USAID Rwanda Integrated Health Systems Activity (RIHSA)
Abt Associates, a mission-driven, global leader in research and program implementation in the fields of health, social and environmental policy, and international development, seeks a qualified Chief of Party (COP) for the upcoming five-year USAID Rwanda Integrated Health Systems Activity (RIHSA). RIHSA aims to strengthen the health system of Rwanda to provide quality health care services, increase financial protection, and promote self-reliance.
The COP will represent Abt Associates to USAID and other project stakeholders, and be responsible for effective implementation of the project and for coordination among USAID-funded projects. S/he will also lead collaboration with Rwanda’s Ministry of Health and other ministries and will ensure the project achieves targets in an effective and compliant manner.
The position will be based in Kigali and will report to the Regional Managing Director. The position is contingent upon contract award to Abt Associates..

  Responsibilities:
• Provide management leadership (programmatic, financial and administrative) for the project ensuring full alignment with national and international standards.
• Oversee the implementation of all project activities and operations ensuring the achievement of project deliverables and targets in a timely manner.
• Effectively represent Abt and build and maintain excellent, productive relationships with USAID mission in Rwanda, Ministry of Health, other government counterparts, other implementing partners in the country, and relevant civil society organizations and serve as a leader in the health community.
• Identify obstacles and risks related to implementation in a timely manner and implement strategies to overcome them.
• Exercise sound financial management skills including effective project spending.
• Provide vision and guidance to the project staff and manage and resolve employee relations issues.
• Supervise and oversee the work of project staff, partners, and subcontractors.
• Uphold the standards of Abt Associates to lead a high performing team; ensure strict compliance to USAID and Abt’s policies, regulations and internal controls.
• Guide the learning agenda for the project, use lessons learned to modify project approaches and strategies, and disseminate findings.
• Provide quality assurance over technical materials to ensure high quality, timely, responsive products.

  Qualifications:
• Master’s Degree or higher in Public Health, Health Economics, Policy and Governance, Management or other relevant fields.
• At least 15 years of senior-level experience implementing and managing complex health programs with an emphasis on health systems strengthening, health financing, and health sector policies and strategies.
• Demonstrated technical depth and understanding of the health policy environment and governance in Rwanda or in a country of similar development context; experience in Rwanda strongly preferred.
• Demonstrated success managing complex international donor programs including strong cost containment and client satisfaction; previous USAID project management experience strongly preferred.
• Experience building and maintaining partnerships with other projects, local organizations, host country governments, and international agencies.
• Strong interpersonal, written, and oral communication skills in English required; French strongly preferred.
• Excellent leadership and adaptive management skills.
