Background Prime Life Insurance Ltd was established in 1995 as COGEAR Ltd, a licensed general and life insurance company authorized by the National Bank of Rwanda (BNR). In December 2011, COGEAR created Prime Life Assurance Ltd to comply with the regulator’s directive to separate its general and life insurance businesses, and also to expand its business to provide long-term (life) insurance policies. The regulator licensed Prime Life Assurance Ltd in May 2012.
The company was rebranded into Prime Life Insurance Ltd respectively when Greenoaks Global Holdings acquired the company in 2014. In 2017, Prime Life Insurance Ltd, became entirely Rwandan, through the acquisition of the main shareholding by Rwanda Mountain Tea Ltd. and Société Pétrolière Aviation Ltd. PurposeThe purpose of this assignment is elaborate a fully sufficient human resource policy. The use of participatory processes is expected. Therefore, critical reflection by managers and stakeholders is integral to this policy. As such, the consultant will be expected to provide for active and meaningful engagement of Prime Life staff, relevant government representatives, Board of Directors, and other necessary stakeholders.
Duration of Consultancy The consultancy is scheduled for a total of 120 days including weekends, from 1st June to 30th September, 2022.
Objective of Assignment Through this consultancy, Prime life insurance seeks to develop a strategic approach to the management of its human resources and in line with the retention/attraction policy.
More specifically, this assignment should enable Prime life to:
• Improve, update and strengthen its recruitment and onboarding process
• Introduce a Management by Objectives system which enables a regular review of staff performance and fosters a culture of mutual accountability and professional development.
• Retain talent by ensuring that staff members are supported to identify and follow up on individual professional development objectives such as ongoing trainings career advancement and promotions.
• Gauge where additional investment in human resources would be required in the mid to long-term by assisting Prime life management in planning Human resources needs and anticipating new issues.
• Ensure employee satisfaction and wellbeing.
Deliverables and output1.Review key documents (e.g. Human resource strategic plan, organization structure, job descriptions, staff regulations) and engage in consultations with Prime Life Insurance senior management and staff.
2. Based on the review, propose, and develop comprehensive HR Policies and Procedures. The Policies may be proposed in a phased wise manner of its applicability linking it to the Company’s Growth.
3. Design, recommend and assist in implementation of a transparent result-based performance management system which ensures thorough assessment of achievements and a link to employee incentive systems.
4. Review the existing career development policy and suggest changes/devise a suitable promotion policy and rewards / incentives system to ensure good performance and increased retention.
5. Prepare a draft policy manual and make a presentation to Board and senior management in a session, and present the same draft, incorporating management recommendations to the Board of Directors.
6. To train and coach HR team on the new Manual and its forms, templates, and procedures for making it fully functional and operational.
7. To prepare an attraction/retention policy.
QualificationsThe consultant shall:
• Have at least 5 years’ experience in human resources management and organizational development
• Demonstrate that they have successfully undertaken similar advisory mandates
• Have experience with capacity development.
• Have a high level of written and oral communication skills in English,
• Have excellent analytical and facilitation skills,
• Be flexible and ready to work in a fast-paced environment,
