Introduction
The Government of Rwanda has committed to achieve basic sanitation services by 2024 (NST1) where households will be using improved facilities (latrines) that are not shared with other households. Rwanda is also committed to safely managed sanitation services by 2030 (SDG#6 targets) by ensuring that households use improved facilities (latrines) that are not shared with other households and where excreta are safely disposed of in situ or transported and treated offsite.
Water For People is an international non-for-profit organization working in Water, Sanitation & Hygiene. It works across nine countries, bringing together communities, local entrepreneurs, and governments to build and maintain water and sanitation services that last. In Rwanda, Water For People plays a key role in the Rwanda Water, Sanitation and Hygiene (WASH) sector effectively partnering with the Government of Rwanda and other stakeholders since 2008. To date, Water For People supports the communities of Rulindo, Kicukiro, Gicumbi and Karongi Districts to sustainably access water, sanitation and hygiene services. As part of its sanitation interventions in Rwanda, Water For People has supported the Districts of Rulindo and Gicumbi to establish District sanitation Centers that are serving as one stop shopping centers for hygiene and sanitation products and services.
It is against this background that Water For People wants to support the District of Karongi to set up a District sanitation Center (DSC) that will also serve as a one-stop shop where communities in Karongi District will purchase sanitation-related products, and services. For the above purpose, Water For People in partnership with the District of Karongi would like to hire services of an experienced construction company to renovate the house to host the DSC and install different latrines prototypes in Rubengera Sector, Karongi District.

The technical proposal to be submitted by the bidder must have the components described in bellow sections.
Company profile and administrative documents
The company must provide the following administrative documents:
• Full company address in Rwanda indicating Province, District, Sector, Cell, Village, E-mail, Post Office Box,
• A copy of Trade License/Certificate of company registration,
• VAT registration certificate
• Valid Certificate of tax clearance by Rwanda Revenue Authority (RRA),
• RSSB clearance certificate (when applicable),
• Copies of similar assignments (with evidence for good completion)
• Site visit certificate signed by Water For People program staff based in Karongi District,
• A Submission letter using the model proposed in the bidding document duly signed,
Company experience
The desired company/firm should meet the following criteria:
• General Experience of the company in the field of construction of buildings and sanitation facilities.
• Minimum of three year of experience in building construction or renovation, and at least one year (1) in sanitation facilities construction project successfully completed in the last 5 years (attached certificates of completion).
Team composition and required skillsThe company/firm should have the following staff members:
• A site engineer: A civil engineer A0 with a minimum of 3 years of experience in construction of buildings or A1 with a minimum of 5 years of experience in similar works.
• A mason: A2 diploma with a minimum of 5 years of experience in construction of buildings,
• A carpenter: A2 diploma with a minimum of 5 years of experience.
All staff will present an updated Curriculum Vitae duly signed by the staff him/herself and academic documents.
Equipment
The bidder must possess the following equipment with proof of ownership/ rental and their availability:
• 3 Wheelbarrows
• Miscellaneous site materials (spaded, picks, trowels, etc..)
In case of rented equipment, the bidder must provide certified copy (s) of equipment contracts.
The bidder shall also submit a proposed Gantt chart for the implementation of works.

Duration Of The AssignmentIt is anticipated that the works to be done will be completed within Two weeks (15 calendar days) from the date of contract signature. Technical offer with clear timeline and description of the proposed methodology detailing how the deliverables will be achieved.
Type Of AwardThis will be a contract with clear payment schedules based on deliverables. The winner of this contract shall be responsible for submitting an original of performance guarantee from licensed bank or insurance company representing 10% of total contract amount and covering a period of 12 months counted from the date of provisional handover of the work.

PROCUREMENT
The terms of reference will be published via eligible media platform (Job in Rwanda).
Proposals will be evaluated using the following criteria: administrative requirements, clarity of methodology, the profile of team members, understanding of the task, demonstrable understanding and availability of tools, equipment required to effectively carry out the assignment, and cost as follows.

Reporting And Work RelationshipThe contractor will report to the Water For People Sanitation officer this assignment. The contractor will be collaborating with the entire Water For People team including the top management team as well as the field staff.
BIDDING PROCESS
A mandatory site visit will be facilitated by Water For People staff. All interested bidders will depart from Karongi District Headquarters on Friday 9th, September 2022 at 11:00 PM local time.
