Terms of Reference (ToR) for Teachers Training in English Skills and Digital Literacy

  1. Background

Good Neighbors International (GNI) is an international humanitarian and development organization in General consultative status with United Nations Economic and Social Council (UN ECOSOC), GNI implements Community Development Program on Child Health, Education, WASH, Income Generation and emergency response activities in 22 districts since 1994.

GNI is committed to improving the quality of education in Kamonyi and Gisagara District. This initiative aims to enhance the English proficiency and digital literacy of in-service teachers, aligning with MINEDUC’s mandate to integrate ICT in education and improve English language instruction.

Pursuant to the highlights above, GNI would like to engage a qualified film or individuals to provide training to in service teachers in Kamonyi and Gisagara District. In order to strengthen the function and deliver on critical priorities, GNI seeks to bring on board a qualified film or individuals/specialists to accomplish the tasks.

  1. Rationale and Justification

MINEDUC encourages teachers to leverage ICT materials and the internet to upgrade their English and digital literacy skills. Improved proficiency in these areas will empower teachers to conduct their lessons confidently and communicate more effectively. The Teacher Professional Standards (REB, 2020) emphasize the importance of ICT integration and English proficiency for effective teaching. This training is designed to help teachers meet these standards, thereby enhancing the overall quality of education.

  1. Training Objectives and Expected Outputs

3.1 Training Objectives

  • Develop teachers’ teaching methodology in English with their concerned subjects for students.
  • Develop teachers’ proficiency in listening, speaking, reading, and writing in English.
  • Enable teachers to use English correctly and appropriately in various contexts.
  • Enhance teachers’ ability to evaluate and interpret information in English, engage in discussions, and express viewpoints clearly.
  • Foster teachers’ creative expression through various forms of writing.
  • Develop teachers’ autonomy and metacognitive skills for independent language learning.
  • Incorporate digital tools and resources in English language instruction.
  • Familiarize teachers with digital literacy skills, including word processing, spreadsheet management, online navigation, and digital communication.
  • Enable teachers to use ICTs as a management tool and support pedagogical student-centered approaches.
  • Facilitate access to a wider range of knowledge to support the teaching and learning process.
  • Improve the quality of education through the use of ICTs in all subjects at all levels.

3.2. Expected Outputs

  • Deliver a comprehensive English skills and digital literacy training program to 514 teachers successfully in Kamonyi and Gisagara District.
  • Equip teachers with advanced proficiency in English and essential digital skills.
  • Enhance teaching capabilities and foster more interactive and engaging learning environment for students.
  1. Key Components of Training

4.1 English Training (Intermediate and Advanced Levels):

  • Practice of receptive (listening and reading) and productive (speaking and writing) skills.
  • Advanced listening and speaking skills.
  • Advanced reading and professional writing skills.
  • Advanced teaching methodology in English.

4.2 ICT and Digital Literacy Training:

  • Understand GoR’s policy, guideline and materials.
  • To use obtained knowledge and learning to teach students and other teachers for peer learning.
  • Micro office (MS Word, MS Excel, Powerpoint) skill.
  • Spreadsheet management skills.
  • Database management skills including sorting, analyzing data.
  • Internet navigation skills.
  • Email management skills.
  • Basic typing with time management.
  • Networking skills.
  1. Target groups

5.1 Direct target group

  • 514 teachers in Kamonyi and Gisagara District.

5.2 Indirect target group

  • 6,351 sponsored children and 9,267 non-sponsored children in 16 selected schools.

5.3 Other target groups

  • 3 GNI staff
  1. Deliverables and Outcomes

Deliverables:

  • Comprehensive training sessions in English skills and digital literacy.
  • Training materials and resources (online and offline) provided to all participants.
  • Post-training assessment and certification of teachers.

Outcomes:

  • Enhanced English language proficiency among 514 trained teachers.
  • Increased use of digital tools in classrooms, enriching the learning experience.
  • Greater student engagement and participation in lessons.
  • Improved overall student performance and academic achievement.
  • A more competitive and skilled future workforce in Kamonyi District.
  1. Implementation Plan

The training program will be implemented over a period of four (4) months, with sessions conducted on weekends and school holidays to accommodate schools’ and teachers’ schedules. Regular monitoring and evaluation will be conducted to ensure the effectiveness of the training and to make necessary adjustments.

  1. Monitoring and Evaluation

Monitoring and evaluation will involve:

  • Pre-training and post-training assessments to measure improvement in English and digital literacy skills.
  • Feedback from participants to assess the relevance and impact of the training.
  • Ongoing support and follow-up sessions to reinforce skills and address challenges.
  1. Duration

This is a 120 days’ contract which can be extended and it starts on the date of signature.

  1. Payment

GNI will issue and manage the Consultant’s contract and will be responsible for the ultimate approval of payments to the Consultant. GNI will cover the Consultancy fees. Payment will be made on presentation of the deliverables.

This will be based on negotiations between GNI and the consulting Company. All invoices shall be paid on completion of agreed upon milestones.

  1. Management and Reporting.

All technical equipment to be used in this project shall be provided entirely by the consulting company.

The consulting company will work under the supervision of Operations Manager and will be solely held accountable for the work.

A project sample will be submitted prior to the end of the assignment period to GNI management to be reviewed before it is approved and broadcasted.

  1. Proposal Submission

Interested and qualified consultants are invited to submit their proposal(s) comprising of the following:

  • For Technical Proposal:
  • An understanding of the consultancy requirements
  • Methodology and work-plan for performing the assignment
  • Project delivery plan
  • Team composition and tasks assignment.
  • Detailed reference list indicating the scope and magnitude of similar assignments.
  • Relevant services undertaken in the past two (2) years.
  • Registration and other relevant statutory documents
  • Sample works: training materials, software (programs), videos and photos of similar work
  • Thoroughness in complying with all of the elements laid out in the tasks; Consultant’s experience and capacity.
  • For the Financial Proposal:

The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in RWF and VAT included.

  1. How to apply

Interested and qualified film or individuals should submit their offer (Technical and Financial Proposals), in sealed envelope, clearly marked “ToR for Teachers Training in English Skills and Digital Literacy” by hand (Reception of Good Neighbors International Rwanda- Kigali Head Office) not later than 10:00 am of 7th June 2024.
