Section 1: Background

The Rwanda Interfaith Council on Health (RICH) was established in 2003 under the name of “Rwanda Network of Religious Organizations against HIV/AIDS (RCLS)” as a non-profit making organization to fight HIV and AIDS by ensuring effective coordination of FBOs interventions for the response to HIV/AIDS in Rwanda.

Although the Network was initiated for HIV, it is now involved in other health issues such as family planning, maternal and infant health, nutrition, hygiene, malaria, tuberculosis, non-communicable & communicable diseases and mental health promotion. This change was due to the expansion of scope of work from the HIV response that was the initial mission to the Health Promotion in general.

Mission

The main mission of Rwanda Interfaith Council on Health (RICH) is to promote the participation of religious-Based Organizations in promoting health.

This is achieved through:

  • Coordination of faith-based actions aiming to promote health;
  • Promotion of good partnership among its members and other health promotion stakeholders;
  • Advocacy for policies that promote community health;
  • Capacity building of members to effectively fullfill their responsibilities with regards to health promotion.

Section 2: Tender instructions

Introduction

Bidders shall adhere to all the requirements of this tender, including any amendments made in writing by RICH.

Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of the Bid by RICH.

RICH is under no obligation to award a contract to any Bidder as a result of this TENDER.

RICH reserves the right to cancel the tender process at any stage without any liability of any kind for RICH, upon notice to the bidders or publication of cancellation.

Cost of

RICH shall not be responsible for any costs associated with a bidder’s preparation and submission of bid documents, regardless of the outcome or the manner of conducting the selection process.

Corruption

RICH strictly enforces a policy of zero tolerance on proscribed practices, including fraud, corruption, collusion, unethical or unprofessional practices, child abuse, child labour, sexual abuse and explotation and requires all bidders to observe the highest standard of ethics during the procurement process and contract implementation; and such mispratices may result to cancellation of the procurement process at any stage.

Gifts and

Hospitality

Bidders shall not offer gifts or hospitality of any kind to RICH staff members including recreational trips to sporting or cultural events, theme parks or offers of holidays, transportation, or invitations to lunches, dinners or similar. In pursuance of this policy, RICH: (a) Shall reject a bid if it determines that the selected bidder has engaged in any corrupt or fraudulent practices in competing for the contract in question; (b) Shall declare a bidder ineligible, either indefinitely or for a stated period, to be awarded a contract if at any time it determines that the bidder has engaged in any corrupt or fraudulent practices in competing for, or in executing a RICH contract.

Conflict of Interest

 

RICH requires every procurement team member, staff and prospective supplier to avoid and prevent any things that may lead to the conflicts of interest.

Bidders must disclose their knowledge of the following: If the owners, part-owners, officers, directors of the bidding entity or key personnel who are family members of RICH staff involved in the procurement process under this tender.

Duties and Responsibilities

  • RICH is seeking an experienced communication company to support the communication activities and knowledge sharing of RICH’s work.
  • The communication company will be in charge of supporting RICH with photographic services, Audio-visual services, content development including producing articles, human interest/success stories, magazine, newsletter, and event visibility/communication needs; with an overall goal of communicating to internal and external audience RICH’s work.  

Competencies

  • Knowledge of and interest in communication particularly health promotion;
  • Proven experience to work with the community including children, people with disability and other vunerable groups;
  • Proven ability to respect safeguarding and confidentiality requirement including observing child protection, human right related issues, and data protection;
  • Proven experience to work with faith-based organization;
  • Capacity to develop and organize content in such a way that it is accessible and inclusive to a broad audience of experts and non-experts;

Required Skills and Experience of the company and key staff

Education:

  • A Master’s Degree in Communications, Journalism, International Relations or related discipline or bachelor’s degree with equivalent experience with more than 5 years.

Experience:

  • At least 3 years of professional experience in providing documentation and communication services for non-government organizations and faith-based organization in particular;
  • Proven experience in providing photography;
  • Proven skills in audio-visual development;
  • Demonstrate experience in content development including producing articles, human interest/success stories, magazine, newsletter, and event visibility/communication;
  • Experience in working with children, people with disability and other vunerable groups;
  • Demonstrate experience in executing tasks requiring to respect safeguarding and confidentiality requirement including observing child protection, human right related issues, and data protection;

Language Requirements

  • Excellent written and verbal communication skills in English and Kinyarwanda desired and French is an asset.

Clarifications

  • Requests for clarification from bidders will not be accepted any later 4th September  2023.

Evaluation criteria

Technical evaluation

Maximum score 30%

Only bidders who attain a minimum score of 25% in the technical specifications will be qualified for financial evaluation.

Financial evaluation

Maximum score 70%

The bidder has to develop their financial proposal strictly by using format related to financial proposal (Table 1)
