1. Introduction
The National Union of the Disability Organizations of Rwanda (NUDOR) was set up as a civil society umbrella organization on the 17th September 2010. It represents Persons with Disabilities Organizations at the National level and currently they are thirteen (13) Organizations. NUDOR envision a society that is inclusive where Persons with Disabilities have equal right, opportunity and participation as other citizen. NUDOR aim is to strengthen the voice of the disability movement in Rwanda. Despite the fact the constitution of Rwanda and different legal frameworks promote the rights and the inclusion of Persons with Disabilities, there still some issues like lack of insight, knowledge and understanding of disabilities. These issues prompt advocacy, lobbying and strategies to enhance the capacity of Persons with Disabilities to effectively influence the promotion of the rights of Persons with Disabilities, in order to contribute to the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) ratified by Rwanda in 2008 along with its Optional Protocol.

2. Background Of The Project
With the intention of strengthening and expanding the advocacy and build capacities in area of disability, the NUDOR in partnership with CBM- Rwanda Country office is implementing a project titled: “Promotion of anti-discrimination practices for Persons with Disabilities in Rwanda” which aims to contribute to the National Strategies for transformation (NTS1), where its cross-cutting areas consider disability and social inclusion as priorities. This project is funded by BMZ Germany and CBM Germany for 4 years from 2019 to 2022. It is implemented at National level and at local level across 5 districts namely: Kicukiro in Kigali City, Ngoma in the Eastern Province, Gisagara in the Southern Province, Nyamasheke in the Western Province and Burera in Northern Province. Direct targets group of the projects are 2,116 including Persons with disability Organizations (PDOs), Human Rights Organizations (HROs) in Rwanda, Government officials at National and Local level, local service providers, community members, persons with disabilities and young people. Indirect target group are all persons with disabilities in Rwanda.
The Overall goal (Impact) of the project is “The rights of people with disabilities are implemented in Rwanda in accordance with the UN Convention on the Rights of Persons with Disabilities” and the its outcome is: “People with disabilities actively bring their interests into national and local processes through empowered DPOs, HROs, platforms and authorities”.

The project has 4 results/outputs which are:
• Community members, social service providers and officials are sensitized and their capacities are strengthened in the field of human rights and the rights of people with disabilities.
• Close cooperation has been established between Disability Persons Organizations (DPOs) and Rwandan government institutions in promoting the human rights of people with disabilities, inclusion and anti-discrimination.
• The capacities of DPOs and HROs are strengthened to monitor and promote the integration of international human rights instruments into national and local policy and planning.
• The capacity of at least 600 people with disabilities in the 5 target districts to claim their rights has been strengthened and they are actively working for these rights.
With this background, NUDOR under this project is seeking to hire a National Consultancy Firm or National Individual Consultant to document the impact of the project on the human rights and anti-discrimination of persons with disabilities and marginalized groups (Rwanda Network of People Living with HIV-RRP+ and historically marginalized people) located in mentioned 5 districts.

3. Objectives Of The Consultancy
3.1. Overall objective of the consultancy
The purpose of this consultancy is to document the impact of the project (documentary film on success stories and best practices) on the respect of the human rights, the rights of persons with disabilities and anti-discrimination practices towards the persons with disabilities and the members of marginalized groups (Rwanda Network of People Living with HIV-RRP+ and historically marginalized people) at national level and at local level in 5 districts (Burera, Gisagara, Kicukiro, Ngoma and Nyamasheke).

3.2. Specific objectives
• Document the best practices and lessons learned of the project during its implementation cycle in the form of narrative, case stories, photographs and documentary firm for showcasing to a wide spectrum of audience.
• Capture and document success stories that have evolved at the ground level both National and Local levels in five districts with relevant photographs showcasing changes and impacts brought out by the project.
• Analyze of success stories and best practices of the project and translate them into audiovisual formats.

3.3. Expected results
Availability of the documentation on the impact of the project on the promotion of human rights and anti-discrimination for persons with disabilities in Rwanda on the implementation of Human rights towards persons with disabilities, Disability persons Organizations (DPOs) members and marginalized groups members (Rwanda Network of People Living with HIV-RRP+ and historically marginalized people) located in mentioned 5 districts, this includes the analysis of success stories and their translation into audiovisual formats with attention on how cases of discrimination that occurred or happened against persons with disabilities and marginalized groups members have been decreased or solved with proposed mechanisms established for an effective complaints system to report discrimination cases and strategies on how persons with disabilities and marginalized people have been supported in exercising their rights during the project implementation period; from July 2019 to 2022.

4. Scope And Focus Of The Assignment
The National Consultancy Firm or National Individual consultant will lead this consultancy to the target groups at National Level and Local level in 5 target districts: Kicukiro, Burera, Gisagara, Ngoma and Nyamasheke. The consultancy is expected to be performed in 35 working days starting from signing of the contract. The firm will work under supervision of the NUDOR BMZ/CBM Project Manager.
The following tasks are assigned to the National Consultancy Firm/National Individual Consultant:
• To submit an inception report detailing the methodology and timeframe to conduct this consultancy with necessary tools to be used for stories, videos and photographs data collection;
• To analyze collected stories and photographs and produce a documentary film responding to the specific objectives;
• Draw the methodology based on the inputs and comments and prepare specifications to collect the documentary on the best practices, lessons learnt and case stories (both hard document and documentary firm);
• Review existing literature and carry out key informant interviews to draw lessons learnt in implementation of Human rights and disability rights projects and anti-discrimination practices;
• Present the preliminary documentary film during the NUDOR meeting together with its stakeholders for inputs;
• To present the preliminary documentary video/film and pertinent/suitable photos during a validation meeting gathering NUDOR and its stakeholders for feedback, inputs and comments. The documentary video/film must be in Kinyarwanda with subtitles in English.
• To finalize the documentation by integrating the provided comments during the validation meeting;
• To submit the final documentary film and photos to NUDOR Executive Secretariat within the time mentioned.

5. Methodology For The Consultancy
Under the supervision of the NUDOR BMZ/CBM project Manager, the National Consultancy Firm/National Individual Consultant will do:
• Desk review of all pertinent secondary data and evaluate the current status related to this consultancy.
• Conduct field visit and collect videos, photos, etc. at National level and at local level from persons with disabilities and marginalized people in mentioned 5 districts of the project. (See the list in annex 1 of the ToRs). At least 100 persons will be interviewed and the results will be documented on CDs to be used for the awareness-raising purposes.
• Analysis of videos and photos collected from the field and come up with the comprehensible and final documentary video and photos relating the best practices, lessons, case stories and photographs of the project and put them on CDs.

6. Expected Deliverables
• An inception report at the beginning of the consultancy written in English showing the background, rationale, methodology, timelines and how to collect information (testimonies, quotes, photos, etc) to document success stories and best practices of the project. The report will be submitted to NUDOR secretariat.
• Preliminary documentary film and photos relating the success stories and the best practices noticed during the project implementation at National level and local level. This preliminary documentary film will be presented to the NUDOR and its stakeholders for inputs. This documentary will be in Kinyarwanda language, subtitles in English and sign language interpreted and will be have the duration of 30 minutes in maximum.
• Final Documentary film and photos relating the success stories and the best practices of the project at National level and local level for publication. This documentary will be in Kinyarwanda language, subtitles in English and sign language interpreted and will be have the duration of 30 minutes in maximum.

7. Technical Proposal
The technical proposal must include the following elements:
• Letter expressing interest to carry out the consultancy services addressed to NUDOR Executive Secretary,
• A technical proposal which includes the following items:
1. i) Company profile or individual consultant background,
2. ii) The methodological approach proposed for the execution of the aforementioned assignment,
iii) Schedule or work plan highlighting the main phases of the execution of the assessment and
iv)Timeline (an estimate of the number of days for completing each phase),
• Detailed updated CVs of company members or individual CVs highlighting the experiences and skills to do the assignment;
• Certified copies of academic degree and professional qualifications;
• Three copies of certificates issued by previous clients for accomplishing similar assignments with their contact (Certificate of Good Completion);
• Copy of valid certificate of registration of the consultancy firm provided by RDB;
• Certificate of registration and non-claim issued by Rwanda Revenue Authority
• Certificate showing working experience with persons with disabilities if any
• Valid RSSB clearance certificate
• Valid VAT certificate of non-clearance provided by RRA
• Proof of having the Electronic Billing Machine from RRA (EBM)

8. Financial Proposal
The financial proposal must include:
• Costs for the service to be delivered in Rwandan francs and all taxes included,
• The number of days estimated for each activity/work plan
• The daily rate of all staff involved in this assignment
• Any other expenses related to the realization of the assignment

9. Skills And Qualifications Of The Lead Consultant
A consulting firm/ individual Consultant experienced in undertaking researches in human rights, disability rights and related work will be selected to conduct the envisaged documentation of best practices and success stories of the project supported by BMZ and CBM-Germany. The Firm should have experienced consultants who will oversee the development of a documentary video and photos on key achievements and success stories.

• The lead consultant must have a degree in the following areas: Social Sciences, administrative sciences, law, Development studies, Communication, Public policy and any other related field with a minimum qualification of a Master’s degree,
• At least 3 years of experience in the field, proven experience in research, especially on disability issues.
• At least 3 years of experience in qualitative data collection methodologies
• Skills and experience in conducting assessments and evaluations, preferably within Disability organizations and Human Right Institutions;
• Prior experience with similar work in disability will be an added value;
• Strong interpersonal, writing, presentation, and organizational skills are required;
• At least 3 prior working experiences in documentation of best practices & lessons and case stories and feature writing in newspapers;
• Understanding approaches to communicate technical information to a non-technical audience is critical;
• Ability to work as a team member and collaborate with others;
• Consultant will be required to use his/her own equipment during his/her assignment;
• Ability to deliver within timelines provided;
• Professional and mature behavior
• Proficiency in Kinyarwanda and English. French language is added value.
