Background Information

The Rwandan Organization of Trauma Counselors ARCT – Ruhuka is a National Nonprofit making Organization, formed in April 30th, 1998 and officially registered under the Ministerial Decree No.97/11 on 28 July 2004 and registered by Rwanda Governance Board (RGB). The organization was started to support survivors of psychological trauma, through integrated and holistic services for prevention, care, and healing to facilitate recovery for sustainable unity and reconciliation, peace and development.

Vision: ARCT-Ruhuka envisions a Rwandan society where people are psychosocially healthy.

Mission Statement: To lead the development and application of innovative approaches and strengthen professional capacity in understanding, preventing and treating psychosocial problems.

ARCT-RUHUKA operates countrywide and has been intervening in the field of psychosocial trauma that contributes directly to building peace at individual, family and community levels through different projects, under four major programs: Training, Counseling and Clinical Supervision, Information Education and Communication and Institutional Capacity building.

The organization operates on donor funding and own resources from members and service delivery.

ARCT-Ruhuka wishes to recruit for a qualified and motivated candidate for the position of Director of Finance and Administration (DAF):

Purpose of the position:

To support /contribute to the overall functioning and effectiveness of ARCT-Ruhuka at a senior management level to achieve its mission and vision.

Key Duties:

The Director of Finance and Administration will be at a strategic level of the organization as part of Management Team (MT) and will report to the Executive Secretary (ES). The successful candidate will be a hands-on and participative manager who will lead and develop the organization and internal team to support the areas of finance, organization planning and budgeting, human resources, and administration.

The incumbent will play a critical role in partnering with the senior leadership team in strategic decision making and operations of ARCT-Ruhuka to enhance its quality programming, budget /finance management and build capacity subordinates to build to maximize and strengthen the internal capacity of a well-respected, accountable and transparent organization.

Major Responsibilities

  • Financial Management
  • Overall day to day management of Finance and administration at ARCT-Ruhuka
  • Oversee and lead annual budgeting and planning process in conjunction with the ES; administer and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.
  • Coordinate and lead the annual audit process, liaise with external auditors and the (Internal audit) and/or finance committee of the board of directors; assess any issues as necessary.
  • Analyze and present organization and projects ‘financial reports in an accurate and timely manner; monthly, quarterly and annual financial statements; in conformity with financial reporting formats for all donors, and oversee all financial, project/program and grants accounting.
  • Manage organizational cash-flow and forecasting.
  • Ensure proper implementation of contracts / MOUs and financial management/ reporting system; ensure that all requirements and the reporting schedule are adhered to and that financial data and cash-flow are steady and support operational requirements.
  • Update and implement all necessary organizational policies, procedures and accounting practices; improve the finance department’s overall performance.
  • Effectively communicate and present the critical financial matters to the ES and board of directors as required.
  • Ability to work independently and as a team player who demonstrates leadership and is able to support subordinates Human Resources, Technology and Administration
  • Further develop ARCT-Ruhuka human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training, and recruiting.
  • Establish and manage a comprehensive training to educate employees regarding staff tools, policies, and procedures.
  • Work closely and transparently with all internal and external partners including third-party vendors and consultants.
  • Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the organization scales.

Qualifications, experience and skills

  • A Minimum of a BA in finance, preferably an MBA/CPA or related degree
  • At least seven to 10 years of overall professional experience; with broad financial and operations management experience for donor funding, and a track record in grants management
  • Ability to monitor, analyze and translate budgets in terms of budget use/burn rates, and to effectively collaborate with programs and other colleagues who do not necessarily have finance backgrounds
  • Good knowledge and skills, with experience in the use of accounting and reporting software
  • Able to set priorities; keen analytic, organization and problem-solving skills which support and enables found decision making
  • Excellent communication and relationship building skills with an ability to prioritize, negotiate and work with a variety of internal and external stakeholders
  • A multi-task with the ability to handle several programs /projects’ works loading a fast-paced environment
  • Personal qualities of integrity, credibility, hardworking and dedication to the organization mission, vision, and values.
  • Ready to learn and share knowledge
  • Good command of English and/or French language (spoken and written); Kinyarwanda is obligatory.
