Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

EnDev Rwanda is promoting solar mini-grids in Rwanda through a new Results-based financing programme launched in January 2022, which will provide financial incentive to companies that aim to invest into small-scale power generation and distribution based on Solar PV renewable energy technologies. EnDev is seeking support with the technical due diligence of the proposed projects, technical review of project applications, technical commissioning of projects and support in the review of technical operational procedures as needed.
EnDev is seeking experienced consultant with electrical, mechanical, electro-mechanical or renewable energy background. The consultant should have experience in the planning, technical design, technical analysis and implementation of PV-battery-diesel hybrid mini-grids. Having worked with other donor-funded programs is an advantage as well as the appraisal of mini-grid proposals, feedback on site visits and commissioning of sites.

 Detailed scope of work
The consultant can be asked to provide, on a “per request” basis:
• Appraisal and detailed technical feedback and recommendations on mini-grid proposals
o The modelling and sizing of power generation & distribution and the supply/demand match
o Verification of supply/demand and other site factors through field visits
o The quality and appropriateness of the proposed equipment
o The cost efficiency of the proposed budget
o The safety for employees and customers
o The sustainability of the proposed system
• Site and commissioning visits
o Site visits to corroborate the proposal, particularly taking into account demand/supply estimations, affordability (tariff) and any other relevant observations that may impact the success of the mini-grid.
o Mid-term site visit of mini-grids under construction.
o Technical assessments of sites prior to full commissioning using a commissioning checklist provided by EnDev Rwanda and following minimal technical requirements as dictated by the Government of Rwanda.
• Other technical assistance such as development and evaluation of project materials/methodology
o Participation in program reviews, providing feedback on technical methodology and operational aspects.
o Development of technical documentation as needed for the program.
The consultant will be provided with access to all available documentation pertaining to the project, data collected and project related templates and checklists.

Timeline and deliverables
The duration of the consultancy will be 1 year with expected deliverables of up to 45 days in total.

Profile of the consultancy
The bidding consultant should present a relevant track record of at least 7 years of experience in the field of technical design, technical analysis and engineering PV-battery-diesel hybrid mini-grids:
• At least Bachelor’s degree in electrical engineering, mechanical engineering, electro-mechanical engineering or renewable energy or equivalent, with strong analytical skills and experience in design and engineering.
• A minimum of 7 years’ experience in the field of PV-battery-diesel hybrid mini-grids in East Africa or developing countries. Having any experience in the field of PV-battery-diesel hybrid mini-grids in Rwanda any developing countries would be an asset.
• Direct professional involvement in the design, construction/ implementation and operation of PV-battery-diesel hybrid mini-grids.
• Experience of working in rural areas with an added advantage of knowledge to interact with people in the rural areas.
• Solid knowledge on the energy sector in Rwanda.
• Good communication and writing skills in Kinyarwanda and English. French would be an asset.

Submission of the EoI
EoI will be evaluated based on the following criteria:
• Individual profile,
• Relevant experience,
• Your strategies to assure agility, flexibility and responsiveness,
• Personnel offer
• Financial offer.

The EoI should contain the following:
• For Technical Proposal:
o A Cover letter expressing interest in this assignment;
o Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment. It should be formatted, font type ARIAL, fond size 11, and should be clearly formulated. The offer should be drawn up in English language.
o The CVs shall not exceed 4 pages.
o Business /company registration certificate
o Tax clearance certificate
• References and recommendations of similar works executed in Rwanda or elsewhere outside of Rwanda.

For the Financial Proposal:
The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwf and VAT excluded.
