Terms of References for hiring a Local consultant to support the design of Girls In Rwanda Learn (GIRL) proposal.

Background

CARE International is a global humanitarian organization with a physical presence in 111 countries worldwide. CARE’s vision is to seek a world of hope, inclusion, and social justice where poverty has been overcome and all people live in dignity and security. We put women and girls at the center because we know that we cannot overcome poverty until everyone has equal rights and opportunities.

CARE International in Rwanda is in the process of applying for the Girls In Rwanda Learn (GIRL) program (2024-2030). The new FCDO bilateral education funding focuses on enabling children and adolescent, including the most disadvantaged to have the knowledge and skills to achieve their potential and contribute to Rwanda’s economic development. Pursuing this opportunity will last 6-8 weeks and it is anticipated to commence once the invitation to tender is released in January 2024.

Objective of the assignment

CARE International in Rwanda is seeking services of an experienced/competent technician to coordinate CARE Rwanda’s design process in collaboration with the lead international consultant. The national technical consultant will collaborate with the Country Office team, consortium members and different CARE teams in the proposal (both technical and budget) development processes ensuring a high-quality proposal for Component 3: Innovation Fund management for out of schoolgirls and technical inputs into Component 1: Teachers’ capacity development and Component 5: Technical assistance and advocacy.

Roles and responsibilities of the local consultant

Expected key deliverables/outputs.

• A detailed contextualized report from secondary data review, needs assessments and field consultations to inform the design, test, learn and adapt elements of component 3.
• A list of potential partner organizations that could apply for and benefit from a grant to work on component 3 including local organizations/structures for persons with disabilities, Women-led organizations.
• Identification of community structures to work with at grassroot levels.
• Provide technical inputs for component 1 and component 5 as required, such as reviewing documentation, ensuring alignment with component 3 activities.
• Identification of key issues facing girls (including girls with disabilities) when it comes to education

Role of CARE Rwanda

• Share all necessary documentation for review to inform the design.
• Provide the required logistical and financial support to facilitate the pre-design preparatory processes.
• Facilitate introductions to all CARE team including CARE Rwanda, CARE UK, CARE USA education team, Consortium members and international consultant and ensure guidance to the consultant is provided.
• Ensure timely review of all the work products from the consultant and provide comments to ensure quality results.
• Provide the necessary guidance on the key deliverables required for the proposal design processes.
• Highlight the donor and organization compliance requirements.
• Provide technical and contextual information as required on CARE’s work to support development of key resources and information.

Assignment Duration

The assignment will last for a period of 11 days commensurate upon contract signature and distributed in accordance with spefic deliverables spread from January to March 2024..

Supervision and working conditions.

The local consultant will be reporting to the CARE Rwanda Business Development Coordinator and work partly remotely and/or attend in person as the need arises. S/he is expected to work closely with   the CARE team in Rwanda, UK and USA, consortium partners and an international consultant based in the UK.

Required Skills and Competencies for the Consultant

• Master’s Degree (or equivalent) in education, development studies, gender related field
• Proven experience and knowledge of proposal development processes, project management and impact measurement approaches.
• Good understanding of the Rwanda Education sector
• Experience of working with local, women-led and women’s rights organisations to promote local led approaches.
• Strong understanding of notions of innovation fund management.
• Ability to effectively engage and lead multi-stakeholder meetings and processes.
• Demonstrable skills in strategic thinking, design, planning, and budgeting.
• Experience in women and girls-centred programming approach. Good understanding of Out of Schools Girls (OOSG) programming, familiarity with CARE’s Gender Equality framework is preferred.
• Expertise in two or more of the following technical areas: education; adolescent's life skills and economic empowerment; disability inclusion; and/or policy and advocacy
• Knowledge of development challenges and context in Rwanda specifically education systems and gender mainstreaming.
• Demonstrated experience working collaboratively without the need for close supervision.
• Demonstrated ability to meet tight deadlines.
• Demonstrated facilitation, collaborative, analytical and creativity skills.
• Strong ability to conceptualize and design new interventions (innovation)
• Ability to facilitate and lead a team with or without physical presence (remote team management)
• Excellent oral and written communication skills in English is a must.
• Fluency in Kinyarwanda is desirable.

• A technical proposal, with a clear timeframe and a description of the proposed methodology detailing how the deliverables will be achieved, and the team credentials for similar assignments.
• Detailed Curriculum Vitae of the proposed team to carry out the assignment with clear roles and functions.
• A financial offer detailing the various costs associated with the delivery of the above services, in PDF format and must be a separate document from the technical offer.
• Evidence of the consultant’s experience in doing similar assignments: Copies of similar assignments (with evidence for good completion of the previous similar assignments);
• Submit at least 3 references with their contacts and addresses.
• Bank account information including the scanned copy of blank check or document from the bank confirming bank account information (name, account number, swift code, …)
• Consultant firm profile; VAT registration certificate; RRA tax clearance certificate; RSSB tax clearance certificate (when applicable). For applicants without registration in Rwanda, submit the above requirements from the country of registration as applicable.
