Pact Rwanda is implementing a PEPFAR/USAID-funded ACHIEVE project to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in Kayonza, Huye, Nyarugenge and Kicukiro districts. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral, and structural drivers of HIV, and improving access to comprehensive sexual reproductive health and violence response services to prevent new infections.
Pact Rwanda through ACHIEVE project offers integrated capacity development support to Implementing Partners (IPs) to ensure systems and technical capacities are available to support quality service delivery. It is in this line that the project has launched the implementation of the Business and Sustainability Planning for Resource Mobilization (BSP) Toolkit developed by Pact to enable the two IPs to acquire skills and knowledge related to business development, proposal development, and donor engagement to strengthen systems and structures that support the organizations’ transition to prime USAID/PEPFAR funding and attract other potential donors. The project introduced both the partners DUHAMIC ADRI and YWCA to the BSP process and customized the modules to their institutional needs. Both IPs have drafted their BSP and Resource Mobilization Strategy. The 2 IPs have drafted their BSP and resource mobilization strategy.
Objective
The main objectives of this activity are to review existing draft strategy in response to the emerging opportunities and challenges and to support its operationalization through the development of clear actions plan and mechanisms for implementation to sustain and finalize and implement new BSP and RM strategy documents for both IPs.
Key tasksThe scope of the services shall include:1. Activity Inception and Management:
o Review documents and consult with DUHAMIC-ADRI and YWCA (each team separate) staff members to understand the vision, mission and focus areas of the organization, and past resource mobilization efforts (including the existing strategy), best practices, lessons learned, and challenges encountered.
o Conduct regular meetings with the ACHIEVE Capacity Development Manager and any other relevant staff to monitor the progress of implementation and coordinate activities.
2. Donor and Partner Engagement:
o Develop a set of recommendations for and provide related coaching and mentorship to each partner on how to develop and maintain strategic partnerships and engagement with key donors, (past, present, and future), including preparation of a specific strategy for the engagement of selected private sector partners/donors in line with each IP’s BSP objectives.
o Prepare a catalogue of donors and potential private sector partners that are appropriate to the IPs mission and objectives. The catalogue should include the names of the organizations, contact information, and summary information about funding opportunities. The structure and format of the catalogue will be determined in partnership with Pact.
3. Donor Funded Proposal Development and Management Training:
o Develop a curriculum for both partners on donor funded proposal development and management, in line with the learning objectives in the Pact BSP Toolkit. The training should include a module related to proposal development for USAID funding. The training curriculum should use an experiential learning approach that is aligned with best practices for adult learning.
o Deliver the training for the two IPs on proposal development and management for donor funding.
4. BSP Strategy Finalization: provide technical support/guidance to the IPs for the finalization of their BSP strategies and related action plans.
Supervision, Reporting and Deliverables
The consultant will be directly supervised by and will be reporting to the Capacity Development Manager. The consultant is expected to provide regular updates of progress bi‐weekly.

Duration of the task
The duration for this short-term activity work will be for 40 working days commencing from the date of signature of the contract.
Qualifications and experiences requiredDeveloping a BSP and resource mobilization strategy requires a high level technical/professional expertise and proven experiences. The individual or firm interested in this work is required to have at the following qualifications:
1. Key staff which are a holder of at least a master’s degree in the social, Business Administration, project management, public health, other related domains
2. Key staff have at least ten years’ experience in the development sector, preferably in fundraising, resource mobilization and partnership building. Sound understanding and application of development management or strategic planning concepts, methodologies, and tools
3. Key staff have experience working on USAID proposals and other major donors.
4. Fluency in spoken and written English is essential. Knowledge of French should be an added advantage
5. Excellent communication skills, oral, written and presentation.
6. Experienced in working with international non-government organizations will be an added advantage.

• Technical proposal: Outline and methodology for undertaking the development of Resource Mobilization Strategy as well as the detailed work plan showing the assignment’s important activities and milestones
• Valid company registration and tax clearance certificates provided by the Rwanda Development Board and Rwanda Revenue Authority
• Financial proposal: including a detailed quotation for the co consultancy showing all necessary costs. Bids shall be provided in Rwandan francs including applicable taxes and shall be valid for at least 90 days after the date of submission.
