Supply of construction materials and provision of skilled labor and overall supervision to ensure the quality completion of community nurturing care hubs building in Gikuriro Kuri Bose areas of intervention in FY 23

1. Purpose:
CRS seeks EOI to shortlist potential bidders before seeking detailed bids with those who qualify; The bidders are expected to submit their organizational capacity statement including experience in similar work, availability of necessary material, human resources, financial capabilities, business legal status, past performance certificates, etc in their EOI to CRS to be considered for this assignment.

2. Objectives and Scope:
The overall objective of the project is to support the community collaboration efforts of establishing the NCH buildings through supply of construction materials that are not available at community level, provision of skilled labor and overall supervision of NCH buildings. CRS will ultimately select up to 4 service providers through this tendering process which will take place in two phases including first EOI and then shortlisted bidders will submit detailed tender document based on additional guidance that will be provided through a bidders’ conference.
In partnership with the community and government authorities, CRS through Gikuriro Kuri Bose is planning to support the community efforts of establishing 51 Nurturing care hubs in 10 Districts namely Kicukiro, Nyarugenge, Rwamagana, Kayonza, Ngoma, Nyanza and Nyamasheke, Rulindo, Burera and Nyabihu.
One Nurturing Care hub will be composed of 2 classrooms (5m*7m each room), a village office (7,40m*3,50m), one kitchen block (5,5m*3,20m) and one latrine block (4,10m*1.70m) of three stances. The project will leverage the contribution as follows.
Local authority support:
• Community mobilization
• Availing the plot (Minimum 20m*30m)
• Supply of required woods for roofing framework and scaffolding
• Through community mobilization, supply of stones for foundation works.
Community contribution
• Making mud bricks for walling works (at least 6,500 bricks per site)
• Fetching water to be used during establishment of Nurturing Care Hubs
• Terracing the plot
Project support (through service provider)
• Supply of industrial construction materials (A detailed list to be presented during the technical bidder’s conference meeting)
• Provision of skilled labor to undertake the works.
• Provision of overall supervision to ensure the quality of works.

3. Expected Procurement Details:
To support the implementation of the project “Supply of construction materials and provision of skilled labor and overall supervision to ensure the quality completion of community nurturing care hubs building in Gikuriro Kuri Bose areas of intervention in FY 23”, CRS intends to identify the successful, potential service providers who will supply the construction materials and provision of skilled labor to undertake the works and overall supervision to ensure the quality.
3a. Timeline for Contract: After a preselection process, CRS will invite the successful bidders for a technical bidders’ conference meeting. Thereafter the submission of financial and detailed technical offers will follow. CRS desires to enter into contract agreement by end of May 2023
3b. CRS Payment Terms Offered: There will be no advance payment, however the payment will be made in four different installments. More details will be in the contract agreement.

4. Special requirement and additional information:
CRS invites service providers capable of providing (from section 3 above) their EOIs. In order to be considered as a potential supplier, interested bidders should submit their Expression of Interest including the following information: Please note that responses received without the information below will not be considered.
• Contact information (full name and address of the company indicating country, Province, District, Sector, Cell, Village, Street number, telephone and fax numbers, e-mail address, website and contact person)
• Brief presentation of your company including notified copy of trade license, , notified copy of valid RRA tax clearance certificate, notified copy of valid Rwanda Social Security Board clearance certificate, notified copy of VAT registration certificate, the credit line (ligne de credit) from the financial institutional of fifty (50) Million Rwandan Francs, bank statements for the past/previous three (3) years (2020 to 2023), bid Validity period, number of staff, years in business, at least two completion certificates in supply of construction materials and two completion certificates of supervision of construction works.
• Reference list demonstrating your qualifications for participating in this possible upcoming bidding process.
• At least one page presenting the proposed methodology to be followed while executing the assignment and proposed list of tools to be used.

The staff assigned to the execution of the works will at least have the following qualifications:
1. Overall Site engineer: with A0 degree in Civil Engineering, construction engineering with 5 years of experience in similar works, Site Engineer must be a member of Institute of Engineers of Rwanda and present a valid certificate.
2. Site foreman: a head of works with A2 diploma with minimum 10 years of experience in similar works, every district should have a site foreman.
3. The bidder will provide a detailed, signed and updated original CV, certified copies of degree or certificates with a statement of exclusivity and availability for each key staff.
4. If two bidders share/ present the same staff in their offer, the one who will be proved out to have used the other bidder’s staff will be disqualified.

This call for Expression of Interest does not constitute a solicitation. We do not require proposals and prices at this stage; we merely seek your expression of interest in participating in the tender.
Due to the high volume of communications, we will not issue confirmation as to receipt of EOIs.
A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender.
CRS reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. CRS also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued.
