1.   Introduction :

Inades-Formation Rwanda would like to tender for the supply of livestock to the beneficiaries of the "Project to strengthen the socio-economic capacities of Rwandan women through family farming and community microfinance for sustainable development" under the financial support of the Basque Government (Spain) via ALBOAN. This livestock will be granted to the beneficiaries of the said project so that they can have manure in order to increase agricultural production on the one hand, and, on the other hand, to improve
their diet by increasing animal protein in order to finally combat diseases linked to malnutrition.

2.   PRESENTATION D’Inades-formation rwanda

Inades-Formation Rwanda is a Non-Governmental Organization (NGO) under Rwandan law. It belongs to a pan-African network, Inades-Formation, which is currently established in ten countries: Burkina Faso, Burundi, Cameroon, Congo (DRC), Ivory Coast, Kenya, Rwanda, Tanzania, Chad, Togo.

Inades-Formation is the common name of “African Institute for Economic and Social Development – ​​African Training Center”. Inades-Formation Rwanda was created
in 1976. It obtained legal personality by Ministerial Order No. 119 of August 22, 1977, revised by Ministerial Order No. 75/11 of April 18, 2006. Since May 29, 2013 , Inades-Formation Rwanda is officially recognized as a national NGO in accordance with Law No. 04/2012 of 17/02/2012 governing the creation and functioning of NGOs in Rwanda
and has received official approval from the Rwanda Governance Board (RGB) .

5.   ZONES D’INTERVENTION d’inades formation rwanda

Inades-Formation Rwanda's area of ​​intervention is the entire national territory. Nevertheless, according to the means currently available, it carries out its activities in 18 districts throughout
the country: 6 districts of the Eastern Province (district of Bugesera, Kirehe, Gatsibo, Ngoma, Kayonza and Rwamagana) and 5 districts of the Province (Gisagara, Nyaruguru, Huye, Nyanza and Nyamagabe), 5 districts in Western Province (Nyamasheke, Karongi, Rutsiro, Rubavu and Nyabihu) and 2 districts in Northern Province (Rulindo and Musanze).

6. Language:

The language to be used in correspondence relating to this contract is English and French.

7. Duration:

The supply of this livestock in good health and in any quantity must be executed between September and October 2023, the first delivery before the end of September 2023

8. TECHNICAL SPECIFICATIONS OF CATTLE

The livestock to be supplied is divided into 6 lots as shown in the table below .

Livestock specifications.

The hens: The hens must be of the Sasso breed aged between 45 and 60 days. They must
also come from modern disease-free breeding;

Pigs: Pigs must be animals crossed local breed x exotic breed, resulting
from a modern breeding disease-free and without any natural or acquired anomaly weighing between 35 and 50 kilograms (35-50 kg);

Goats: Goats must be local or crossbred, weighing between 20 and 30 kilograms (20-30 kg), free from disease and without any natural or acquired abnormalities

 

9. ORIGIN OF CATTLE, PROPHYLAXIS AND INSURANCE

As far as possible, the supplier must favor local purchasing, ie
in the distribution district. He must also collaborate with the local authorities at
the district and sector level, Inades-Formation Rwanda and an insurance company so that
the animals to be delivered are vaccinated and insured (chickens and pigs) before distribution.

10. TRANSPORT YOU PAY

Animals must be transported by truck to the distribution site in accordance
with the relevant regulations in Rwanda.

NB : A note “Well received” will be signed by the personnel of Inades-Formation Rwanda
and of the district after having checked all the elements (technical and health) during the delivery
of the animals on the site.

11. Conditions of submission:

Bidders can be natural or legal persons with a business registered by RDB or RCA (in case of a cooperative.)

Interested persons may submit to one (1) or more batches and must also:

  • Have proven experience in supplying similar livestock (at least
    one experience) –
  • Have permission to supply livestock on Rwandan territory-
  • Be ready to supply the livestock within a period not exceeding 30 calendar days
    from the signing of the contract;
  • The livestock supplied will be said to have been definitively accepted if it presents no problem, especially
    health problems, 14 days after delivery.
  • The tenderer must accept that animals that die or show signs of serious illness within the first 14 days following delivery, with the joint assessment of the beneficiary, the contractor, the Inades-Formation Rwanda
    and the animal husbandry officer in the sector where the animals were delivered will be replaced.

12. Submission documents:

The tender documents must include the lots for which the company wishes to tender, the registration certificate delivered by RDB or the legal personality delivered by RCA in the case of a cooperative, the unit price per animal species, the district of origin of the animals, certificates proving the experience of the tenderer, a non-refundable payment slip of 20,000 Frw paid into account no. 00257-00696678-38 opened in the bank of Kigali (BK) and the probable date of the first delivery.

These tender files must be deposited at the office of Inades-Formation Rwanda located in Remera, below the Christus Center, behind the bus station in sealed envelopes no later than 04/09/2023 at 2:00 p.m. in a closed envelope bearing the mention "  BID FOR THE SUPPLY OF LIVESTOCK  ".

13. Opening of tenders

The opening of tenders is set for 04/09/2023 at 2:30 p.m. local time in the meeting room of Inades-Formation Rwanda in the presence of the tenderers who so wish or their representatives.
