1. Background and Context
Transparency International Rwanda (TI-Rw) is a Rwandan Civil Society Organization created in 2004 and registered as a non-governmental organization in accordance to the law no 04/2012 of 17/02/2012 governing the organization and functioning of the national non-governmental organizations. TI-RW’s mission is to contribute to the fight against corruption and promote good governance through enhancing integrity in the Rwandan society.
TI-Rw implements different projects aiming at promotion of citizens’ awareness to their rights and conduct evidence-based advocacy initiatives at local and national level. It’s in this framework that TI-Rw, since 2017 is implementing a project aimed at engaging citizens to have a voice in the process of planning, monitoring, and evaluation of the performance contracts “IMIHIGO”. In Rwanda, Imihigo is a mean of planning to accelerate the progress towards economic development and poverty reduction.
Agricultural development is key to food security and poverty reduction. The increase in agriculture production accounted for about 45 percent of the reduction in poverty, which has decreased by 14 percentage points over the last decade.
Underlying sustainable economic development in the agriculture sector in Rwanda are performance-based contracts called IMIHIGO. The Imihigo have a strong focus on results, which makes it an invaluable tool in the planning, accountability, monitoring, and evaluation processes. To turn farmers’ priorities into planned Imihigo into the reality, the entire Imihigo process should be accompanied by quick and operative service delivery process that assures accountability of local Government, feedback to citizens and participation of citizens.
In that context, after TI-Rwanda secured funds to implement a project aimed at “Strengthening Farmers’ Participation in IMIHIGO Planning and Budgeting through Social Accountability Tools in Rwandan Agriculture sector, in order to contribute to overcome the observed gaps in Imihigo cycle, TI-Rw will contribute to address the low participation of farmers in policy planning, monitoring and evaluation of local and national agricultural development plans using social accountability mechanisms in order to increase the quantity and quality of farmers’ involvement in the planning and evaluation process of the district performance contracts known as “IMIHIGO”.
It is a project, TI-Rwanda implements in partnership with other two local CSOs namely IMBARAGA which leads the implementation of activities in Burera District whereas CCOAIB implements project activities Rubavu and Kamonyi districts.
The Project’s direct beneficiaries include 12, 434 farmers, members of partnering organizations CCOAIB and IMBARAGA, represented in three districts as follow: Rubavu (6043), Burera (5182), and Kamonyi (1209). The Project’s indirect beneficiaries are 1,080,618 citizens individuals living in Burera, Rubavu, and Kamonyi districts (336,455& 403, 662 and 340,501) respectively, which is a scale-up of the similar project that was successfully implemented in districts KAYONZA and NYANZA .
In order to achieve the project’s objectives, 4 main strategies have been defined and termed as components:
Component 1: Enhancing farmer’s meaningful participation in planning and evaluation of agricultural development plans in Rubavu, Burera, and Kamonyi districts
Component 2: Strengthening the cooperation between CSOs, Government and farmers for ensuring effective agricultural projects
Component 3: Fostering social accountability mechanisms that can smoothen farmers’ participation in decision-making from the low level in the small farmers groups up to the district and national level.
Component 4: Increasing cooperation and partnership among CSO to enhance citizen participation.
To ascertain the level of farmers’ satisfaction in respect with their participation in the planning, implementation, and evaluation of agriculture and livestock projects planned in Imihigo, TI-RW wishes to carry out a baseline survey to assess the starting point of farmers’ satisfaction in the three districts of RUBAVU, BURERA, and KAMONYI.
1. Objectives of the assignment
The overall objective of the survey is to provide the evidence-based data on the current status of farmers’ participation and satisfaction in IMIHIGO process such as planning, implementation, monitoring and evaluation in three districts Rubavu, Burera, and Kamonyi.
The survey will provide quantitative assessment and qualitative perception of farmers on IMIHIGO process particularly on priorities considered in agriculture sector.
Specifically, this survey will seek to achieve the following objectives:
• To determine the level of farmers’ satisfaction with their participation in planning, implementation and evaluation of IMIHIGO in RUBAVU, BURERA, and KAMONYI Districts
• To understand the significance of the identified trends for Farmers’ livelihood and wellbeing in RUBAVU, BURERA and KAMONYI Districts
• To evaluate the number of open data mechanisms in IMIHIGO Process and contents in place in the framework of feedback
• To assess the level of farmers’ satisfaction on the functional mechanisms in place for them to provide feedback on IMIHIGO/action plan in RUBAVU, BURERA, and KAMONYI Districts
• To identify citizens feedback on the government response in service delivery in Agriculture Sector
• To assess the CSO inclusion and participation in the IMIHIGO planning, monitoring process
• To identify the number of public institutions that adapt the social accountability mechanism to their context
• To examine the challenges related to the farmers’ satisfaction in the planning, implementation, and evaluation of IMIHIGO in RUBAVU, BURERA, and KAMONYI Districts
• Provide recommendations to mitigate challenges.
2. Methodology and process
The methodology should combine both qualitative and quantitative approaches. It should provide also the details on how data will be collected from targeted respondents, how data analysis will be conducted, including data entry techniques and tools to be used in the process. The survey will be conducted in the project area of intervention in RUBAVU, BURERA, and KAMONYI Districts and will target respondents from both males and females. Data will be disaggregated by three districts.
The consultant is encouraged to demonstrate how s/he would use participatory tools and techniques in data collection, which may include but not limited to questionnaires, in-depth interview, key informant interviews, focus group discussion etc. The consultant is required to produce a detailed research methodology and tools (design a representative sample in each district and determine the number of respondents according to proposed research methodology approach) while applying to this consultancy services.
3. Scope of the study
The consultancy consists of conducting the baseline survey on participation and perception of farmers in planning, monitoring and evaluation of the District Performance Contracts in the agriculture sector. The survey will only cover the area of intervention of the project RUBAVU, BURERA and KAMONYI Districts. Deliverable and Outcomes
The specific tasks under the consultancy will include:
• Developing an inception report that defines methodology and study tools, and identifies persons and groups to be interviewed
• Detail a survey methodology that ensures a representative sample, to capture the views of the farmers.
• Developing, in collaboration with TI-Rwanda, a questionnaire to be used
• Collection of data using a methodology and tools agreed upon
• Train fields enumerators for effective collection of data from different respondents
• Process and analyze all gathered data and compile a draft report of findings and generate appropriate recommendations to potential stakeholders for comments.
• Finalize and submit final report of findings and recommendations (including soft copy in Ms. Word and associated datable) by taking into account relevant comments and inputs of stakeholders in response to the improvement of draft report.
• Participate the dissemination of final research findings
Key milestones of this work will be:
• The inception report;
• Validation of research instrument report (Methodology, check list of areas to be monitored, group discussions in each district, guided interview, and questionnaire;
• Draft Report
• Final report
Approved content of final report must include but not limited to:
• Foreword and acknowledgement (On behalf of TI-Rw)
• Executive summary
• A detailed methodology approach used for data collection and analysis;
• Study findings and interpretation of data;
• Conclusion and recommendations;
• Annex: Questionnaire (Both English and Kinyarwanda versions) and raw data.
All reports will be submitted in English, in both hard and soft formats, in addition to summary of the report in Kinyarwanda.
4. Duration
The successful consultant will start this assignment as soon as possible following the completion of the recruitment process and signing the contract thereof. The duration of the assignment is expected to be no more than 60 working days from the signature of the contract.
5. Responsibility
The individual consultant will be under the supervision of the TI-Rwanda Program Manager and will report to the Executive Director of TI-Rwanda.
6. Qualifications and competences of the consultant
The Individual consultant must have the following qualifications:
• PhD or Master’s degree Rural Development Studies, agriculture, economic development, Sociology of development, demography, statistician and other social sciences related to the task
• Have a minimum of 5 years of experience in conducting research in agriculture, preferably experienced with Citizen Report Card Survey, baseline survey, etc;
• Strong research skills and experience in both qualitative and quantitative surveys
• Strong research skills and experience in designing questionnaire and survey related tools;
• Excellent command of English and outstanding written;
• Excellent analytical, interpersonal, communication, and reporting skills;
• Three proof of former conducted research assignment is required
• Having a strong understanding of the process of IMIHIGO Planning, Monitoring, and evaluation in Rwanda. (This will be an added value)
7. Remuneration and other considerations
The assignment requires in-country presence and dedicated work with milestone-based terms and the payment is subject to the completion of each milestone:
• Inception Report and its validation report: 30% of Payment
• Finding Draft Report:40% of Payment
• Finding Final report:30% of Payment
