Terms of Reference

Developing a documentary video on the role of CSOs in the development of the country, 30 years after the Genocide against the Tutsi

  1. Background

The Rwanda Civil Society Platform (RCSP) is composed of 14 national umbrella Civil Society Organizations (CSOs). RCSP serves to enhance capacities of CSOs to contribute to the people’s well-being by acting as a platform for dialogue, context analysis, and exchange of information, mutual respect, lobbying, and evidence-based advocacy. The mission of RCSP is to act as a framework of coordination, knowledge exchange, promoting synergy among its members and strengthening their capacity to be impactful at national, regional and international levels

  1. Objective

The objective of this assignmentis to create a video that clearly, comprehensively document contributions of both national and international civil society organizations in national development after the Genocide against the Tutsi in 1994. The conduct of CSOs during the genocide is also critical and it is relevant to include it in this documentary. Linked to this, a highlight video capturing the CSO Kwibuka 30 event will be capturately. 

Methodology 

  • Visual storytelling: incorporating photographs, animations, and other graphical elements to create a rich and informative narrative
  • Interviews with representatives of citizens, civil society organisations; and partners
  • Voice-overs
  • Archive footage: presenting multiple perspectives and providing context for the stories being told
  • Post-production phase: editing, color grading, and sound design so as to produce a documentary which is both aesthetically striking and thematically coherent with subtitles in English/Kinyarwanda
  • Social media engagement.

Concept development and production:

  • The video should meet the technical standards set by RCSP
  • The focal point selected by RCSP will be responsible for the overall coordination of the video production from start to finish.
  • The production of the video brief might be subject to change and the consultant should be open to changes or additions

Participants in the project:

  • RCSP members and international organisations member organisations
  • Sign off will be by RCSP Senior Management

Target Audience

The target audience includes:

  • Government institutions and agencies
  • Development Partners
  • Members of National and international NGOs
  • Media, social media influencers and enablers 
  1. Production deliverables

The producer will work on the following:

  • Potential producers will be briefed and then asked to pitch their ideas based on objectives provided by RCSP
  • Producer and selected members will create a concept script for the video.
  • Producer to compile data, pictures, and other materials for the video production as provided by RCSP
  • Pre-­production with RCSP focal point to agree shooting locations, crew, sources
  • Shooting video treatments and shooting scripts (existing footage will be considered, depending on quality.)
  • Editing video;
  • Overseeing pre-­production, production and post-­‐production of the video;

Ultimately, 3 deliverables are expected namely 1) a 10 minutes video, 2) coverage and instant social media engagement during CSO Kwibuka 30 event and 3) a 5 minutes highlights video of CSO Kwibuka 30 event.
