Senior Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) Specialist
IntraHealth International is currently seeking a Senior Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) Specialist for an upcoming project in Rwanda. The activity seeks to accelerate reductions in maternal, newborn, and child morbidity and mortality by partnering with the Government of Rwanda (GOR) to strengthen the capacity of host-country institutions and local organizations to improve equitable access and utilization of high-quality, evidence-based, and respectful public health services. Focus areas include maternal, newborn, child, and adolescent health (MNCAH); family planning (FP) and reproductive health (RH); and malaria prevention and treatment.
The Senior RMNCAH Specialist supports the implementation of reproductive, maternal, newborn and child health activities through training and mentorship, as well as other technical support and supervision, to health providers in project-supported health facilities to improve access to high quality services. S/he works with the project technical team to scale up essential and high impact reproductive, maternal, newborn and childcare interventions across supported districts and health facilities. S/he plans, coordinates, and delivers project activities in close collaboration with the Ministry of Health (MoH), Rwanda Biomedical Center (RBC), district health management teams, health facilities, medical professional associations, and other partners. She/he actively participates in key global and national technical consultations, including technical working groups, to stay abreast of advances in RMNCAH and to disseminate project lessons and best practices. The position reports to the Deputy Chief of Party (DCOP)/Technical Director.
Essential Functions
• Provide technical leadership in development, planning, implementation, and capacity-building of RMNCAH technical components of the project.
• Lead the design and implementation of innovative capacity building approaches, including on-the-job training and mentorship, to build competencies, positive attitudes, and motivation to optimize the performance of front-line health workers (nurses, midwifes and doctors) for quality maternal, newborn, and child health services.
• Maintain constructive dialogue and technical exchange with other technical counterparts.
• Provide mentoring and capacity building at the individual and organizational level and oversight of work delivered by medical professional associations.
• Develop and maintain collaborative relationships with donors, district-level officials, implementing partners, Ministry of Health (MOH), the Rwanda Biomedical Centre (RBC), and public and private sector entities, including relevant professional associations.
• Ensure that implementation of the RMNCAH activities adhere to appropriate national and international strategies and standards.
• Provide technical assistance to the development or adaptation of evidence-based tools to support delivery of quality newborn and child health services.
• Review, analyze, and evaluate the effectiveness of RMNCAH activities and use data to design improvements in service delivery at all levels.
• Supports the preparation of RMNCAH implementation plans and preparation of progress and periodic reports.
Minimum Requirements
• Advanced degree in clinical medicine and a master’s degree in public health and valid license issued by Rwanda Medical and Dental Council.
• Minimum of 8 years of experience implementing RMNCAH programs in Rwanda.
• Experience in training and mentorship of health care workers in RMNCAH programs.
• Experience with USAID-funded projects in a senior technical role.
• Previous work with development agencies, NGOs, and experience working with USAID-funded projects.
• Strong organization, writing, and presentation skills particularly for case studies, documentation of lessons learned, and reporting of program results.
• Previous experience in organizing and providing training for health care providers or peers at project level.
• In depth understanding of RMNCAH priorities in the Rwandan context.
• Solid understanding of Rwanda’s health system, including the decentralized structures and coordination of health activities at district level.
• Proficiency in Kinyarwanda and English - French language skills will be an advantage.
Travel Expectation
Ability to travel 25% or more within the country.
