NUDOR is a civil society organization established in 2010 by eight national organizations of persons with disabilities. NUDOR exists to strengthen the voice of the disability movement in Rwanda. Project Goal Our goal is to strengthen our partner CSOs organisationally - where needed - to become strong(er), (more) independent advocates of intersectional SRHR, beyond the duration of this programme. The capacity assessment and strengthening will therefore also look at advocacy-related organisational capacity such as leadership, programme and financial management, resource diversification, youth engagement, movement/constituency building and safeguarding.

Description Of The Programme
Our five-year programme (2021-2025) aims to break down barriers to SRHR by promoting a new way of looking at, and organising, SRHR issues, through an intersectional lens. This means making overlapping vulnerabilities visible to understand their effects on people’s SRHR. With insights and sound data, as a consortium, we develop innovative tools and build capacities of other civil society organisations to advocate the needed policy and societal changes.

Sexual Reproductive Health and Rights (SRHR) are fundamental human rights that are currently being denied or restricted in many parts of the world. SRHR include issues like abortion, HIV and other STIs, maternal health and rights, contraceptive access, gender-based violence, discrimination and stigma, and more. Achieving SRHR for all supports equality, contributes to women, girls, and others who are discriminated against living the lives they want, and helps build communities that are healthy, safe, just, and thriving.
The main goal of this research is to find out key priority intersectional issues that Persons with Disabilities are facing and uses these findings to develop appropriate interventions, the researcher will also examine intersectional approaches to disability in policy,
programs, Laws and Strategies. This activity will address cross-disability issues relating to
intersectional issues facing by persons with disabilities especially youth, and consider how they are impacted by policy,legislation, and environmental reforms. Increasingly, intersectionality is being applied in research, policy and practice; at the same time, there are a number of challenges for the practical application of intersectionality, especially in the areas of policy, programs
and services relating to persons with disabilities.

Research Target Group
The research is mainly intended for Youth with Disabilities); it will be conducted to identify intersectional issues that person with disabilities are facing in seven districts namely: Rubavu, Nyamasheke, Rusizi, Gasabo, Nyagatare, Gatsibo and Kirehe Districts. The data will be collected in identified districts and focus of the target group is youth aged between 16 to 30 years.
RESEARCH PURPOSE AND OBJECTIVE.
The research study will seek to understand the key priority intersectional issues facing persons with disability in the 7 districts of programme implementation in Rwanda. Persons with disabilities are suffering at great extent, there is a need to have disaggregated data, every category is known, every status highlighted. This will be helpful to design and develop appropriate interventions, do an evidence-based lobby and advocacy to public, private institutions and development partners.
• Identify issues that affect persons with disabilities in Health;
• Understand the root causes and other factors making Persons with disabilities more vulnerable;
• Categorise key priority intersectional issues facing persons with disabilities and recommend evidence-based interventions;

Research Methodology
The research will be conducted by a national consultant or someone having residence and working permit in Rwanda. S/he shall be selected by the NUDOR tender committee after analysing deposited documents. The research will be wished-for to apply both quantitative and qualitative data collection methods across seven (7) districts of Make Way coverage area as mentioned above.

Tasks And Responsibilities
The Consultant has to fulfil the following tasks:
1. Provide the overall Coordination, Supervision, and Quality assurance of the research study.
2. Develop a comprehensive proposal outlining the methodology to be used in data collection, choice and design of data collection tools, timelines, roles and responsibilities of personnel involved and financial proposal; Present the proposal for review and approval by NUDOR;
3. Coordinate research agenda.
4. Making use of safe spaces throughout research stages.
5. Data collection, analysis, interpretation, synthesis and reporting;
6. Presenting draft report of findings to CCGs, CPs, Youth representatives and representatives of 7 districts where the program operates for discussion and validation;
7. Produce/Write the final report of the research findings after incorporating all inputs and comments from validation workshop;
8. Frequently update/inform the Program Manager of Make way programme as a key contact of this research on the implementation progress of the task/assignment;
9. Adhere to confidentiality requirements as regards to NUDOR Ownership and Disclosure of Data / Information guidelines;
10. Adhere to NUDOR Ethical and Adult safeguarding policy.
NUDOR has to fulfil the following tasks:
1. Support to arrange and find contacts with target groups at all levels with regards to the research;
2. Work closely with the consultant at every stage of the research to monitor the progress;
3. Make a suitable and agreed date for research design and approaches validation;
4. Organize, conduct and participate to the validation session during the presentation of the research findings;
5. Share relevant documents, information and contacts that are helpful to effectively perform his/her assignment.
6. Get involved in monitoring process throughout the research.

Deliverables
The consultant will:
1. Submit a comprehensive proposal outlining the methodology and rationale, choice and design of data collection tools, timelines, roles and responsibilities of personnel involved and financial proposal;
2. Present the methodology including the intersectional data collection tools for agreement by NUDOR Technical team;
3. Submit a detailed work plan on how the exercise will be carried out;
4. Submit a Table of Content for the End report;
5. Submit a draft report in time and with good quality. (based on approved Table of Content);
6. Present final research findings (report) from validation;
7. Deliver the final report on intersectional issues facing PwDs including the revision and feedbacks.

Timeline
NUDOR on its sides will respect the tender and procurement process while the consultant has to provide a detailed timeline with specific activities to hint the deadline mentioned above.

Selection Criteria
The consultancy firm/team will be selected on basis of the following criteria:
No Expertise Skills
1. Strong experience researchers in Health sector with an emphasis on SRHR and person with disabilities, Gender Equality and Equity (proven by track record) Ability to build up a good relationship in short period of time;
2. The consultant should have a PhD or Masters’ degree in Public Health, Epidemiology or Health Research related studies, development studies, or other related social sciences. Analytical, independence, initiative, maturity of judgement, flexibility, humility, timeliness, and mobility are important personal skills;
3. Proven experience in carrying out research or health related consultancies in Rwanda, and in the field of Person with disabilities domain, will be a plus; Proficiency in Windows, MS Office, and Statistical Programs (such as SPSS and STATA);
4. Minimum of 5 years’ experience in Research in Rwandan context; To work with youth and youth with disabilities from different backgrounds and keep the focus of the research;
5 Good knowledge and understanding issues facing by Youth, Youth with disabilities (all categories) in particular, SRHR of youth, rural context, and diversity of cultures in Rwanda Good writing and editing skills (proven by track record);
6 Demonstrate evidence of career progression in areas of person with disabilities research Skills in analysis, adapting and complying with international and national level standards and good practice;
7 Experience with assignments/projects related to policy analysis, capacity strengthening, civic space, gender, inclusion & participation (the applicant has experience with at least 2 of the mentioned expertise above). Advanced knowledge and understanding of international, regional, and national disability framework particularly in relations with intersectional issues for persons with disabilities.
8 Strong level of understanding of Health care system in Rwandan context, experience in working within health sector (academic setting, health research, health services provisions) will be an added value; To have the ability or facilitating the sign language interpretation during the data collection and other accessibility facilitation if need be especially for deaf and deafblind people, blind etc..
9 Knowledge on the current situation of youth in Rwanda especially for those with multiple, compounded vulnerabilities; Experience to work with persons with disabilities;
10 Strong understanding of gender and social inclusion approaches, particularly concerning youth with compounded vulnerabilities. Designing monitoring and evaluation frameworks;
11 Must possess solid methodological and research skills demonstrated through several research pieces and evaluations;
12 Experience in working with project teams, from diverse backgrounds;
13 Experience in working collaboratively with multiple individuals and groups;
14 Able to use blended mode-approaches (Both Qualitative and Quantitative research at the same time)
15 Having already ethical approval for prior researches conducted;
16 Experience in engaging youth-led in data collection as enumerators

4. Submit a copy of valid VAT registration Certificate issued by Rwanda Revenue Authority (RRA);
5. Submit a copy of 3 months valid Clearance Certificate issued by Rwanda Social Security Board (RSSB);
6. Proof of ownership of EBM Machine provided by RRA.
7. Showing/Proving the experiences to work with Persons with Disabilities or Organizations of Persons with Disabilities (OPD) will be an added value
8. Submit a well-designed and detailed Technical Bid document.
9. Company profile or CV including a minimum of 3 references (clients) and at least 2 samples of similar work recently done;
10. Approach of the assignment (proposed methodologies) Develop a comprehensive proposal outlining the methodology and rationale, choice and design of data collection tools, timelines, roles and responsibilities of personnel involved and financial proposal;
11. Send two envelopes of technical and financial each enclosed and specified and all sealed in one big envelope with relevant information for this consultancy.
12. Proving the consent to avail the sign language interpreters with capacities during the data collection process.
The deadline to submit proposals/Bids is October 26th, 2022 at 12:00 am. The opening tender will be done at the same date at 13:00 pm.
