Oxfam in Rwanda secured funding from the European Development Fund for the Sustainable Livelihoods in Horticulture Value Chains (HVC) project which is implemented in 4 districts of Rwanda namely Nyagatare, Kamonyi, Rulindo and Nyamagabe Districts. Oxfam works in partnership with three local implementing partners: COCOF, DUHAMIC ADRI and DUTERIMBERE ONG as well as key local government entities. The project aims to unlock the potential of Rwanda’s horticultural value chains, ensuring sustainable supply of safe and high-quality products to local, regional and international markets. Oxfam in Rwanda seeks to achieve the project objectives by applying inclusive business approach that combines private sector development with inclusive growth objectives.
Purpose of the Mid-Term EvaluationOxfam’s approach to change is informed by past experiences and lessons learnt from programmes and interventions that have delivered quantifiable and measurable transformation. Therefore, the main purpose of this mid-term evaluation is to lead an objective assessment of the progress towards achieving the project outcomes and long-term goals and supporting Oxfam in Rwanda to reflect on project learning and necessary adjustments. This review aims to assess project progress against performance indicators, identify challenges, opportunities and lessons learned to improve current and future interventions. The evaluation is also intended to provide recommendations to address any identified gaps, in both project delivery and tools used, in a timely, efficient and result-based manner and reinforce initiatives that demonstrate the potential for success.
Oxfam in Rwanda is inviting competent consulting firms to conduct Mid-term Review for Sustainable Livelihoods in Horticulture Value Chains Project (HVC). Participation in the competition is therefore open and on equal conditions to all companies specialized in the field.
Submission ProcedureThe application files (bids) will include the following: cover letter, technical and financial proposals with subject Mid-term Evaluation for the “Sustainable Livelihoods in Horticulture Value Chain” Project. The bid will indicate the working methodology (survey approach, sampling methodology and techniques for sample size calculation, data collection and analysis techniques) to be used for conducting this survey, 2 samples of recent similar study conducted, curriculum vitae of research team and 2 referees of persons to be involved in this work. It will also include details on the duration of involvement of each person in the Mid-Term Evaluation and estimates of related costs.
