TERMS OF REFERENCE FOR THE DEVELOPMENT OF A BUSINESS PLAN 2024 - 2028 FOR CENTRE SAINT PAUL KIGALI LTD (CSPK)

Introduction

CENTRE SAINT PAUL KIGALI (CSPK) LIMITED is a company limited by shares created on June 4th 2020 by Catholic Archdiocese of KIGALI, with a capital of « Two Hundred Twenty Five Million Rwandan Francs (FRW 225,000,000) »

The main activities of the Company are:

  • Accommodation services
  • Restaurant services
  • Outside catering services
  • Beverages services
  • Conference and meeting services
  • Events services (gardens and halls)

It is administrated by a Board of Directors composed by 6 members nominated by Archbishop of Kigali for a Term of three years renewable. The daily management of the company is under the responsibility of a Director, nominated by Archbishop of Kigali and supported by a Management Committee.

The company is registered in the Rwanda Development Board (RDB) under TIN 1114477597.

Centre Saint Paul Kigali Limited started its economic business activities by July 1st 2020 with three-year financial projections starting July 2020 and ending December 2023.

For every company to grow and be monitored periodically, it must have well-defined objectives, strategies and action plans which will drive it and be the base of measurable yard sticks for a defined period of time. These objectives to be achieved and concrete strategies and actions to be implemented for a fixed target, are generally documented in a « Business Plan ».

These terms of reference are therefore developed as guidance tool to develop clear objectives, strategies and action plans that will guide the development of the business plan that will be implemented over a period of five years for Centre Saint Paul Kigali Limited from 2024 to 2028.

Objective of the work

The objective of this consultancy is to develop the Business Plan for Center Saint Paul Kigali Limited for a period of 5 years from 2024 to 2028.

Work to be done: 

The consultant will be required to do the following : 

  • Carry out an institutional diagnosis (analysis) of the Company by identifying the Company's strengths, weaknesses, opportunities and threats (SWOT)
  • Identify priorities based on the results of the institutional analysis;
  • Conduct an in-depth study of competition and trends in the hospitality sector especially within its proximities offering similar business activities 
  • Develop a marketing strategy to increase its visibility
  • Develop the Company’s financial needs and investment plan for 2024 to 2028;
  • Develop a cash flow plan for at least 3 years to guarantee profitability and growth
  • Analyze the risks, uncertainties and events that could pose a problem to the intended business and propose mitigation measures
  • Propose a comprehensive plan for implementing the business plan and identify and state the key performance indicators
  • Present the operational plan to achieve commercial objectives including the marketing and promotion strategies
  • Make financial projections (operating accounts and cash flow) from 2024 to 2028;
  • Develop the provisional document for the Company's business plan from 2024 to 2028;
  • To present the business plan document to the Executive Team;
  • Produce the final document of the Company's business plan taking into considerations inputs given during its presentation.

Profile of the consultant

The Consultant must be a company registered in RDB, have at least 10 years’ experience in hospitality sector 

The Team Leader must:

  • Have a minimum academic qualification of Masters degree in Economics, Management or related fields;
  • Have at least 10 years of experience in consultancy work and 5 years in hospitality sector;
  • Have excellent written and oral communication in English and French;
  • Have a good reputation and high level of discretion

N.B.: Individual companies are not accepted

Documents to be produced

The business plan will include the following elements:

  • Executive Summary
  • Description and concept of the Center St Paul 
  • Market analysis and competitive context based on SWOT, PORTER, PESTEL analysis 
  • Organizational and management structure of the center St Paul 
  • Services and their implementations 
  • The Consultant is required to submit the above-mentioned documents in 3 hard copies and one soft copy in Word version.

Deadline and period of execution

The work will be carried out within 90 calendar days from the date of signature of the related contract.

Organizational aspects

Fees and terms of payments should be specified by the service contract and will be signed between CENTRE SAINT PAUL KIGALI LIMITED and the Consultant.
