Call for Tender hiring a Service Provider to handle public auction process for CRS Rwanda

Catholic Relief Services – United States Conference of Catholic Bishops’ office in Rwanda (CRS/Rwanda) is a nonprofit international humanitarian and development organization working with local partners to serve the poor and vulnerable in Rwanda and globally.

CRS Rwanda invites you to submit the financial proposal for handling public auction process of CRS Rwanda vehicles as per below list:

N.B:

  • The selected service provider should take responsibility to ensure that all legal and CRS requirements are fulfilled.
  • CRS Vehicles are originally imported under duty-free status and the applicable taxes will be paid by the auction winner considering the RRA policy and procedures.
  • For your reference, we have annexed to this tender the supplier’s code of conduct that the successful bidder will be required to sign together with the contract.
  • CRS payment modalities are 100% payment (full payment) within 15days after completion of the required services.

FOR EVALUATION PURPOSE, THE BIDDER MUST SUBMIT THE FOLLOWING DOCUMENTS:

SECTION I: Administrative Documents

1. A copy of full Registration Certificate (Full RDB Certificate): duly mentioning that the supplier is registered in this business area.

2. A copy of VAT and Tax clearance certificate: a copy of a valid Tax clearance certificate issued by Rwanda Revenue Authority (RRA).

3. Bid should be signed and stamped by the legal representative of the company.

SECTION II. Technical documents

  1. A proof of enough space to park vehicles to be auctioned.
  1. At least 3 certificates of good completion for providing similar services.

SECTION III: Financial offer

Submit your final best financial offer quoted in Rwanda Francs (Rwf).

  • Clarify Validity of the offer.
  • Bid should specify maximum period of the public auction process after signing contract.
  • The offer must specify applicable tax.

Bidders requiring any clarification on the tender document, may notify CRS by email. The response to any request for clarification will be provided by email. All request for clarification must be received within 5days prior to the Deadline for the Submission of Bids. Clarification may be sought in writing to:

SUPPLIER / SERVICE PROVIDER CODE OF CONDUCT

Catholic Relief Services (CRS) has committed to the principles of responsible sourcing and we expect our suppliers and service providers to fully follow the applicable contractual obligations to include CRS terms & conditions, local and relevant/otherwise applicable laws and to adhere to internationally recognized environmental, social, and corporate governance standards.
