5.1 Sample

The consultant should, after consulting relevant documentation of the project, develop and suggest a sampling strategy or method by demonstrating a comprehensive understanding of the sampling frame and how efficient representation will be realized in sample. Including a description of the sample size; necessary respondents disaggregated as per Plan International guidelines, location and the sampling approach.

The PI standards on Minimum Beneficiary Disaggregation will be shared with the consultants. The minimum requirement is a disaggregation according to gender and age, but how this standard needs to be applied in this specific study will need to be discussed with the project’s staff.

5.2  Participant Selection and Recruitment           

Participants in this midline study  will include a sample from the project’ s total target of 900 young people  from the districts of Bugesera, Nyaruguru, and Gatisbo with a participation rate of 60% to 40% young women and men respectively, aged between 16 to 35 years old. In addition, the project targets or will engage 15 participants from 5 Agriculture TVETs Centers and 10 Farmer Training Centres, 30 RTB personnel (Department Managers, Administrators, Agriculture TVETs Teachers and Instructors), Representatives from Farmer Owned Agricultural Training Centres (15 Females, 15 Males), 30 staff in charge of Agriculture TVET career guidance, 15 Industry stakeholders, 45 Community representatives. 

AEE Rwanda, INKOMOKO and Plan International Rwanda staff will be working with the consultant to locate respondents and to inform local leaders about the activity that is being conducted in the controlling zone.The consultant is the agent who will conduct the study this TOR is describing.

The consultant in consultation with AEE Rwanda, INKOMOKO and Plan International Rwanda can also identify and suggest additional or excluded stakeholders that he/she feels are important to be involved to ensure he/she gets the information he/she needs to assess the midline values thoroughly.

6. Ethics and Child Protection

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, in accordance with Framework for Ethical MERL and our Global Policy on Safeguarding Children and Young People. All applicants should include details in their proposal on how they will ensure ethics and child protection in the data collection process. Specifically, the consultant(s) shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children and other vulnerable groups. The consultant(s) shall also explain how confidentiality and anonymity of participants will be guaranteed.

All staff working with children throughout the midline should, where possible, provide a criminal certificate of good conduct and no work will start without signature of Plan International’s Child and Safeguarding Policy by the consultant.

7. Key Deliverables                                                                                                

The conformity of the report to the MERL standards and requirements of Plan International will be assessed and confirmed by Plan International Rwanda. The text of the report should be illustrated, as appropriate, with maps, graphs and tables.

Final data collection tools must be submitted to Plan International Rwanda for review and input as well as for acceptance prior to the data collection activity. The consultant is required to use digital data collections platforms such as Survey  CTO, KoboCollect, etc. And a well coded questionnaire should be submitted to Plan International Rwanda for verification prior to data collection.

These tools shall be used for all future monitoring activities during the project duration to ensure consistency in measurement.

  • Description of findings (analysis and interpretation);
  • Conclusions and recommendations.
  • Annexes-not limited to:
  • Midline Assessment TOR;
  • List of people consulted and their identifications (including age and sex);
  • List of documents consulted;
  • Final data collection tools/instruments (e.g. Key Informant Interview Guides, Observational Checklist, Identifying Household Information, adolescents and youth Survey, Caregiver Survey, Study Introduction, Permissions, Informed Consent Form, Study Introduction, Interviewer Training Schedule);
  • Cleaned data (including data files (e.g. Excel, SPSS), transcripts of qualitative data, syntax/ code books etc;
  • Manuscript for journal publication;

8. Budget

The payment will be made in three instalments and due on approval of key milestones by Plan International Rwanda, as opposed to on submission of key milestones by consultant. Plan International Rwanda reserves the rights to withhold payment until the organization is satisfied with the output.

The total budget for this midline study includes VAT/taxes and other related costs. It is a responsibility of the consultant to pay all obligations, for example VAT/taxes, travel costs, expenses / per diems and translation costs among others.

9. Expected Qualifications            

  • The Individual consultants should have at least Master’s degree in a relevant field of economics and project management, development Studies, Social sciences or other related fields
  • A minimum of seven years' experience in carrying out programme/project evaluations (, baseline, Midline and End line Evaluation) on livelihood programmes, youth employment, green jobs, climate smart agriculture or agribusiness.
  • Technical M&E skills including demonstrated knowledge and experience in undertaking midline studies; or other research-related assignments with local or international Organisations.
  • Proficiency in qualitative and quantitative methods of data collection
  • Proficiency in statistics and proven experience with data analysis.
  • Excellent report writing and data interpretation
  • Ability to conduct research independently.
  • Knowledge of English and/or French and Kinyarwanda
  • A history of published articles, studies, or research work. 

Companies with relevant experience with evidenced proof of experience of staff on this assignment are also eligible to apply.

10. Submission of proposal

Interested applicants should provide a proposal covering the following aspects:

a) Administrative documents:

Consulting firm must submit the following administrative documents: 

  • Copy of Registration certificate (RDB Certificate)
  • VAT Certificate
  • RRA and RRSB clearances 

b) technical proposal to include:

Requirements on the format of the bid; The structure of the offer must correspond to the structure of the TOR. It must be legible (font size 11 or larger) and clearly formulated. The offer is drawn up in English. With the following: 

  • A Cover letter expressing interest in this assignment;
  • A one-page Consultant’s understanding of the TOR;
  • Proposed methodology, activities and expected outcomes;
  • Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies
  • A detailed activities schedule/work plan with time frame (including a Gantt chart);
  • A profile of the individual consultant or consulting firm including the full names, physical addresses, telephone numbers and contact person of the form/company;
  • Copy of CVs of all the consultants who will undertake the midline survey;
  • Three good completion certificates provided by well-recognized Organizations/NGOs.

c) financial proposal detailing:

  • Itemized consultant’s fees;
  • Itemized field data collection expenses;
  • Itemized administration expenses;
  • Validity period of quotation;
  • Expected payment plan and method;
