The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. 

Following an independent evaluation in 2021 of the Climate Justice Fund’s work, drawing on experiences of communities in Malawi, Zambia and Rwanda who have implemented or are supported by the Fund and stakeholder feedback on the Climate Justice Fund, the Scottish Government set a future approach for action on climate justice and prioritized targeting the funding to the people most vulnerable to climate change in the communities– particularly women and youth – and ensuring their participation is at the centre of the Fund’s work which will be achieved through delivering against distinct pillars of climate justice. In March 2022, in line with this revised approach, the Scottish Government relaunched the CJF and a Supplier Event to provide details of this opportunity and answer questions on the programme specification, procurement and tendering process was held. In May 2022, the Scottish Government advertised a competitive, open tender procedure for the Provision of Climate Just Communities in Malawi, Zambia and Rwanda but the invitation to tender was published on 7 September 2022.

In response to this invitation to tender, a consortium made of Trōcaire, the Scottish Catholic International Aid Fund (SCIAF) and Christian Blind Mission (CBM) UK was constituted, with local partners including Rwanda Climate Change and Development Network (RCCDN), its member’s organizations (DUHAMIC-ADRI and DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR). This Consortium submitted a tender on 18 November 2022 and on 11 July 2023, the Scottish Government awarded the CJC contract to the Consortium. The contract entered into force on 1 August 2023 and will run until March 2025, with the option to extend up until March 2026.

The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI and DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR). 

2. Objectives

Under the Climate Just Communities (CJC) program, DUHAMIC-ADRI aims to enhance water accessibility for households, reduce vulnerability to water scarcity, and promote sustainable practices that align with climate adaptation efforts in the community.

Recognizing the critical need for rainwater harvesting in the region, DUHAMIC-ADRI, wishes to install gutters on 32 houses that have been identified as having the most urgent need. This initiative will improve the resilience of these households to climate-related challenges and contribute to overall environmental sustainability.

The specific objectives of the water harvesting gutter installation are as follows: 

1. To enhance water security for communities facing water scarcity by providing access to rainwater harvesting systems.
2. To improve climate resilience of low-income households by enabling them to store rainwater for use during dry periods or water shortages.
3. To reduce water costs for economically marginalized families by offering an alternative, sustainable source of water for domestic and agricultural use.
4. To minimize runoff and soil erosion, contributing to environmental sustainability and the protection of local ecosystems.
5. To complement energy-efficiency retrofitting efforts, by integrating water management solutions into climate justice on houses retrofitted under CJC program.

3. Scope of work

The construction company will be responsible for:

• Supply and Installation of 256 gutters of 2m long, 96 PVC (110), 64 Metalic Descente (110), 128 coude pvc (110) and 32 tee.
• Completion report: report indicating successful installation and operational status of gutters on all 32 houses,
• Document detailing the supply and installation process at each house and any challenges encountered along the process.

4. Technical specifications and budget breakdown

Below is the technical specification and budget breakdown format for installing rain water harvesting gutters to 32 houses in Ngororero district:

5. Location of houses where gutters shall be installed:

Gutters shall be installed to houses located in 2 sectors of Ngororero district as follow:

• Kavumu: 17 houses
• Kageyo: 15 houses

6. Deliverables:

• Supply and Installation of gutters and Pvc as per the above technical specifications and quantities;
• Completion report: report indicating successful installation and operational status of gutters on all 32 houses,
• Document detailing the supply and installation process at each house and any challenges encountered along the process.

8. Procurement procedure

Qualifications:

• Demonstrated experience in construction.
• Knowledge of local building practices and materials in Ngororero district.
• Ability to manage and supervise construction activities effectively.
• Strong communication and coordination skills to liaise with project stakeholders, local leaders and community members.

Reporting

The construction company will report to DUHAMIC-ADRI management and provide regular updates on the progress of construction activities. Any issues or deviations from the agreed-upon plan should be reported promptly for timely resolution.

Application documents:

This tender will be done through a public / open tendering process and qualified companies will be invited to bid.

The following terms and conditions shall be observed during tender evaluation

1. The bidder must s accept and committed to accomplish the assignment within 30 days after signing the contract (proven by a commitment letter);
2. Certificate of company registration issued by RDB;
3. A valid tax clearance certificate;
4. Proof of using EBM;
5. 2 certificates of good completion for similar works (construction activities) in the recognized organization;
6. CV of at least one (1) staff (A0 in civil engineering) that will lead the construction activities;
7. A financial proposal (quotation) including all related taxes and other associated costs.

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Thursday, December 12, 2024 at 10:00 AM

The public opening of bids is scheduled on the same day at 10:30AM at the headquarters of DUHAMIC-ADRI. (Kicukiro, Niboyi)
