TERMS OF REFERENCE FOR THE SUPPLY OF PREFERRED ED-TECH KITS FOR SCHOOLS IN RUHANGO, KAYONZA AND RUBAVU DISTRICTS

Introduction

Right To Play is a global organisation that protects, educates and empowers children to rise above adversity using play. By harnessing play, one of the most powerful and fundamental forces in a child’s life, we helped 2.3 million children last year to stay in school and out of work, to prevent life-threatening diseases like HIV and malaria and to stay safe from exploitation and abuse. We are the only global development organization focused exclusively on using play to transform the lives of children and youth impacted by poverty, war, disease and inequality.

Established in 2000, Right To Play reaches children through experiential programming in 15 countries in Africa, Asia, the Middle East, and North America. These programs are supported by our headquarters in Toronto, Canada; London, UK and eight national offices across Europe (Germany, The Netherlands, Norway, Sweden, Switzerland, UK) and North America (Canada, US.)

Right To Play Rwanda has secured funds to implement Plug-in-Play (PIP) project which is a four years project (2021-2024) funded by LEGO Foundation aiming at improving the quality of education in Rwanda for boys and girls (age 10-12) by Learning through Play with Technology (LtPT). The Plug-in-Play will be piloted in 10 districts of Rwanda, reaching 554 public and government aided schools and 1,108 SET subject teachers. 

This project will support the integration and use of LtPT in the teaching of SET subjects at primary level, specifically P4-P6 (Upper Primary). The basic competencies, as identified by the SET curriculum and guided by the P4-P6 syllabus and relevant to this project include science, technology, ICT, digital competency and numeracy. Further, the LtPT approaches will also be used to target the achievement of the generic competencies, as articulated in Rwanda’s CBC, namely: critical thinking, research and problem solving, communication, co-operation, intra- and interpersonal skills, creativity, and innovation. This will be guided by the SET syllabus for Upper Primary (P4-P6). 

To meet the project outcomes, RTP is planning to Procure and provide EdTech Kits to 139 schools composed of 133 non-model schools and 6 model schools in Ruhango, Kayonza and Rubavu to support teachers with materials that are relevant to the lessons in the SET syllabus while allowing learners to manipulate quality learning resources that match the basic and generic competencies, they are expected to acquire during specific SET lessons. These EdTech kits will also serve as models/prototypes to inspire the teachers’ improvisation of Teaching and Learning resources using locally available materials. The planned activity responds to the outcome: Enabling environments that support the implementation of LtPT into classrooms and professional development programs are created by school leaders

Submission of bidding documents

The bidder must submit the following documents as part of the application file:

  1. The quotation of a unit price (including all applicable taxes) for each of the above-described items, the sub-total cost for each Edtech kit and the total cost for all the Edtech kits
  2. Company registration certificate
  3. Valid tax registration certificate from Rwanda Revenue Authority
  4. Valid clearance certificate from RSSB
  5. Valid tax clearance certificate and proof of EBM use from Rwanda Revenue Authority.
  6. Proof of available liquidity or proof of credit line of no less than Frw 80,000,000 issued by a trusted Bank operating in Rwanda 
  7. Having at least 3 years of experience in the field of supplying Edtech materials to schools or other education institutions
  8. Company profile (include e-mail, phone number, Physical address of the office)
  9. Reference from two former or current clients for the past 2 years providing related supplies ranging between Frw 50,000,000 and Frw 100,000,000

Delivery modalities and time 

The successful supplier will submit to Right to Play a sample of the Edtech kit for non-model and model schools for approval before delivery. After approval, the successful supplier will deliver the Edtech kits to Right To Play field offices in Ruhango, Kayonza and Rubavu respectively. The submission of the sample Edtech kit and the delivery will take no more than a month and a half (1.5 months) calculated from the date of the signature of the contract.

Modalities of submission of bids

Expression of interest must be submitted in the form of well-presented bids to Right To Play Rwanda via rwandaprocurement@righttoplay.com by 2nd September  2022.The subject of your e-mail must entitle: “RTP_Supply of Edtech kits 2022”

Right To Play reserves the right to reject any bid deemed inappropriate.  Communication of the bid opening results will be shared through bidders’ email addresses.
