TITLE: REQUEST FOR EXPRESSION OF INTEREST/EOI #

PROJECT: "SUPPLY AND COMMISSIONING OF TRUCK-BASED MOBILE CLINICS (TWO UNITS).

HYBRID REOI (REQUEST FOR EXPRESSION OF INTEREST): DOMESTIC, EAC, REGIONAL AND INTERNATIONAL VENDORS / MANUFACTURERS.

Partners In Health (PIH) is a nonprofit organization with its headquarters in Boston, Massachusetts whose mission is to provide quality health care for poor and most in need populations around the world. Since 2005, the Ministry of Health in Rwanda has worked with PIH Rwanda, also known as Inshuti Mu Buzima, to improve the quality of care in the country and increase health care access for Rwanda most in need populations. PIH/IMB have since helped to bring high- quality health care to three districts namely: Kayonza, Burera and Kirehe. Partners In Health / Inshuti Mu Buzima is seeking for EOIs (Expression of Interest) for QUALIFIED VENDORS and/ MANUFACTURERS OF TRUCK-BASED MOBILE CLINICS (TWO UNITS).

BRIEF DESCRIPTION OF TRUCKS REQUIRED FOR MOBILE CLINICS

The trucks will have a body in fiberglass, approximately 7.5mx2.4m with two rooms where one room will be equipped with a complete dental chair with accessories and another room will be equipped with an ophthalmic unit. The truck shall have an 8kVA solar system and 8kVA power generator as energy sources. Overall, the trucks shall be customized to handle the bad roads in remote areas in Rwanda.

Interested business entities are requested to provide the following compulsory information/ documentation in response to this REOI:

- Business entity (vendor or manufacturer) profile including the following details:

- Company name; country and geographical location.

Full physical address

- Email of the vendor / manufacturer

Telephone contacts

Name, position and address mail of the vendor's manufacturer's contact person.

• Proof of Business registration (RDB/ RCA Registration for domestic business entities or similar documentation for EAC, regional and international bidders), in the same domain of work/supply Copy for valid RRA tax clearance certificate or proof of RRA certificate request in process for domestic business entities or copy of non-bankruptcy certificate for EAC, regional and international business entities.

Not being under blacklisted vendor list by Rwanda Public Procurement Authority (RPPA) nor Partners In Health (applicable on domestic, EAC, regional and international interested business entities).

• Proof of similar accomplished works in the same domain of customized truck based clinics either provision of certificate of good completion or copy of contracts previously executed in the past three to five years 2019; 2020; 2021; 2022 and 2023.
• Detailed references of most recent and corporate client; including client's physical address contact persons and contacts (telephone and email address).

ALL BUSINESS ENTITIES INFORMATION IN RESPONSE TO THIS CALL FOR EXPESSION OF INTEREST /EOI WILL BE ELECTRONICALLY SUBMITTED to Partners In Health/Inshuti Mu Buzima using PIH E-Procurement System (https://pih-imb.org.rw/eprocurement/index. php) before February 12, 2024 @ 11:59 pm (closing time) Rwanda time prompt.

A PREBIDS/PROPOSAL MEETING FOR THOSE WHO ARE INTERESTED will be scheduled for after reception of the EOIs.

For those who will attend physically, the meeting will be held at Partners In Health Kigali Office located at 46KG 9AV Nyarutarama.

For those who will attend the meeting virtually the link for the meeting will be shared after receiving the EOIs.

The date and time for the prebid meeting will be announced to interests and qualifying bidders.

The list of submitted responses to this request for EOIs will be available in the system starting from February 13, 2024 from 00:00 AM.

Special Notes:

(1) There is no fee paid to submit a response to Partners in Health Request for EOI.

(2) This is a hybrid Request for EOI; all qualified vendors and manufactures, domestic; EAC regional and international vendors with recognized expertize in truck based mobile clinics are encouraged to submit their responses to this request for EOI.

(3) This is a phased sourcing method: the current notice is solely for the submission of Expression of Interest / EOIs to PIH.

(4) While uploading your expression of interest /EOIS in PIH E-Procurement system, please put one (1) where the systems is requesting to add the financial offers in figures.

(5) Business entities with qualifying EOIs will be contacted for further tendering procedures including a prebid session as above mentioned.

(6) Partners In Health is not obligated to pay for any costs incurred by the interested business entities in preparation of the response to this Request for EOIs.

(7) Technical and Financial offers shall be submitted after the prebid/ proposal meeting basing on ToRs to be shared after the meeting.

(8) PIH employees are not allowed to participate in any PIH tender.
