TERMS OF REFERENCE FOR THE SUPPLY OF PREFERRED TEACHING AND LEARNING MATERAILS FOR SCHOOLS IN RUHANGO, KAYONZA, RUBAVU, NYAGATARE, NYANZA AND MUSANZE DISTRICTS

1. Introduction

Right To Play is a global organisation that protects, educates and empowers children to rise above adversity using play. By harnessing play, one of the most powerful and fundamental forces in a child’s life, we helped 2.3 million children last year to stay in school and out of work, to prevent life-threatening diseases like HIV and malaria and to stay safe from exploitation and abuse. We are the only global development organization focused exclusively on using play to transform the lives of children and youth impacted by poverty, war, disease and inequality.

Established in 2000, Right To Play reaches children through experiential programming in 15 countries in Africa, Asia, the Middle East, and North America. These programs are supported by our headquarters in Toronto, Canada; London, UK and eight national offices across Europe (Germany, The Netherlands, Norway, Sweden, Switzerland, UK) and North America (Canada, US.)

Right To Play Rwanda is implementing Plug-in-Play (PIP) project which is a four year project, funded by LEGO Foundation aiming at improving the quality of education in Rwanda for boys and girls (age 10-12) by Learning through Play with Technology (LtPT). The Plug-in-Play will be piloted in 6 districts of Rwanda, reaching 310 public and government aided schools and 758 SET subject teachers.

This project will support the integration and use of LtPT in the teaching of SET subjects at primary level, specifically P4-P6 (Upper Primary). Further, the LtPT approaches will also be used to target the achievement of the generic competencies, as articulated in Rwanda’s CBC, namely: critical thinking, research and problem solving, communication, co-operation, intra- and interpersonal skills, creativity, and innovation. This will be guided by the SET syllabus for Upper Primary (P4-P6).

To meet the project outcomes, RTP is planning to Procure and provide teaching and learning materials to 310 schools in Ruhango, Kayonza, Rubavu, Nyagatare, Nyanza and Musanze to support teachers with materials that are relevant to the lessons in the SET syllabus while allowing learners to manipulate quality learning resources that match the expected basic and generic competencies during the teaching and learning of SET lesson. These materials will also serve as models/prototypes to inspire the teachers’ improvisation of Teaching and Learning resources using locally available materials.

2. Description of terms for the supply and distribution of the teaching and learning materials

The materials to be provided to schools must be supplied considering technical specifications as indicated for each item on the list.

The materials that will be supplied will be transported to Right To Play field offices in Ruhango, Kayonza and Rubavu on the cost of the supplier and the verification of quantities and quality of the purchased items will take place at RTP Field office level basing on the distribution schedule communicated by the supplier to Right To Play at least a week before the delivery date.

3. Submission of bidding documents

The bidder must submit the following documents as part of the application file:

  1. Letter of Interest addressed to the Country Director
  2. Company profile (include e-mail, phone number, Physical address of the office)
  3. Company registration certificate
  4. Tax registration certificate from Rwanda Revenue Authority
  5. Valid clearance certificate from RSSB
  6. Valid tax clearance certificate and proof of EBM use from Rwanda Revenue Authority.
  7. Having at least 3 years of experience in the field of supplying Edtech materials to schools or other education institutions
  8. Reference from two former or current clients for the past 2 years providing related supplies ranging and it’s relevant contracts.
  9. Delivery period and distribution Plan
  10. Proof of having liquidity equal to 15,000,000Rwf for Lot 1 and 50,000,000Rwf for Lot 2
  11. Financial proposal: The quotation of a unit price (including all applicable taxes) for each of the above-described items, the sub-total cost for each item and the total cost for all items. The bidder should quote in lots, and he/she is allowed to bid on one or two lots. Once decided to bid for two lots; please submit separate proposals.

4. Delivery modalities and time

The successful supplier will submit to Right to Play a sample of the teaching and learning materials for approval before delivery. After approval, the successful supplier will deliver the teaching and learning materials to Right To Play field offices in Ruhango, Kayonza, and Rubavu respectively. The submission of the sample of teaching and learning materials the delivery will take no more than two weeks calculated from the date of the signature of the contract.

5. Modalities of submission of bids

Expression of interest (proposal documents: hard copies; 1 original and two copies for each lot) must be submitted () in the form of well-presented bids in sealed envelopes to Right To Play Office located in Kiyovu KN 16 Ave, 17 Kigali on 20th November 2023 at 10:00am Kigali time. The bidders will be invited to witness the public opening of the proposals that will take place the same day in Right To Play Conference room at 11:00am. The subject of your bid must be entitled: “RTP_teaching and learning materials 2023” and be specific on the lot.

Right To Play reserves the right to reject any bid deemed inappropriate.  The results will be shared through bidders’ email addresses.
