The Consultancy to undertake Research on Sexual and Reproductive Health and Rights (SRHR) status, Discrimination based on Mental Health issues for persons with Disabilities NUDOR is a civil society organization established in 2010 by eight national organizations of persons with disabilities. NUDOR exists to strengthen the voice of the disability movement in Rwanda. Together NUDOR and its members are working so that persons with disabilities can enjoy the equal rights to which they are entitled.
NUDOR’s vision is a society where people with a disability enjoy the same human rights and opportunities as other citizens. 1. A PROGRAM SUMMARY
Project Name Make Way Programme.
Target Location
• Eastern province: Kirehe, Gatsibo and Nyagatare Districts;

Project Goal To provide evidence based on SRHR of Youth with disabilities with disaggregated data by age, sex, type of disability and measure how SRHR is intersectional against different identities of persons with disabilities.
Project Outcomes Short term Outcome:• Having disaggregated data of Youth with disabilities and Highlighting multiple identities that make a youth with disability to become more vulnerable;
• Dissemination of Research results and recommendations.
Mid-term Outcome:
• Design and develop different interventions on SRHR services for youth with disabilities relying on evidence-based;
• Youth with disabilities and with compounded vulnerabilities are benefiting SRHR services as other citizens;
• Long term Outcome:
• Findings for this research will be used to create knowledge and influence policies and programme design;
• Encourage other researches on SRHR services.

2. Description Of The Programme
Our five-year programme (2021-2025) aims to break down barriers to SRHR by promoting a new way of looking at, and organising, SRHR issues, through an intersectional lens. This means making overlapping vulnerabilities visible to understand their effects on people’s SRHR. With insights and sound data, as a consortium, we develop innovative tools and build capacities of other civil society organisations to advocate the needed policy and societal changes.
Sexual Reproductive Health and Rights (SRHR) are fundamental human rights that are currently being denied or restricted in many parts of the world. SRHR include issues like abortion, HIV and other STIs, maternal health and rights, contraceptive access, gender-based violence, discrimination and stigma, and more. Achieving SRHR for all ropes gender equity and equality. Many people cannot realise the full range of their SRHR services, predominantlyyouth with disabilities.
Interrelated and systemic barriers keep marginalised youth from realising their SRHR. Negative societal views and (gender) norms cause stigma, discrimination, and exclusion. Sexuality education is often not comprehensive and inclusive or even non-existent. SRH services are often not accessible or of low quality. This is due to chronically underfunded and understaffed health systems as well as persistent siloes in health system funding. Moreover, youth are not involved in decision-making that affects their lives, and their rights and needs are not reflected in SRH policies, budgets and health system strengthening plans. Finally, civil society organisations working on SRHR have limited (financial) support, and the SRHR agenda lacks intersectional awareness.
Rwanda as country has a good will and has many commitments regarding gender equality and sexual reproductive health like ”access to equitable and affordable quality health services” HSSP p.9; “expand the coverage of ASRH services” HSSP IV.p.42; the overall objective of health sector in Rwanda is to ensure universal accessibility (in geographical and financial terms) of equitable and affordable quality health services (preventative, curative, rehabilitative and promotional services) for all Rwandans; despite the effort made person with disabilities are not fully enjoying their rights particularly in SRHR services and up to now there is no available and updated data about their SRHR status reason for this research.
3. Research Target Group This research will be conducted to person with disabilities in reproductive age ( female 12-49 years old) specifically to youth with disabilities and compounded vulnerabilities (14-30 years old); Collaborating partners and stakeholders (governmental and non-governmental,religious leaders). Health providers on Sexual reproductive healthwill be also involved in this research.
The information and findings from this research will be used in turn to advocate for equitable SRHR services, policies, laws and guidelines’ improvements.
4. Research Purpose And Objectives. • Overall Objective
The overall objective of this study is to provide evidence based information SRHR situationof persons with disabilities with disaggregated data by age, sex, type of disability and measure how SRHR intersects with different identities of persons with disability.secondly this study will unveil the toll of SRHR related discrimination on the mental health of persons with disabilities.
5. RESEARCH METHODOLOGY
NUDOR will select a local research consultant/institution to conduct this research study. The selected research consultant will be required to prepare detailed research plan (methodology, tools ) to be presented to NUDOR for futher discussion, after which an inception report will be validated for next steps in the research Both Qualitative and Quantitative approaches will be used ( see in the research objectives for futher specification).
6. Scope Of WorkNational Union of Disability organization in Rwanda (NUDOR) is strongly committed to ensuring that all person with disabilities can achieve their full potential in a safe and protective environment. This research will be conducted across in all 7 districts (Gasabo, Kirehe, Gatsibo, Nyamasheke, Gatsibo, Nyagatare and Rusizi) of Make Way programme coverage area of implementation.
In every District the consultant must conduct the research at least in two (2) sectors per each District. These sectors will be selected/chosen based the biggest number of persons with disabilities according to the census of 2012 among others; and at National level the consultant shall consider/target: NUDOR Member Organizations (OPDs), Key government institutions with close relation with the target group and research; key CSOs working in SRHR areas.
The targeted group is young people in reproductive age starting from 14 for both sex (Men & Women); but fundings should be disaggregated and highlight youth with disabilities in the context of Rwanda. In order to challenge inequalities, this must be participatory action research; this means that the researcher must interact directly with the respondents and where necessarily use a sign language interpreter to get real data and information from the interviewees to especially those with deaf and deafblind impairments. The consultant could consider having youth with disabilities among prospective enumerators to insure inclusion.
7. Tasks And Responsibilities The Consultant has to fulfill the following tasks.
1. Provide the overall Coordination, Supervision, and Quality assurance of the research study;
2. Develop a comprehensive proposal outlining the methodology to be used in data collectione, choice and design of data collection tools, timelines, roles and responsibilities of personnel involved and financial proposal;Present the proposal for review and approval by NUDOR;
1. Coordinate research agenda;
2. Making use of safe spaces throughout research stages;
3. Data collection, analysis, interpretation, synthesis and reporting;
4. Presenting draft report of findings to CCGs, CPs,Youth representatives and represesntatives of 7 districts where the program operates for discussion and validation;
7. Produce/Write the final report of the research findings after incorporating all inputs and comments from validation workshop;
8. Frequently update/inform the Program Manager of Make way programme as a key contact of this reasearch on the implementation progress of the task/assignment;
9. Adhere to confidentiality requirements as regards to NUDOR Ownership and Disclosure of Data / Information guidelines;
10. Adhere to NUDOR Ethical and Adult safeguarding policy.
7.2. NUDOR has to fulfill the following tasks:
1. Support to arrange and find contacts with target groups at all levels with regards to the research;
2. Work closely with the consultant at every stage of the research to monitor the progress;
3. Make a suitable and agreed date for research design and approaches validation;
4. Organize, conduct and participate to the validation session during the presentation of the research findings;
5. Share relevant documents, information and contacts that are helpful to effectively perform his/her assignment.
6. Get involved in monitoring process throughout the research
8. DeliverablesThe consultant will:
1. Submit a comprehensive proposal outlining the methodology and rationale, choice and design of data collection tools, timelines, roles and responsibilities of personnel involved and financial proposal;
2. Present the methodology including data collection tools for agreement by NUDOR;
3. Submit a detailed work plan on how the exercise will be carried out;
4. Submit a Table of Content for the End report;
5. Submit a draft report in time and with good quality. (based on approved Table of Content);
6. Present final research findings (report) from validation;
7. Deliver the final report including the revision and feedback.
8. Based on findings, recommend interventions on SRHR services for youth with disabilities for NUDOR focus.

10. Selection Criteria
The consultancy firm/team will be selected on basis of the following criteria:No Expertise Skills
1 Strong experience researchers in Health sector with an emphasis on SRHR and person with disabilities, Gender Equality and Equity.(proven by track record)
1. Ability to build up a good relationship in short period of time;
2 Minimum of 5 years’ experience in Research in Rwandan context;
2. To work with youth and youth with disabilities from different backgrounds and keep the focus of the research;
3 Good knowledge and understanding of SRHR of youth in rural context and diversity of cultures in Rwanda; 3. Good writing and editing skills (proven by track record);
4 Strong level of understanding of Health care sytem in Rwandan context, experience in working within health sector (academic setting, health research, health services provisions) will be an added value; 4. Skills in analysis, adapting and complying with international and national level standards and good practice;
5 Knowledge on the current situation of youth in Rwanda especially for those with multiple, compounded vulnerabilities;
5. Understanding of the International, National policy & Legal frameworks in relations with SRHR domain and other related issues more particularly for persons with disabilities;
6 Must possess solid methodological and research skills demonstrated through several research pieces and evaluations; 6. To have the ability or facilitating the sign language interpretation during the data collection and other accessibility facilitation if need be especially for deaf and deafblind people, blind etc..
7 Experience in working with project teams, from diverse backgrounds;
8 Experience in working collaboratively with multiple individuals and groups;
9 Having already ethical approval for prior researches conducted;
10 Having Master’s degree with experience mentioned above/ Researcher with PhD is an added value;
