USAID Gikuriro Kuri Bose is continuing to support GoR in improving the health, functioning, nutritional status, and well-being of women of reproductive age and children under five years of age, with an emphasis on the 1,000-day window. Social and behavior change (SBC) interventions are key to the successful implementation of the Gikuriro Kuri Bose Program. Three Stones International (TSI) will support the GKB consortium in the adoption of positive parenting, nutrition, early childhood development (ECD), and disability inclusion behaviors through the development and adaptation of social and behavior change (SBC) messages and interventions.

TSI is recruiting a firm to conduct a digital refresher training of 18,368 Behavior Change agents. To boost training efforts, reinforce SBC skills, TSI is developing an IVR-based digital training package targeting BCAs with three key lessons: make sure that all the BCAs have the same information and they are able to integrate the SBC skills into their daily activities.
The training aims to equip BCAs with knowledge and skills to strengthen counseling and communication for behavior change skills, such as, but not limited to, active listening, facilitation, positive messaging, behavior change counseling techniques of negotiation, and community mobilization.
âś” All BCAs have the same understanding of the SBC principles;
âś” All BCAs understand the SBC facilitation skills;
âś” All BCAs know how to use the Negotiated Behavior Change approach;
âś” All BCAs have improved skills for community mobilization approaches.
The digital training will consist of a baseline survey and an endline survey. The service provider will write a series of lessons to be delivered under the technical guidance of the GKB team.
Trainees will receive calls that are interactive; they can choose their language (in this case, lessons will be delivered in Kinyarwanda only) and complete quizzes at the end of each lesson to test their knowledge.
Trainees will be supported with a pre-SMS that informs them when they will receive their training call before each lesson, and a post-lesson SMS to share the lesson’s most important takeaways. Both of these SMSs ensure maximum engagement and knowledge retention. Data on engagement, and baseline/ endline survey scores will be presented in a Digital Training dashboard. The training could be delivered by voice (IVR) or even by Chatbot but in this case, due to the phone ownership profile of potential participants, the IVR delivery mechanism is recommended.
Deliverables:
The selected firm will be expected to deliver the following deliverables:
Inception Report: Inception report shall provide details on the approach and methodology to execute the task as well as the work plan
Baseline Report: The report reflecting critical knowledge gaps uncovered by the assessment and the plan to address them.
Digital Training Curriculum: The training curriculum shall provide an overview of the training objectives, training modules, the training methods to be applied, an agenda for the training, proposed dates and target audiences. The materials must include, at a minimum, a draft PowerPoint presentation of sessions to be delivered, a description of interactive sessions, and a simple handout that participants can refer to and a training evaluation form. The training will be delivered in Kinyarwanda.
Training Report: The selected firm shall deliver a digital training to 18, 368 Behavioral Change Agents and produce a training report. The training report shall include a summary of the training content delivered, the point of discussion raised by participants, analysis and presentation of outcomes from training evaluations. Completion of the training targeting BCAs shall be evidenced by copies of electronically generated lists reflecting the number of participants who attended the training as well as copies of the training evaluations completed by participants. The training evaluations may be submitted in Kinyarwanda.
Final project report: A summary of activities undertaken and deliverables will be submitted as a close out report

The minimum technical score shall be 70%. The overall technical weight shall be 70% and 30% for the financial score.
