The consultant is expected to present the inception report upon signing the contract in line with the agreed timelines. The inception report will be presented at least four days from the date of the contract signing. The inception report will clearly articulate the clear understanding of the terms of reference for the assignment. The consultant will need to articulate the methodology, articulate the format of presentation of the deliverables, data collection methods, tools, and sources as well as proposed timelines for the delivery of the assignment. This inception report should also include a risk analysis matrix for the CJC baseline assessment. |

Both the narrative report, logical model and the results framework will be presented to Trōcaire for inputs and as well a validation workshop held with the consortium upon which the consultant will incorporate the issues to produce a final report. |

10. Conflicts of interest
Any conflicts interest involving an applicant must be fully disclosed to Trōcaire. Failure to disclose a conflict may disqualify an applicant or invalidate an award of the contract. Applicants are required to declare any current or past work which might reasonably be considered to represent a conflict of interest. It will be for Trōcaire to decide if a material conflict of interest exists and applicants in doubt in this regard should seek the advice of Trōcaire. Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trōcaire.
11. Safeguarding
All consultants who work for Trōcaire will be required to sign and abide by Trōcaire’s Safeguarding and Data Protection principles. Any instances of breach of the Trōcaire safeguarding and data protection policy by the consultant and his or her team members will result into the immediate cancellation of the contract between Trōcaire and the consultant. In addition, any pictures taken of the participants by the consultant should be only after the consent of the programme participant and signing of the Consent Form.
12. Intellectual Property
Any concept, guidelines or other material developed during the contract will be considered the property of Trōcaire as well as SCIAF and may be used by both organizations at any time.
13. Termination of Contract
Trōcaire reserves the right to terminate the contract at any stage on payment of reasonable and agreed costs accrued to the date of termination. The contract may be terminated by either party on giving appropriate written notice.
If at any stage during the contract, the goods / services delivered by the tenderer is found to be unsatisfactory, the contract may be terminated by Trōcaire. In the event of such a termination, the tenderer will only be entitled to receive payment in relation to the acceptable goods / services rendered at that time.

The deadline for the receipt of bids is 5PM, 10 November 2023 before COB Rwanda.
