About RWAMREC
Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence in Rwanda. RWAMREC works in the following 4 areas: Community empowerment, building Healthy Families, Promotion of Gender Justice, and Youth Mentorship. RWAMREC operates in 24 districts of Rwanda to promote gender equality and to fight against sexual and gender-based violence.

RWAMREC is fully committed to providing its contribution to ongoing national efforts to fight GBV through promoting positive forms of masculinities, engaging men as positive and supportive partners; and strengthening strategic partnerships between women and men.

RWAMREC’s vision is a peaceful Rwandan society in which women and men share roles and responsibilities of raising families and governing society in equality and respect of human rights; and its mission is to promote gender equality through the reconstruction of non-violent identities of men, the adoption of healthy masculine behaviors, and men’s empowerment to be supportive partners, role models for other men; and agents of change in promoting healthy families, men’s health, women’s socio-economic development, and GBV prevention.

To reach its goal, RWAMREC usually plans to develop strategic plans to define strategic priorities and guide its implemention and as the existing strategic plan is ending this year, RWAMREC is looking forward to continuing with their cause by evaluating the progress done during the previous strategic plan timeline, setting new measurable goals and priorities to be able to guide RWAMREC’s decisions in the upcoming 5 years and evaluate its progress moving forward.

Overall Objective of the assignment
The purpose of this assignment is to develop a strategic plan to guide RWAMREC interventions in the coming 5 years. The use of participatory processes is expected. Therefore, critical reflection by staff and stakeholders is integral to this strategic planning. As such, the consultant will be expected to provide for active and meaningful engagement of RWAMREC staff, relevant government representatives, CSO’s, FBOs, private sector, and other stakeholders.

Specific Objective of the assignment
The specific objectives of this assignement are:
• To identify key successes, bottlenecks and gaps during the review that RWAMREC needs to address in order to effectively reach its goal.

• To assess and analyze RWAMREC’s internal and external environment - SWOT analysis.
• To identify key strategic risks that need to be managed in the 2022-2026 Strategy to enable RWAMREC to achieve its overall objectives.
• To develop a monitoring and evaluation framework, implementation plan, and budget for the 2022-2026 strategic plan.
• To conduct a thorough review of the current RWAMREC strategic plan with a view to identifying challenges and gaps.

Expected outcomes
At the end of this assignment, we expect to have:
• Report of the reflection sessions with RWAMREC team.
• A powerpoint presentation of the strategic plan.
• A finalized 2022 – 2026 Strategic Plan which has:
• A SWOT analysis of RWAMREC
• A Risk assessment paper and Mitigation strategies
• A M&E framework and implementation plan with a proposed budget for the implementation of the strategic plan;
• A set of strategic recommendations to guide the successful implementation of the strategic plan

Tasks for the consult
The consultant will:
• Review RWAMREC Documents including but not limited to; Organizaitional Profile, 2017 – 2021 Strategic Plan, Ongoing Project Proposals, etc.
• Plan and lead the reflection session with RWAMREC Team.
• Plan and lead the validation sessions of the strategic plan.
• Develop a 5 years strategic plan (2022 – 2026) by considing.

Deliverables

The consultant will submit:
• Inception report detailing the methodology for the assignment and the work plan
• A draft strategic plan for internal validation with a powerpoint presentation to be used in different meeting with partners and stakehilders.
• A final 5 years Ptrategic Plan.

Requirements for the consultant
• Proven knowledge and working experience of at least 5 years in Gender erea.
• Proven knowledge and working experience in developing Mid and Long term Strategic planning.
• Master in Project Management, Gender Equality, etc
• Understanding of national and regional instruments related to gender
• Have worked with and understand Civil Society working in Rwanda.
• Have the ability to speak and write fluently in English.

Duration of the consultancy
The assignment shall be completed in a period of 30 days calendar, from the date of commencement

Interested candidates are required to submit the following documents not later than November 25, 2021, at 2:00 PM Rwanda time (CAT):
• A technical and financial proposals
• Timeline and delivery dates.
• Examples of previous work
• 2 certificates of good completion in planning, strategic planning, and monitoring & evaluation fields
• Detailed CVs
• Application letter including contact information of references.
