Terms of Reference for a Consultant to Conduct Climate Just Policy Analysis Gap.

Background information

RCCDN is a national member-driven civil society network working on climate change and other development challenges. It is a network composed of 73-member organisation working throughout the entire Rwandan territory. It ensures effective networking and communication among members in the country and to its international allies to collectively identify their priority needs and be empowered to take a stand positioning for sustainable development amidst climate change challenges.

Rwanda Climate Change and Development Network is committed to addressing climate justice by ensuring that our policies are inclusive, equitable, and effective in mitigating and adapting to climate change. To achieve this, we seek to conduct a comprehensive analysis of our current policies to identify any gaps that may hinder our climate justice objectives.

Objective

The primary objective of this consultancy is to conduct a policy analysis to identify gaps in the current climate policies and strategies in Rwanda, with a specific focus on climate justice.

Scope of Work

The consultant will be responsible for the following tasks:

  1. Review of Existing Policies:
    • Conduct a thorough review of existing climate policies and strategies.
    • Provide Policy recommendation and actions.
  2. Gap Analysis:
    • Compare existing policies against best practices in climate justice.
    • Identify specific gaps, weaknesses, and areas for improvement in relation to Climate Justice.
  3. Stakeholder Engagement:
    • Engage with key stakeholders, including community representatives, policy makers, and experts in climate justice.
    • Gather insights and feedback on current policies and their respective response to communities’ resilience.
  4. Recommendations:
    • Develop detailed recommendations for policy reviews to address identified gaps.
    • Suggest mechanisms for monitoring the integration of the proposed recommendations
  5. Reporting:
    • Prepare a comprehensive report summarizing findings, analysis, and recommendations for validation by relevant stakeholders

Deliverables

The consultant is expected to deliver the following:

  1. An inception report outlining the methodology, work plan, and timeline.
  2. A comprehensive review document of existing policies.
  3. A gap analysis report identifying specific gaps and their implications.
  4. Stakeholder engagement summary and feedback report.
  5. A final report with detailed recommendations and an action plan.
  6. Presentation of findings and recommendations to the Management team of RCCDN.

Duration

The consultancy is expected to be completed within two weeks starting from the date of signing the contract.

 Required Qualifications

The consultant should possess the following qualifications:

  1. Advanced degree in Environmental Policy, Public Policy, Climate Science, or a related field.
  2. Demonstrated experience in climate policy analysis and development.
  3. Strong understanding of climate justice principles and issues.
  4. Experience in stakeholder engagement and conducting participatory research.
  5. Excellent analytical, writing, and communication skills.
  6. Proven track record of delivering high-quality reports and actionable recommendations.

Application process:

Interested consultants who meet the required criteria shall submit the technical and financial proposals in one envelope addressed to the Coordinator RCCDN, envelop clearly marked “Consultant to Conduct Climate Just Policy Analysis Gap”  not later than Tuesday 5th June 2024.

The financial proposal should be inclusive of tax and quoted in Rwandan Francs (RWF). Demonstrable experience and Value for Money (VFM) will be key considerations in evaluating proposals submitted. Only suitably qualified consultant’s/firms’ resident in Rwanda will be considered. Any questions regarding this consultancy should be directed to the same addresses above.
