1. The Energy Utility Corporation Ltd (EUCL) hereby invites sealed bids from eligible bidders for submitting their best offers for Supply of diesel and petrol on electronic cards for EUCL vehicle and motorcycles in Kigali and Upcountry as indicated in detailed statement of Requirements.
2. This tender is made of one indivisible Lot and the participation to the competition is open on equal conditions to all companies specialized in the field that meet the minimum qualification criteria as stated in the SBD.
3. Bidding will be conducted through National open competition procedures as specified in the REG Procurement User Manual as updated to date,

Submission Procedure
4. Tender Documents may be obtained on any working day starting from 7:00 am to 5:00 pm at EUCL Headquarter, KN82 ST Nyarugenge District, 1st Floor, Room N° G114, the Secretariat Office of the Procurement Management of EUCL, E-mail: procurement-eucl@eucl.reg.rw, onizeyimana@eucl.reg.rw upon presentation of a proof payment of a non-refundable fee of Ten thousand Rwandan Francs (10,000Frw) deposited to Account N° 25044962001 opened at I & M Bank, Rwanda.
5. Well printed bids, properly bound and presented in two (2) copies of which one is the original and another is copy must reach the Secretariat of the Procurement Management at the address mentioned below not later than 16/02/2023 at 10:00 am. Late bids will be rejected and returned unopened.
6. Bids will be opened in the presence of bidders or their representatives who choose to attend at EUCL main boardroom on 16/02/2023 at 10:30am.All bids shall be accompanied by a Bid Security of 11,800,000Frw issued any financial institution recognized in Rwanda with validity of 150 days from the submission date
7. The bids will remain valid for 120 days starting from the deadline of bids submission. The Outer envelope should clearly indicate the tender name and title.
