ABOUT RWAMREC
RWAMREC is a local NGO created in 2006 with the mission of achieving gender equality through the promotion of positive masculinities and male engagement approaches in preventing Gender Based Violence in Rwanda. RWAMREC’s distinctive and innovative mission is to promote gender equality through the reconstruction of men’s non-violent identity; adoption of healthy masculine behaviors and men’s empowerment to be positive and supportive partners; role models for other men and change agents in promoting healthy families and women’s socio-economic development; eradication of sexual and gender-based violence; and positive fatherhood and men’s health in Rwanda.
RATIONALE FOR THE REVISION OF RWAMREC POLICIES
Since its inception, RWAMREC has developed different administrative and financial policies including but not limited to: RWAMREC constitution, internal rules and regulation, Administrative procedure manual, Financial and accounting procedure Manual, procurement policy, Human resources and development policy, policy on salary administration, and administrative costs managements, assets management policy, anti-corruption policy, Child protection policy etc…
However, the findings from RWAMREC 2020 institutional assessment, external financial audit reports and due diligence reports revealed some gaps in its internal policies that need to be revised based on the current status of the organization. The reports also revealed some missing policies including staff health and safety policy and Gender policy. It is within this context that RWAMREC wishes to recruit a consultant to develop new policies and review existing policies.
OBJECTIVES OF THE ASSIGNMENT
The objective of this consultancy is to review, update and develop RWAMREC existing policies as follows: 1) Gender and equity policy 2) Transport policy 3) Child protection policy 4) Advocacy and communication policy 5) Procurement policy 6) Finance and accounting procedures manual 7) Staff health and safety policy 8) Prevention of sexual exploitation, harassment, and abuse policy
KEY DELIVERABLES
The consultant will be expected to submit the following:
• An inception report with detailed methodology and work calendar
• A draft report indicating identified gaps in each policy and suggested amendments for approval
• Final reviewed, updated and developed policies.
QUALIFICATIONS AND SKILLS
• At least a Master’s degree in any of the following field: Gender and Development, Public administration, Human Resource Management, NGO management,
• 5 years of experience in Human Institutional Capacity Development (HICD)
• 5 years of experience in developing related policies for national and international organizations
• In-depth knowledge and understanding of Procurement, finance, and Human Resources Management
• Extensive work experience and proven record in policy and procedure development
• Demonstrated experience of having undertaken similar assignments
• Good analytical, research, communication, and writing skills
• Excellent command of oral and written English and Kinyarwanda
• Ready to meet deadlines
• Available to commence work immediately
