Prices quoted by the Bidder shall be fixed during the Bidder’s performance of the Contract (One year) and not subject to variation on any account. A Bid submitted with an adjustable price quotation shall be treated as non-responsive and shall be rejected.

The Bidder is required to quote in the Rwanda Francs currency.

The bid validity period shall be ninety (90) calendar days, and shall remain valid for a period of 28 days beyond the validity period of the bid.

Bid shall include a Bid Security issued by only a reputable and recognized Bank operating in Rwanda. N/A

B. Evaluation and Comparison of Bids

Bid prices will be in Rwanda Francs (Rwf) currency VAT Inclusive

ITB 34.3(a)

The evaluation will be done for the entire tender. If a Price Schedule shows items listed but not priced, their prices shall be assumed to be included in the prices of other items. An item not listed in the Price Schedule shall be assumed to be not included in the bid, and provided that the bid is substantially responsive, the average price of the item quoted by substantially responsive bidders will be added to the bid price and the equivalent total cost of the bid so determined will be used for price comparison.

The evaluation committee shall base on their confidential budget relevant to the service to be provided and the lowest offer shall not be the only criteria to award the tender.

C. Award of Contract

The maximum percentage by which an addendum to the contract may be done is 10%

This tender intends to select service provider who shall sign a framework agreement of one year (which may be renewable twice upon satisfactory performance of the contract)

Section II. Evaluation and Qualification Criteria

This Section complements the Instructions to Bidders. It contains the criteria that the Procuring Entity may use to evaluate a bid and determine whether a Bidder has the required qualifications. No other criteria shall be used. 

TECHNICAL SPECIFICATIONS:

  1. Responsibilities:
  • Construction Oversight: Develop a detailed project plan from the Client’s perspective outlining tasks, timelines, and resources required for each phase of construction. Coordinate with the Design and Supervision Firm, Contractors, and other stakeholders to ensure alignment with project goals.

Monitor the contractor's performance to ensure compliance with contractual obligations.

  • Quality Assurance and Quality Control: Implement and monitor quality control measures to ensure compliance with relevant standards and specifications of the Project. Daily inspections to identify and rectify any deviations from the approved plans.

Work closely with the supervisor to ensure that construction activities align with approved plans and specifications.

  • Cost Monitoring and Control: Work closely with the finance department to establish and manage the project budget. Track Client expenditures and regularly report on expenditure versus progress.

Monitor expenditures, identify cost-saving opportunities, and report financial status regularly.

  • Schedule ManagementDevelop and maintain a project schedule, identifying critical paths and potential bottlenecks.

Take proactive measures to address delays and ensure the project stays on schedule.

Communication and Reporting: Regularly update all stakeholders on project progress, challenges, and resolutions through regular reports.

Generate regular progress reports for the client and internal stakeholders.

Maintain accurate and up-to-date project documentation.

  • Stakeholder Management: Act as the primary point of contact between the client with the Design Firm, Contractors, and other stakeholders. 
  • Risk Management: Identify potential risks to the project and develop mitigation strategies.

Implement a Risk Register with a risk management plan to address unforeseen challenges.

  • Health, Safety and Environment: Implement and enforce health and safety protocols to ensure a secure working environment.

Conduct regular safety audits and address any non-compliance issues.

  1. Qualifications:
  • Bachelor's degree in Civil Engineering, Construction Management or a related field. A Master’s Degree in a relevant field is an added bonus.
  • Certifications: Possession of professional certifications (e.g., PMP, LEED: Leadership in Energy and Environmental Design).
  • Proven experience in project management in G+7 Floors construction projects in the past 5 years.
  • Strong knowledge of construction processes, codes, and regulations.
  • Knowledge and interpretational skills of architectural design concepts.
  • Excellent communication, leadership, and problem-solving skills.
  • Proficient in project management methodologies, planning tools, and cost control software.
  • Strong communication, leadership, negotiation, problem-solving, and interpersonal skills.
  1. Required Language:

Fluency in English is required. French is an added bonus.

  1. Duration:

This is a part-time position for the duration of the construction project.
