting on a daily basis HIV Prevention unit and thus works under the direct supervision of the Prevention Services Unit Director. However, given the crosscutting nature of HIV case-based surveillance (CBS), the CBS PM will regularly report to the HIV Division Manager and collaborate closely with HIV Research and Surveillance Unit Director, the Health Information Systems Unit and the CBS Core Team. Based at Rwanda Biomedical Center, the CBS PM will provide day-to-day leadership on data management and analytic activities associated with the Rwanda Active Case-Based Surveillance (CBS) for HIV protocol funded through the President's Emergency Plan for AIDS Relief (PEPFAR). The PM will supervise the Data Manager and Business Intelligence Developer and lead in the development of data management solutions to support the CBS system to generate timely and actionable HIV surveillance data, including data from HIV testing services and laboratory data systems. The PM will be a member of the CBS Core Group representing data management and analytic activities. The objective of this position is to enhance surveillance of HIV clinical services to inform public health response strategies and interventions that contribute to reaching and sustaining HIV epidemic control in Rwanda. The specific role of this position is to manage the collection, quality, analysis and dissemination of Active CBS data to produce high quality and timely surveillance data for individual-level health analytics and response. With this position, the incumbent will be an ICAP Employee seconded to the Rwanda Biomedical Center (RBC). .

MAJOR ACCOUNTABILITIES
The PM will assume the following responsibilities:
• Supervise and manage the Data Manager and Business Intelligence Developer
• Oversee full administration of the project
• Provide oversight of the technical and program work being conducted by the Active CBS project team, partners, health agencies and health facilities
• Direct all activities, outputs, and outcomes related to project management and administration, including reporting, execution of project plans, and project performance monitoring and evaluation at center and site level for the Active CBS system
• Troubleshoot to prevent and resolve potential problems and review outputs for quality control
• Represent the project as assigned by the supervisor on matters pertaining to the execution of program-related activities with governmental partners, CDC and other partners
• Serve as a liaison between CDC, ICAP, and RBC-HIV Division to ensure communications flow smoothly around CBS project
• Build capacity at central and facility level to use data from the Active CBS system to improve HIV program response, including program and policy modification, as needed
• Present progress, achievements, and lessons learned to key stakeholders, including CDC, governmental partners, and other implementing partners
• Support dissemination of project findings, including performance of rapid recency tests, description of the surveillance structure developed to monitor recent infections, and trends and patterns of recent infections across countries.

EDUCATION
• Advanced degree in epidemiology, demography, public health, or related health, medical, or social science discipline; master’s degree at minimum, doctoral-level degree preferable.
EXPERIENCE, SKILLS, AND MINIMUM REQUIRED QUALIFICATIONS
• At least five (5) years of experience in the management of large-scale health or development projects, with proven capabilities in building and managing a diverse team of technical and support staff
• Demonstrated experience in facilitating the dissemination and use of disease surveillance data
• Demonstrated competence in the analysis of disease surveillance data
• Demonstrated competency working within CDC or similar regulations and procedures
• Ability to work with and learn from a team of technical experts with varied background (information system developers, epidemiologists, health care service providers, etc.)
• Proven experience in establishing working relationships and collaborating with USG, other bilateral and/or multilateral donor agencies, and with host-country governments.
• Fluent English oral and written communication skills; ability to interact professionally in English. Basic proficiency in French or Kinyarwanda beneficial
