Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Great Lakes Region and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

GIZ Rwanda’s Rights-Based Program (RBP) is a joint Rwandan-German Development cooperation project implemented by GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The program supports civil society organisations in their campaigns for the human rights of Rwanda’s most vulnerable populations. In the program’s current phase, RBP has a special emphasis on capacity building for interest groups, defined as informal groups of vulnerable populations who stand up for their rights and who have elected representatives. RBP is moreover committed to the Leave No One Behind principle, which was adopted by all UN member states as part of the 2030 agenda.

Context
GIZ Rwanda’s RBP aims at strengthening Rwandan civil society organisations through capacity building. As part of efforts to endeavour that no one is left behind, RBP supports civil society organisations which have a special emphasis on especially vulnerable populations such as people living with HIV, rural populations, people with disabilities and LGBTI populations. Under this framework, RBP works with interest groups, wherein members of vulnerable populations represent their own interests as a collective.
RBP is currently looking for an individual consultant to provide an overview of existing interest groups working on the areas of equal rights based on sexual orientation, as well as gender identity and expression (SOGIE).

RBP will deploy the consultant in the period of June 2022 for the following tasks:
• Provide an overview of interest groups active in Rwanda, which work on SOGIE rights
• Conduct stakeholder consultations with the interest groups to identify capacities, needs and avenues for collaboration between RBP and identified groups
• Provide a recommendation for RBP’s future collaboration with the organisations motivated by an analysis of documented engagements with the stakeholders
1. GIZ shall hire the consultant for the anticipated contract term, from June 2022 to August 2022.
1. The contractor shall provide the following service:
• Map of relevant interest groups currently active in Rwanda, including an analysis of administrative and technical capacities of the organizations
• Map of relevant regional networks who are currently supporting Rwandan interest groups, including a description of modes of support and cooperation
• Description of methodology for analysing the outcome of stakeholder consultations with interest groups
• List of recommendations for future collaboration between RBP and identified interest groups based on analysis of the outcome of stakeholder consultations with interest groups, as well as RBP’s mandate and the focus of RBP’s current program phase
• Liaise with the RBP team to allow participation in relevant meetings/ workshops or other engagements with stakeholders

Qualifications of consultant
Expert 1: Individual consultant
General qualifications
Education: Relevant masters degree or equivalent within the social sciences or humanities, such as political science, gender studies, development studies, law or other related fields.
Professional experience:
• At least 5 years of experience working with the Human Rights Based Approach to Development
• Track record demonstrating commitment to participation of target groups in development work
• Demonstrated qualifications and experience working with sensitive subjects (such as teenage mothers, people living with HIV, LGBTI populations), including a track record of commitment to confidentiality
• A thorough understanding of the Rwandan context for working on SOGIE
• Prior experience with including smaller formal or informal interest groups in larger development projects

Experience in the region/knowledge of the country:
At least 5 years experience working in the civil society sector in Rwanda
Language skills: professional fluency in English, Kinyarwanda mother tongue
Note:
If restrictions are introduced to combat coronavirus/COVID-19 (restrictions on air travel and travel in general, entry restrictions, quarantine measures, etc.), GIZ and the contractor are obliged to make adjustments to their contractual services to reflect the changed circumstances on the basis of good faith; this may involve changes to the service delivery period, the services to be delivered and, if necessary, to the remuneration.

Submission and Evaluation of Expression of Interests
EoI will be evaluated based on the following criteria:
• Company or individual profile,
• Relevant experience,
• Company strategies to assure agility, flexibility, and responsiveness,
• Personnel and,
• Financial offer
The consulting firm shall submit written technical and financial proposals. The technical proposal must include but not be limited to:
• A detailed technical approach
• The CVs of relevant consultants
• References to similar assignments
• Company registration certificate
• Tax clearance & VAT certificate

The Financial Proposal should indicate the contract price, supported by a breakdown of consultancy fee per day + all other costs such us (if needed) daily allowance, accommodation expenses. The cost must be in RWF and VAT excluded.
