Terms Of Reference For The Development Of Rulindo District Wash Infrastucture Contingency Plan
Introduction

Water For People, Rulindo District and Ministry of Infrastructure, (MININFRA), entered in partnership to implement Rulindo Challenge Program, with the objective to bring safe and lasting water and sanitation access to the entire district population.
After 8 years of hard work, everyone (every school, every community, every health care facility), has access to safe drinking water, adequate sanitation, and improved hygiene practices. However, due to the topography of Rulindo District, water and sanitation infrastructures have been threatened by landslides due to heavy rains leading to interrupted water and sanitation services and frequent rehabilitation of water infrastructures, especially during rainy seasons.
To address these seasonal deals Water For People in partnership with Rulindo District, would like to hire services of a qualified consultancy firm to develop a District WASH Contingency Management Plan (DWCMP), which will help Rulindo District to mitigate the above mentioned hazard/disaster and ensure sustainable WASH services in the District.

Objective Of The Consultancy
General Objective

The objective of this consultancy is to develop a WASH Contingency Plan aimed at establishing a fast and permanent response capacity to deal with various situations that may disrupt a District by setting up a series of preparatory measures.
Specific objectives
• Identify and map risks affecting WASH infrastructure in Rulindo;
• Assess the social economic impact of the identified risks;
• Identify and suggest actions required to mitigate the risks;
• Define roles and responsibilities of different stakeholders involved in the management of disasters with a focus to WASH;
• Estimate cost required to mitigate the risks identified;
• Propose the implementation and monitoring plan.

Methodology
The consultancy will propose an appropriate methodology to deliver on the proposed assignment. This will include, but not limited to the following:
• Review of existing documentation on disaster management including and not limited to National Disaster Management plans and laws,
• Collecting data from stakeholders.

Scope Of Work
The Consultant will be required to develop WASH contingency plan for Rulindo District that will respond to Natural disasters’ related risks.

Deliverables
1. Inception Report: This is the preliminary report with literature review, methodology, content of the WASH contingency plan and proposed changes on the TORs.
2. Interim report: this is an intermediate report with risks assessed and proposed actions to mitigate the impact of risks with different scenarios.
3. Draft Report: this is a draft WASH contingency plan taking into consideration the approved scenario.
4. Final report.

Qualification Requirement
The consultancy firm should meet the following requirements:
Administration:
• The company should be registered in Rwanda
• Valid tax clearance (Rwanda Social Security Board and Rwanda Revenue Authority);
• The firm should have EBM (electronic billing machine);
• VAT Registered Certificate (if applicable);
• 2 years Audited Financial statements;
• At least two similar assignments successfully completed, with certificates of completion.

Personnel
For this assignment, the company is expected to have a diversity of skills to deal with the multi-sectoral nature of the concept covering water, sanitation, hygiene and climate change mitigation and adaptation.
Team members will have the following qualifications:
• Team Leader: Masters’ degree in Water resources Management, Environment management with at least 5 years ‘experience.
• Civil Engineer: University degree in civil engineering with at least 5 years’ experience in WASH;
• Geologist: University degree in geology with at least 5 years’ experience.
• Social Economist: University degree with at least 5 years ‘experience in social economic impact assessment.
• Sanitary Engineer: University degree with at least 5 years’ experience in WASH.
• Data Collection Enumerators: Secondary school certificate at a minimum.

Duration
The Consultancy is estimated to take no more than 40 calendar days including validation meetings.

Interested consulting firms should submit both technical and financial proposals at rwanda@waterforpeople.org with the following subject “DEVELOPMENT OF RULINDO DISTRICT WASH INFRASTUCTURE CONTINGENCY PLAN”, not later than March 4th, 2022 by 4pm local time. Late applications will be rejected.
