Terms Of Reference For Hiring Services Of Enumerators To Carry Out Faecal Slugde Management Data Collection In The City Of KigaliIntroduction
The Government of Rwanda (GoR) is committed to implement the global agenda of Sustainable Development Goals (SDGs). Also as reflected in the National Water Supply and Sanitation policies and strategies, the GoR set ambitious targets to achieve universal access to basic water and sanitation services by 2024 (NST1 and Government 7-year plan) and safely managed drinking water and sanitation services by 2030.
Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems in developing countries. The organization strives to continually improve, experiment with promising new ideas, and leverage resources to multiply its impact.
In partnership with the UNICEF, under the project of the Improvement of Faecal Sludge management (FSM) in the City of Kigali, Water For People in collaboration with the City of Kigali, is conducting an assessment of the current FSM situation to inform the project on the FSM status, challenges and opportunities involved in the FSM.
It is against this background that Water For People in Rwanda would like to hire services of 35 skilled enumerators to carry a data collection in different sectors of the City of Kigali to inform the project on the current situation on Faecal sludge management. The collected data will allow to design of a mass flow diagram of the FSM in the City of Kigali.
The needed enumerators will carry out a quantitative survey using a house-to-house data collection methodology in the sampled households, real estates, public institutions (schools, health care facilities, public buildings), model villages and public markets from the selected urban, peri-urban, and rural areas of the City of Kigali. This is to assess the access to current situation on the FSM status and on the existing sanitation services. They will also conduct a qualitative survey to assess the capacities of the stakeholders in FSM and the enabling environment factors affecting safe sanitation services in the City. They will be working in close collaboration with the local authorities from the district level to the village level.
Scope Of WorkThe scope of this assignment includes but not limited to:
Assessment of the status of the Faecal Sludge Management in the City of Kigali:
1. Assessing the existing latrine technologies used within both rural and urban communities of the city and understand the benefits and risks associated them.
2. Identifying existing pit emptying and sludge transportation services available for the communities and their existing challenges. This will be done through identification of:
• practices, and equipment, used to remove faecal sludge from pits, septic tanks, etc. in different parts of the City,
• Risks associated with removal of faecal sludge,
• Access for emptying services to pits, septic tanks, etc. requiring emptying,
• Procedures used for on-site disposal of faecal sludge,
• Types and capacities of vehicles used to transport faecal sludge from pits, septic tanks, etc. and their destinations,
• Risks associated with transport practices (to households and/or local district).
Assessing the available treatment and sludge disposal methods by:
• Mapping location of facilities used to treat faecal sludge (these could be dedicated faecal sludge treatment plants or may be combined with wastewater treatment facilities) and assessing quantities of faecal sludge received for treatment at each location,
• Understanding Risks associated with the treatment process (to operators or environment),
• Identifying Capacity (design and operating), type and condition of facilities used to treat faecal sludge,
• Recording all details for disposal of treated and untreated faecal sludge.
1. Analyzing the end-use/resource recovery practices and risks associated to them,
2. Mapping all the stakeholders involved in the Faecal Sludge Management in the City of Kigali and describing their role, responsibilities, and potential challenges,
3. Collecting data on the costs of FSM services in the City of Kigali and understanding the household’s willingness to for the FSM services offered,
4. Identifying the existing regulations and enforcement methodologies for the FSM in the City.
The above will be done through:
• Data collection: through interviews, questionnaires, focus groups discussion, literature review,
• Data entry: this will be done using mWater and excel,
• Data analysis.
2.2 Capacity building of the community of the City of Kigali on the Faecal sludge management:
1. Design prototypes emptiable latrines
2. Train local masons in emptiable latrines construction
3. Conduct community awareness campaigns on the construction and use of emptiable latrines and pits emptying services

Profile of the desired Enumerator
The hired enumerator shall have the following:
• University Degree (A0) in Water and Environmental Engineering, Sanitary engineering, Civil Engineering and Environmental Health Sciences,
• Having completed successfully at least one similar assignment, data collection,
• Experience in Faecal Sludge Management and other sanitation activities like latrines designs and construction,
• Ability to work under pressure, in high density of population and informal settlement in urban and peri-urban areas for data collection,
• Computer literacy (MS Office package and Internet) and knowledge of design software is highly required,
• English and Kinyarwanda proficiency,
SupervisionThe work performed will be validated by a technical team composed by representatives of Water For People and the City of Kigali.
Duration of the assignment
The assignment shall run for a maximum of 8 (eight) calendar days for the assessment of the status of Faecal Sludge Management in the City of Kigali including validation and submission of the final approved reports.
Selected enumerators will be also needed at least 15 (fifteen) calendar days for the capacity building and community awareness on the Faecal Sludge Management in the City of Kigali along 6 months (until March 2023) of the project execution
Remuneration for the work performed and other facilitation
Water for People will provide a per diem fee for this assignment.
Water for People will only provide data collection devices that will facilitate enumerators to perform their duties on site.

Copyright of all material on assignment will be retained by Water For People in Rwanda or the City of Kigali.
ProcurementThe terms of reference will be published via eligible media platform (Job in Rwanda).
Candidates will be selected based on their respective CVs and supporting documents as expressed in the profile of the desired enumerator.
The selected enumerator will be contractually required to comply with Water For People’s Vendor Code of Conduct

The Conflict-of-Interest Certificate requires the disclosure of any potential or actual conflicts of interest with Water For People employees or their relatives including past, current or proposed business transactions, employment or offers of employment, or certain gifts or entertainment. Water For People will evaluate any disclosures of conflicts of interest; if Water For People determines it cannot waive or mitigate the conflict of interest it will result in the disqualification of the selected proposer.
Rights reserved1. Water For People reserves the right to cancel the entire procurement process without incurring any liability whatsoever.
2. Water For People reserves the right to amend any segment of the RFP prior to the announcement of selected candidates.
3. Water For People also reserves the right to remove one or more of the services from consideration for this contract should the evaluation show that it is in Water For People’s best interest to do so.
4. Water For People also may, at its discretion, issue a separate contract for any service or groups of services included in this RFP. Water For People may negotiate a compensation package and additional provisions to the contract awarded under this RFP.
5. Water For Peoplereserves the right to debrief the applicants after the completion of the process due to the expected high volume of applications to avoid the compromise of the process.
