Locus Dynamics Ltd.(LD) is a systems engineering and integration company with a specific focus in areas of: Aerospace & Robotics, Information Technology, and Integrated Security Solutions.
  • EAX:Aims to create better access to agricultural and financial markets for smallholder farmers. This will enable them to sell products at a fair and competitive price giving them access to financing opportunities.
  • LuNa Smelter’s: Aim is to introduce eco-friendly business measures which are not harmful for a society and nature and, at the same time, can satisfy industrial needs. In order to explore the Ngali Holdings performance measurement and use of the Company Balance Score Card as a performance measurement tool for Management, the Ngali Holdings intends to engage the services of a Firm or Individual Consultant to develop a Ngali holding scorecard. The Firm or Individual consultancy shall be for a period of two months and shall include the designing the Ngali Holdings scorecards.

Objective of the service

The main objective of the assignment is to design and deliver a Ngali Holdings Scorecard. In addition to this, below are the objectives:

  • To establish clear performance metrics.
  • To enable effective monitoring and evaluation of business performance.
  • To support data-driven decision-making.
  • To enhance accountability and transparency across departments and subsidiaries.

Scope: of the service:

The scorecard is a strategic planning and management system that is used extensively in business and industry, government, and non-profit organizations worldwide to align activities to the vision and strategy of the organization, improve internal and external communications, and monitor organization performance against strategic goals.

The scope of work will include but is not limited to:

  • Set up, mobilize and manage a relevant team (core team and support team) that will deliver the assignment;
  • Identify and review relevant secondary data available
  • including but not limited to Ngali Holdings programmatic reports, partners’ reports, etc.;
  • Design relevant data collection instruments against which the desired data will be collected;
  • Define the study population and sample size in accordance with the best industry standards;
  • Develop a comprehensive matrix for recruiting relevant study participants;
  • Prepare a detailed work breakdown plan and timeframe for each key deliverable;
  • Identify the key skillsets needed for each key deliverable and accordingly match the team of experts;
  • Develop an inception report of not more than 10 pages (annexes not included),
  • outlining in full details the methodology to be applied along with the work plan and composition of the team assigned to different tasks together with their different roles;
  • Develop relevant data collection instruments, ensuring that they meet high quality standards;
  • Hire and manage a team of capable field-research assistants and facilitators and ensure that they are adequately briefed about the assignment as well as trained on ethical and high-quality data collection;
  • Collect primary data relevant for the Ngali Holdings Company Balance Scorecards.
  • Manage, process and analyses the data collected with the support of a dedicated software;
  • Transcribe all primary data, including the audio/visually recorded data, into textual data format and avail soft copies to Ngali Holdings;
  • Sort-out, process and analyses data collected from the field;
  • Produce the draft zero, first draft and final draft reports, ensuring they are written in a practical language rather than hard-to-grasp academic language;
  • Edit and proofread the study findings report;

Deliverables:

The Firm or Consultant will facilitate the necessary consultations with Ngali Holdings and its subsidiaries management and others necessary in this framework for the purpose of designing and delivering the Ngali Holdings Scorecard.

The Consultant will be expected to come up with reports on the Scorecard and responsibility allocations and deadline for the Scorecard tool as follows:

1) Inception Report to be submitted within one weeks after contract signing

2) Ngali Holdings Scorecard report to be submitted within 7 weeks after contract

Signing.

  • Comprehensive scorecards for identified departments or functions.
  • Documentation outlining each KPI, its calculation method, and its importance.
  • Guidelines for data collection, frequency of reporting, and responsible parties.

Qualification and Experience of the Consultant

The ideal consultancy firm, national or international, will need to prove that they have been

into the consultancy business for at least five consecutive years and that they are specialized

in organizational performance matters in Africa and preferably in Rwanda. The Firm or a Consultant is expected to have the following qualifications and experience:

  • Should have at least three (3) years’ experience in developing strategic documents
  • Should be a holder of at least a Master’s Degree in Human Resources, Law, Business or Public Administration or any other related qualification. Having a PhD degree is a value addition.
  • Should demonstrate having knowledge of modern strategic documents issues in both large and small organizations.
  • Should have demonstrated an experiences in assisting technically the performance or organization either both public or private.
  • Shall submit, as part of their offer, at least three recent certificates of good completion of similar assignments in the past, accompanied with contact details of references who know the quality of their work and can testify to their technical and ethical competence.

Preferred methodology

Ngali Holdings strongly encourages a mixed method (qualitative & quantitative) scorecard combining the use of participatory outcome harvesting approaches that allow to qualitatively collect or harvest evidence of what has changed (intended and or unintended outcomes) and work

backwards to determine whether and how the scorecard has contributed to those performances.

To the extent possible, NH would also encourage to apply a quantitative methodology to ensure that quantifiable project-related changes can be identified and documented from the key stakeholders that have interacted with the Scorecard process.

Supervision and quality assurance

The successful consultancy firm or individual consultant will have the primary responsibility for ensuring high quality standards of the scorecard process implementation and related deliverables).

The firm will functionally report to the NH Group Head, Business Development and Strategic Planning Manager as the lead quality assurer of the scorecard process and its deliverables, supported by NH team and other relevant program colleagues as well as Subsidiaries.

Reporting Requirements

The successful Firm or consultant shall be required to submit the written reports to the Ngali Holdings Chief Executive Officer through Business Development Department Manager. The detailled report of the Ngali Holdings Balance Score card must provide an overview of the Scorecard provided and the usefulness of the performance management tool delivered to the achievement of the strategic objective of the Ngali Holdings.

Procurement methods

This tender follows a competitive tendering method and is open to both local and international consultancy companies that have the desired profile as described, however, international consultancy firm will have to include in its technical offer, an experinced Rwandan consultant as a pre-condition, preferable who worked for ngali Holdings will be an added advantage.

A technical offer not exceeding 15 pages, annexes excluded, and a separate budget have to be virtually submitted to charity.mutesi@ngali.com ccserge.kajabo@ngali.com and nadine.uwera@ngali.com with the mention ‘’Ngali Holdings Scorecard 2024’’ under the subject heading before or not later than the 9th August 2024 at 4:00 p.m. Kigali local time.

The total budget should include the entire total cost of the consultancy firm to implement the above listed activities and deliverables. In the budget, the flight and accommodation costs should be indicated. Ngali Holdings will NOT cover separately these costs.

Please note that the technical offer needs to clearly demonstrate how the different objectives

of this assignment will be addressed methodologically (including the sequencing of the qualitative versus quantitative methodology) and how the different elements of the scope of work will be handled.

NH will hold prior discussions with short listed interested consultants/firms to provide further

clarification to the ToR in order to ensure quality final offers. Short listed consultants/firms will

be contacted by NH for a meeting/ interview prior to a final revision of the technical proposal

and budget. Applicants will be notified about their bidding outcome before end of 21 days from the date of submission.

Please note that the technical offer should, in addition to demonstrating the understanding of this intended work, include a critique of the actual terms of reference, and make technical suggestions about what needs to be improved and how with a view to ensuring high-end quality products

Duration of the Assignment

The proposed assignment is expected to be executed by an individual consultant within a period of 2 months.

Evaluation criteria and scoring

A quality-based selection method that prioritises the soundness of the technical offer will weigh more weight over the pricing. NH reserves the right though not to award the tender to the best technical offer in case no middle ground about the pricing negotiations can be reached.
